Overview:

Under the supervision of the Country Director, the Finance Manager manages financial and accounting functions for country office operations. This position is responsible for the overall financial management and compliance of the country office by recording expenditures; overseeing accurate budgeting, country office financial reporting and donor reports; reviewing and processing payments; ensuring accurate timekeeping and coding; as well as compliance with all Ipas and donor policies and procedures and adherence to local regulatory requirements. The position will also serve as backup for processing cash and accounts payable including managing the month end close process, financial transactions such as payments, receipts etc., donor financial reporting, local reporting and preparation of financial statements.
The Finance Manager reports to the Country Director and works closely with the finance and program staff, both in Nepal and the United States.

Responsibilities:

Financial Management and Reporting
• Oversees the overall Finance functions of the country office
• Manages the country office finance team by ensuring timely and accurate processing of financial transactions, reporting, and submission of financial reports to NC Ipas Global Office and donors and other external agencies
• Ensures country office compliance with all Ipas financial SOPs, policies, guidelines and processes
• Ensures all financial transactions are accurately and consistently entered in the financial system and all transactions are posted in a timely manner
• Ensures Human Resources unit has accurate and verifiable financial and payroll data for all employees, consultants, interns, or other categories of personnel
• Trains country staff on using the financial system, government rules and regulations, donor stipulations and any other reporting requirements from the Ipas Global Office, donors or partners
• Provides technical support to partner organizations on financial reports, documentation, tax, and budget with emphasis on compliance with Ipas’s financial reporting requirements and local government rules
• Maintains complete and accurate financial records for Ipas Nepal’s operations and activities, and ensures the records are properly and adequately safeguarded
• Prepares/Reviews the reconciliations of balance sheet accounts and obtains necessary approvals
• Performs a budget versus actual review/analysis and provides feedback to the country management team on a monthly and quarterly basis, and also informs operations, technical and program colleagues
• Oversees all internal, external, and statutory audits, and ensures timely submission of all documents requested by the auditors
• Provides responses to all finance related questions from the Ipas Global Office
• Consults with the Country Director and/or the Ipas Global Office in answering donor queries when necessary

Compliance

• Reviews payroll and ensures that it is processed in compliance with Nepal labor law and Ipas standards, and that paystubs are issued to employees each month
• Ensures that complete and signed supporting documents are filed for each financial transaction
• Ensures Ipas Nepal is in compliance with local taxes requirements and that the appropriate finance partner in the Ipas Global Office is aware of and updated on the taxation rules affecting employees’ payroll and is informed of all payroll transactions
• Implements effective cost control mechanisms and ensures that all costs incurred are according to the standard costing principles and allowed by donor guidelines
• Maintains relations with external auditors and ensures that audit corrective action plans are prepared to address all internal, external, and statutory audit findings, and that plans are fully implemented per the established timeline for completion of each task

Budget Planning and Monitoring

• Manages all budget preparations by working closely with operations, technical, and program colleagues using Ipas’s financial system
• Monitors, implements, and reports financial items to Ipas Global Office and Donors
• Assists the Nepal team to develop the annual budget, and ensures that the budget is consistent with Ipas’s strategic plan and project budgets for donors
• Liaises with Ipas North Carolina during organizational financial management, budgeting, and planning
• Ensures that all budgets are accurate and submitted in a timely manner
• Ensures that plans for monthly cash need is accurate, completed in a timely manner, and submitted to the Ipas Global Office
• Monitors, evaluates, and manages budgeting and financial matters relating to project expenses at field offices for the effective and efficient utilization of resources

Coordination (with Third Parties), Representation, and Country Management

• Manages and maintains all local banking relationships and signatories
• Represents the company with financial institutions, etc.
• Coordinates and reports to government offices such as, Social Welfare Council, Ministry of Finance, Ministry of Women, Children and Social Welfare, Ministry of Health and other stakeholder agencies as needed
• Contributes actively in overall management and governance of Ipas Nepal as a proactive member of the senior management team
• Assists the Country Director in formulation of new project proposals, including budget formulation and management of funds for ongoing projects
• Develops, updates and reviews local finance policies, strategies, and plans
• Recommends system strengthening and ensures effective implementation of approved changes

Staff Management

• Manages staff, including evaluating performance, hiring, mentoring, and coaching
• Performs other duties as assigned by the Country Director

Requirements:

Minimum

• Master’s Degree or equivalent in Finance, Business Administration, Accounting or Related Field
• 8+ years of progressively responsible accounting, finance, and operational management experience
• 2+ years of experience working in the non-profit industry, preferably in the health or international development sectors or experience managing large grants, funds, and/or budgets
• Demonstrated team leadership experience in finance, auditing, or accounting department
• Experience working with teams and supervision
• Must be able to read, write, and speak fluent English

Preferred

• Works independently; is an active participant in meeting project and organizational goals
• Articulate, professional and able to communicate in a clear, positive manner with clients and staff
• Proficient knowledge of Generally Accepted Accounting Principles and Internal Control Fundamentals
• Ability to analyze and interpret data, identify/resolve errors and prepare reports
• Ability to motivate and work well with others
• Strong negotiation and analytical skills with business acumen to make sound management decisions/recommendations
• Awareness and commitment to doing work effectively and efficiently – we want people who will see a way to streamline or improve a process and who won’t hesitate to share their ideas in making it happen
