Background

DFID Nepal is responsible for managing the UK Government’s development assistance to Nepal. The UK has the largest bilateral aid programme in Nepal, with a range of programmes focussed on governance, peace and security, service delivery economic development, earthquake reconstruction, disaster resilience and climate change.

DFID Nepal is looking for an able and energetic person to join the Post-Earthquake Reconstruction Team to support effective implementation of the on-going programme. Working with the Team Leader, Programme Management colleagues, Senior Responsible Officers/project leads as well as the Field Office team, the successful person will have significant opportunities to lead on improving and contributing to the overall management of the £83 million six year 2016-2022 programme.

The Role

The successful candidate should be able to demonstrate a willingness to provide innovative approaches to programme management whilst also ensuring that risks, particularly fiduciary risks are well managed. S/he will have sound organisational skills and the ability to deliver high quality products to a deadline. S/he must also be able to write effectively and clearly in English. S/he must have a good track record in problem solving, working well in multi-disciplinary teams and be able to build credible relationships with key Reconstruction stakeholders and DFID partners, colleagues and contractors.
This B1 post offers excellent opportunities to work closely with advisers and to demonstrate and further develop project and financial management skills. This is a varied and interesting role, which requires balancing a number of different tasks, and deadlines simultaneously and the post holder will be working with all team members on a regular basis.

Main responsibilities

1) Project management: Providing advice and support on programme issues across the team’s portfolio as requested by project leads. This may include advising on procurement processes for new contracts; liaising with contractors/partners, advising on compliance with DFID rules and regulations; commenting on project specific reports. The post holder will be expected to understand the fundamental technical content of projects they work on and collaborate effectively with advisers on technical issues.

2) Financial and Commercial management: Managing project team’s commercial engagement with suppliers; using a commercial mind-set and understanding of project budget drivers to support achievement of value for money; conducting cost-benefit analysis for new budget proposals. Lead on financial forecasting for the team.

3) Risk Management: Contribute towards managing of risks under the programme. This will include ensuring leading on due diligence of partner organizations and contribute to development of project risks strategies, focusing on mitigating the risk of fraud and corruption and ensuring other risks are addressed in liaison with project team and others; maintaining of a project risk register, proactively highlighting and escalating concerns, risks and issues to appropriate level; develop and maintain delivery chain maps for all projects showing key issues and risks at each stage of funds movement.

4) Project monitoring: Contribute to/lead on Annual Reviews/Project Completion Review exercises, including drafting of all/portions of TORs and final reports as agreed within project team. Support in organizing field visits and ensure findings feed back into project management tools such as Delivery Plans.

5) Corporate and Administrative support: Provide information and input to team corporate returns as requested. Contribute information to and compile high quality final drafts of briefing and high level papers, including drafts for ministerial submissions and responses to parliamentary questions;

6) Engagement with the Programme Management Group: Driving improvements in ways of managing programmes is at the heart of DFID Nepal’s Programme Management initiatives. The post holder will be expected to engage and work alongside the Programme Management groups/colleagues across the office on this agenda. We would expect this role to develop effective relationships with the PMG to be able to agree on an approach on key areas to be developed and how these will be addressed.

 

Essential skills

• Bachelor’s degree/or a similar level Qualification in a relevant discipline (for example Business Administration Programme Management, Development Studies, Administration and Planning)
• At least 3 years’ of relevant experience
• DFID is looking for a candidate that can work independently, shape their own portfolio of work, and deliver with a minimum of supervision.
• Good IT skills, with good knowledge of Microsoft Office programmes.
• Strong English communication skills are required for the role and will be tested at interview.
• Ability to work at pace across multiple work streams
• Strong management and people skills
• Excellent ability to work across cultures, time zones and disciplines with a wide range of stakeholders

Reporting

The job holder will report to the Programme Manager in the Post-Earthquake Reconstruction Team. A series of job objectives will be set on an annual basis and performance will be assessed against these.

Compensation & benefit package

• The position is offered at B1 (SAIC) grade.
• Employment shall be on a fixed team contract with an initial probationary period of 6 months
• The starting gross salary (subject to tax) would be NPR 146,178 per month
• Flexible working hours (36 hours net per week).
