Deutsche Gesellschaft Mr Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified professionals for the Inclusive Development of the Economy (INCLUDE) Programme and the Trade Promotion Programme (TPP). INCLUDE and TPP Programmes are joint Nepali-German Programmes under the guidance of the Ministry of Cooperatives and Poverty Alleviation (MoCPA) and Ministry of Commerce (MoC) respectively with Technical Assistance by the Deutsche Gesellschaft kir Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The Implementing Nepal Trade Integration Strategy (NTIS) in the Sector of Medicinal and Aromatic Plants (IN-MAPS) project with the objective to strengthen the capacity of the MAPs actors in coordination and implementation of the NTIS for increased export of MAPs, is financed by the Enhanced Integrated Framework (EIF) with additional financial support from the BMZ and the Government of Nepal (GoN). The project is executed by the Ministry of Forest and Soil Conservation (MoFSC) with technical support by GIZ implemented through both Programmes INCLUDE and TPP.

1. Position: Senior Programme Officer: Value Chain Management MAPs

Duty station: Kathmandu

Brief Project Description: The national MAPs plan of action has been designed through intensive stakeholder consultation, taking into account the Nepal Trade Integration Strategy (NTIS), and sets out to strengthen all relevant stakeholders to improve production, collection, processing and marketing, including branding, both national and international, towards achieving the Nepal export objectives. Therefore, these stakeholders, both public and private, will be assisted in the implementation of the national MAPs action plan. This assistance will be given in the form of training, workshops, technical assistance and advice, some investment contributions and facilitation of stakeholder participation and engagement. To ensure tangible results, cooperation with associations and federations that are capable of implementing these activities and that have been engaged in respective activities in the past will be sought. Among other activities, the MAPs value chain will be upgraded by introducing new marketing strategies, such as organic certification, trademarks or geographical indications, and by qualifying local producers to deliver on the respective requirements. A special effort will be made to integrate owners and employees of Small and Medium Enterprise (SME), suppliers and producers, in particular community forest groups and cooperatives, women and traditional knowledge-holding local groups into a formal and functional value chain. The Senior Programme Officer (SPO), who also acts as a National Project Manager for IN-MAPs project, will be fully responsible for the sub-components on MAPs in INCLUDE and trade related issues on MAPs with the TPP Programme. The SPO will spend 30 percent of his/her time in the field to ensure quality and timely accomplishment of the project activities.

Responsibilities: The Senior Programme Officer, under the overall supervision of the Chief Technical Advisor, is responsible for:

  • Liaising with stakeholders in the MAPs sector and maintain working relations
  • Ensuring functioning of the MAPs related steering structure
  • Undertaking budget allocations and revisions
  • Monitoring and Evaluation plus Reporting
  • Joint coordination of the different components and harmonization
  • Ensuring implementation of in-country communication strategy
  • Disseminating information and success stories of the project achievements
    Supervising staffs allocated to the INCLUDE’s MAPs Value Chain Component and MAPs Tier Two project within INCLUDE and TPP, and staff allocated to the Public Private Partnership initiative
  • Facilitating the work of national and international experts and consultants
  • Performing the role of Key Account Manager (KAM) of MAPs within the “Sustainable Economic Development & Trade” sector
  • Providing administrative backstopping and clearing-house functions

Required qualification and experience:

  • At least Master’s Degree in Forestry, Botany, Agriculture, Resource Economics, Natural Resource Management or related field
  • Experience of 5 years in a management position (Project operation, staff supervision, monitoring and evaluation etc.)
  • Excellent presentation skill and result oriented attitude
  • At least two years of experience in the MAPs sector, familiar with MAPs sub-sector and its value chain
  • Proven experience of following multi-stakeholder process and team management
  • Experiences of dealing with government agencies and private sector
  • Ability to work under pressure and meet deadlines
  • Good negotiation skill and a good team player
  • Very good communication skills in English and Nepali (both written and verbal)
  • Proficiency in using MS Office package

2. Position: Programme Officer: Marketing MAPs

Duty station: Kathmandu

Brief Component description: Through the implementation of the national strategy to integrate Nepal into regional and international markets 2015-2017, the conditions for trade of goods and services, to the benefit of the Nepalese enterprises, are improved. In line with this, the Project has planned activities to achieve the objective of Outcome 3: Market access to priority export destinations has improved through collective mark/ branding.The PO will thus support the team towards achieving objective of Outcome 3. Under the direct supervision of the Senior Programme Officer (SPO) — MAPs VC Management of the INCLUDE Programme, the Programme Officer (PO) will work in the team responsible for the Trade Promotion Programme (TPP). The Programme Officer will spend 30 percent of her/his time in the field to ensure quality and timely accomplishment of the project activities.

Responsibilities: The Programme Officer, under the overall supervision of the Senior Programme Officer, is responsible for:

  • Facilitating implementation of the IN-MAPS project’s Outcome 3
  • Providing technical expertise (marketing of products, organisational development, development and promotion of collective mark/ brand/ trademark)
  • Selecting associations and federations for implementation of specific activities as defined in the Outcome 3 of the MAPs Action Plan
  • Developing Terms of References for local and international sub-contracts and supervise their implementation
  • Ensuring the cooperation with Monitoring and Evaluation (M&E) and reporting
  • Coordinating the activities with other relevant activities of GIZ and other development partners
  • Ensuring a synergetic cooperation with the other outcome-areas of the project and with other actors in the Value Chain

Required qualification and experience:

  • Bachelor’s degree in Forestry, Botany, Resource Economics, Natural Resource Management, Agriculture, or any relevant field (with International Trade Law)
  • Experience of 5 years in a similar position (trade support services for international marketing, technical and economical understanding of MAPs sector, etc.)
  • Preferably have excellent knowledge of the MAPs market and its actors and have experience in working with commodity associations/federation in the MAPs sector with a focus on marketing
  • Basic technical and economical understanding of the MAPs sector (technology, trade relations. etc.)
  • Professional experience in value chain promotion of MAPs; experience in branding of MAPS would be an added advantage
  • Excellent presentation skills and result oriented attitude
  • Ability to work under pressure and meet deadlines
  • Very good communication skills in English and Nepali (both written and verbal)
  • Proficiency in using MS Office package
