Kisankalagi Unnat Biu-Bijan Karyakram / Improved seed for farmers program (KUBK-ISFP) is an IFAD funded operation to support accelerated agricultural growth. It aims at developing the formal seed sector as well as improving smallholder livestock through improved partnership with the private sector in the hills of Nepal. The Program is designed to support two key aspects of agriculture sector hampering productivity: the improvement of formal seed (cereals and vegetables) and improvement of smallholder livestock (goats and dairy) in order to increase income of the poor rural households (hhs). The project became effective since 02, December, 2012 and will continue for seven years. The Ministry of Agricultural Development is the implementing agency with Heifer International, Agro Enterprise Center (AEC) of Federation of Nepalese Chambers of Commerce and Industries and Small Farmers Development Bank/Nepal Agriculture Cooperative Central Federation Limited are the implementing partners.

KUBK-ISFP thus invites interested and appropriately qualified Nepalese citizens to apply for the following positions as per the following minimum requirements:

1.Position Title: District Seed Coordinator
No. of Vacancy: 2
Duty station: Program district (Gulmi, Arghakhanchi, Rolpa, Pyuthan, Rukum and Salyan)
Mode of contract:There will be Initial contract for one (1) year with a probation period of three (3) months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:

The District Coordinator will assume day-to-day responsibility for the management and supervision of the Engineer and Seed technicians who will be employed under the Program. He/she will report directly to the Seed Component Coordinator although based from the district head quarter, he/she will be expected to spend a major proportion of his/her time within the target areas to ensure that adequate and appropriate technical support is provided to all beneficiary seed production groups/cooperatives and Agro vets.

Specific tasks of the position will include:

• Following the completion of pocket identification exercise and in close collaboration with potential participating seed companies, assist the Seed Coordinator to identify existing and future seed production groups in which the seed companies expect to sign production contracts;
• Assist the Seed Coordinator in preparation of annual work plan for the component, designing and presenting training courses for recruited staff and implementation of all component activities;
• Liaise with the M&E/KM Specialist to ensure that appropriate menus for tracking field staff activities are included in the mobile phone monitoring system to be developed by the Programme;
• Supervise the activities of Seed technicians (JT), and use information from these meetings, as well as from data provided through the planned mobile phone monitoring system to ensure that all staff are meeting their obligations to visit and support production groups within their area;
• Provide technical back-up and support to the Seed Technicians dealing with issues and problems which arise from technical aspect of production, as well as from the relationship of the group/cooperative/agro vets to the contracting seed company;
• Collaborate closely with district engineer (working with production groups/cooperatives on irrigation and other infrastructure),to ensure that all participating groups/cooperatives receive the full range of technical, engineering and institutional development support, as required;
• Supervise the activities of Districts Engineer, Seed Assistants and ensuring their adequate performance against targets;
• Establish strong working relationship and coordination with public and private institutions (DADO,DLSO, DDC, DADO, DCCI, VDCs) existing in the working districts;
• In coordination with the relevant DADO and district level staffs and colleagues within the Programme Management Office, oversight the activities related with the operation of Matching Grant Scheme (MGS) and Competitive Grant Scheme(CGS);
• Oversight the activities and procurement aimed at mobilizing and strengthening the new and existing seed producer Groups/Cooperatives/Agro vets (through MGS) including the purchase of equipment’s and the provision of technical training;
• Liaison with private / public seed companies who are awarded contracts through;
• CGS in the implementation of seed production and marketing schemes;
• As instructed by the Seed Coordinator, support DADOs for the planning, preparation and implementation of Farmer Field Schools (FFS) for the purpose of demonstrating the benefits of improved seed use; and with relevant NARC stations, oversight of the activities related with the Participatory Variety Selection;
• Assist the Seed Coordinator in identifying training needs among DADO staff (data processing, extension methodologies, seed quality control, etc.) and arranging for such training to be provided;
• Set, monitor and achieve equitable gender and social inclusion plans and targets among supported groups and organizations, with support from the GESI Advisor;
• In collaboration with the Monitoring, Evaluation and Knowledge Management Officer, preparation of monthly, quarterly, half yearly and annual performance reports, indicating the achievement of work plan targets ;

Required Qualifications and Work Experience:

The selected candidate will possess a minimum B.Sc.Ag. or equivalent in agronomy or a related discipline with a M.Sc.Ag providing a strong advantage. Following academic training, he/she will have a minimum of 3 years of field experience in working with seed companies or agricultural development programs involving direct contact with individuals or groups engaged in the production of cereal and/or vegetable seeds. An ability to prepare high quality reports in English is essential, as is willingness to spend a considerable portion of time each year travelling within the Programme target area. Excellent knowledge of standard software programmes such as Microsoft Word and Excel is a prerequisite.


2.Position Title: Seed Technician
No. of Vacancy: 4
Duty station:PIU, in the program district with frequent visit to program areas.
Mode of contract:There will be Initial contract for one (1) year with a probation period of three (3) months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:

The Seed Technician will be based in the Production pocket in the district and report directly to the district seed coordinator. His/her primary responsibility will be to ensure the rapid, efficient and cost-effective dissemination of information and collect problems faced, issues in relationship between the groups/cooperatives/agro vets and seed company etc. Seed technician will report directly to the district Coordinator in the PIU.

Special task of this position will include:

• Ensure that adequate information is collected as part of pocket identification exercise with respect to existing seed production groups/cooperatives, agro vets, private seed companies, irrigation systems, seed storage house;
• Within the context of the areas included within the pocket area in the district, and the crops to be cultivated for seed, identify existing groups/cooperatives and formation of new groups and cooperatives with support from field staff of DADO;
• Assist the district Seed Coordinator in designing and presenting training courses for seed production group/cooperative members and implementing the activities in the community level;
• Act as first contact points for all participating groups/cooperatives/agro vets/seed companies and report on each visit with to indicate on farm or community investment;
• Collaborate closely with the district seed coordinator, to ensure that all participating seed groups/cooperatives receive the full range of technical support, as required;
• As instructed by the District Seed Coordinator, support DADOs for implementation of Farmer Field Schools (FFS) for the purpose of demonstrating the benefits of improved seed use; and with relevant NARC stations, assist on implementation of the activities related with the Participatory Variety Selection;
• Ensure the application of equitable development policies, including towards women and disadvantaged groups, in all aspects of the work of component and reflect them in their annual work plans and reporting;
• Assist the Programme Seed Coordinator in the selection of the existing seed producer groups and in the identification and mobilization of potential new seed producer groups to be involved, and thereafter in their strengthening;
• Assist in the interaction between the seed producer groups and the Private Seed Companies at District level;
• Assist in the required interaction between DADOs, Agro vets and SQCC laboratories (in Bhairahawa and Nepalgunj);
• Assist in the required interaction with NARC centers and stations for the production of foundation seed;
• Assist and facilitate all demonstration activities related with supporting farmers adoption of TL seed;
• Collection of information about FFS and PVS from DADO and NARC stations and preparation of monthly, quarterly, half yearly and annual performance reports, indicating the achievement of work plan targets;
• Undertake other duties, as required by the district seed coordinator;

Required Qualifications and Work Experience:

• Minimum of I.sc Ag. or JTA Course with at least 3 years of field experience in working with seed companies or agricultural development programs involving direct contact with individuals or groups engaged in the production of cereal and/or vegetable seeds. Excellent knowledge of standard software programmes such as Microsoft Word, Excel, Power point and email internet is a prerequisite.


3.Position Title: Goat Development Specialist

Duty station:Program District
Mode of contract:There will be initial contract for one (1) year with a probation period of three (3) months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:

The GDS will work under the direct supervision of the Livestock Coordinator and will primarily be responsible for successful implementation of goat development program.

Special task of this position will include:

• Assist to Goat Assistant for the implementation of program/activities in the community level in better way;
• Assist the DLSOs in the preparation of farmer need based annual work and expenditure plans for the component;
• The annual approved program should be implemented in the program districts with proper coordination and communication with DLSOs and other stakeholders and ensure for the achievement as per targeted;
• Monitoring of the activities of the FFS groups and their facilitators and providing this information to the ME/KM Specialist and the DLSOs;
• Identification of candidates for training in Village Animal Health Workers (VAHWs) with coordination with VDCs and cooperatives;
• Ensuring adequate and timely supply of forage seeds/saplings for both demonstration and dissemination and their protection from grazing, and ensuring that 75% beneficiaries have planted and utilized improved forage on the terrace risers and bunds;
• In close coordination with NARC, ensuring smooth implementation of goat breeding program, including timely and correct data collection, processing and dissemination;
• Ensuring proper and timely support of DLSOs to the farmer groups in PPR vaccinations and treatments;
• Ensuring appropriate management of program supported funds, Veterinary Drug Management Fund, Goat Insurance Fund and Shed Improvement Fund;
• Ensuring establishment of appropriately designed and constructed fodder tree nurseries, including assisting DLSOs in the selection of appropriate candidates for nursery operation, provision of quality training and timely supply of farmer preferred fodder tree seeds and rootstocks for nursery raising;
• Assisting farmers in developing organized goat marketing system including establishment of livestock markets;
• Ensuring that the program supported activities such as VAHWs and meat enterprises follow appropriate code of practices for environmental and public health safety;
• Supervision of the activities of the Community Goat Assistants and ensuring their adequate performance against targets;
• Set, monitor and achieve equitable gender and social inclusion plans and targets among supported groups and organizations, with support from the GESI district focal point and GESI Advisor;

Required Qualifications and Work Experience:

• Minimum of Bachelor Degree in Animal Science or Veterinary Science and a minimum of 2 years of experience in livestock development Programs (Master’s level preferred). Having experience of working in multi-disciplinary team will have an advantage. The candidate should have adequate competence in communication, planning and reporting in English language. He/she should be mentally and physically fit. He/she will be based in one of the Program districts, covering more than one Program districts.


4.Position Title: Dairy Development Specialist
No. of Vacancy: 1
Duty station:Program District
Mode of contract:There will be initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:

The DDS will work under the direct supervision of the Livestock Coordinator and will primarily be responsible for successful implementation of dairy development program.

Special task of this position will include:

• Assist DLSOs in the preparation of farmer need based annual work and expenditure plans for the component and their dissemination;
• Assist DLSOs in the selection of district and field level staff for FFS facilitation training, taking into account both technical and diversity factors;
• Ensure the effective implementation of the approved program in the project district within a time frame;
• Responsibility to enhance the breed improvement of dairy animals, focus on nutrition and management, training to the farmers, capacity building of the DLSOs staff and linkage the marketing channel for dairy development;
• Ensure adequate and timely supply of forage seeds/saplings for both demonstration and dissemination and their protection from grazing, and ensuring that 75% beneficiaries have planted and utilized improved forage on the terrace risers and bunds;
• Support DLSOs and farmer groups to identify appropriate sources for supply of buffalo breeding bulls, including assisting farmers to develop and implement appropriate bull management system;
• Ensure adequate and timely support of DLSOs to the farmer groups in artificial insemination, vaccinations (Hemorrhagic septicemia, HS; Black Quarter, BQ, and Food and Mouth Disease, FMD) and treatments;
• Ensure appropriate management of program supported funds- Veterinary Drug Management Fund, Animal Insurance Fund and Shed Improvement Fund;
• Ensure the establishment of appropriately designed and constructed fodder tree nurseries, including assisting DLSOs in the selection of appropriate candidates for nursery operation, provision of quality training and timely supply of farmer preferred fodder tree seeds and root slips for nursery raising;
• Assist farmers in developing milk marketing linkages, including establishment of milk chilling centers in collaboration with the dairy industries;
• Ensure that the program supported activities such as VAHW, Paravets and local milk processors follow appropriate code of practices for environmental and public health safety;
• Ensure that the training of the chilling center managers in the operation and maintenance of chilling vats and local dairy products diversification are organized in appropriate locations and the resource persons used are professional;
• Supervise the activities of the Dairy Assistants and ensuring their adequate performance against targets;
• Set, monitor and achieve equitable gender and social inclusion plans and targets among supported groups and organizations, with support from the GESI district focal point and GESI Advisor;
• Participate in annual or other periodic meetings with beneficiaries and other Program stakeholders at district and program-area;

Required Qualifications and Work Experience:

• Minimum of Bachelor Degree in Dairy Science or Animal Science or Veterinary Science and a minimum of 2 year of experience in livestock development projects (Master’s level preferred).Experience of working in multi-disciplinary team will be an advantage. The candidate should have adequate competence in communication, planning and reporting in English language and computer knowledge and skills. He/she should be mentally and physically fit. He/she will be based in one of the program districts, covering more than one program districts.


5.Position Title: Community Goat Assistant
No. of Vacancy: 7
Duty station:Program district with frequent visits to program areas.
Mode of contract:There will be Initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:

The CGA will work under the direct supervision of the GDS and will primarily be responsible for successful implementation of goat production program.

Special task of this position will include:

• Informing groups with program implementation modalities and creating awareness in improved goat production practices, including identification and culling of low or non-performers, harms associated with inbreeding and promoting stall feeding;
• Assisting farmer groups to prepare participatory monthly and annual work plans through informed decisions;
• Ensuring that the farmers castrate the bucks they have in the community and using only those provided by the program, including culling of goats that fall below selection thresholds;
• Ensuring adequate and timely supply of forage seeds/saplings for both demonstration and dissemination and making sure that at least 75% of group members adopt improved forage plantation on the terrace risers and bunds;
• Ensuring that all goats in the community are included in the annual PPR mass vaccination program;
• Assisting farmer groups to implement FFS with the support of trained FFS Facilitator, in close coordination with the GDS and DLSO;
• Ensuring that materials and equipment’s financed by the program reach to the farmer groups in adequate amount and timely manner;
• Monitoring of the activities of FFS groups and disseminates this information to the GDS;
• Identifying candidates for training in Village Animal Health Workers and Nursery Operations and communicating to the GDS and the DLSOs;
• Assisting the GDS in field monitoring of the group activities;
• Ensuring appropriate management of Program supported funds-Veterinary Drug Management Fund, Goat Insurance Fund and Shed Improvement Fund;
• Ensuring establishment of appropriately designed and constructed fodder tree nurseries, including assisting the program in the selection of appropriate candidates for nursery operation, provisioning of quality training and timely supply of farmer preferred fodder tree seeds and rootstocks for nursery raising;
• Ensuring that the fodder tree seedlings are planted timely and protected from animal damage;
• With the support of the GDS and DLSO, assisting farmers in developing organized goat marketing system including establishment of livestock markets;

• Minimum of SLC graduate, with completed 15 month course of JTA having at least 6 month of experience in community mobilization preferably in livestock or forestry related Programs, and a resident of one of the Program target communities. The candidate should have adequate competence in farmer group development and communication. S/he should be mentally and physically fit.


6.Position Title: Community Dairy Assistant

Roles and Purpose of the Assignment:

The CDA will work under the direct supervision of the DDS and will primarily be responsible for successful implementation of dairy production program.

• Assisting farmer groups to prepare participatory monthly and annual work plans through informed decisions;

7.Position Title: Financial Management Specialist

Duty station:Program District
Mode of contract:There will be initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:

The FMS will work under the direct supervision of the Account Officer and will primarily be responsible for successful implementation of financial management in the program.

Special task of this position will include:

• Assist the Accounts Officer on installation of a computerized accounting system. The system should be capable of capturing programme expenditure by category, by component and by activity. The system should automatically generate trail balance, bank reconciliation, project financial statements, the register of contracts and withdrawal application for replenishment/reimbursement in IFAD specified formats;
• Assist in establishing and maintaining essential financial recording, stock management and reporting systems for Programme operations according to the Programme Implementation Manual;
• Assist in preparing accurate and timely withdrawal applications at least once in each trimester for replenishment of Designated Accounts in USD or reimbursement in GON treasury, and ensure that correct supporting documents are submitted, currency conversions are done in accordance with IFAD requirements and sent to IFAD within the agreed time schedules;
• Ensure that all programme consolidated reports are prepared and sent to IFAD and meet the IFAD reporting requirement and deadline;
• Assist the Programme Manager, Account Officer and Planning officer of KUBK to preparation of the Annual Work Plan and Budget;
• Ensure that flow of funds from IFAD to PMO, as well as from the PMO to district programme offices and other line agencies, are disbursed in accordance with the approved AWPB;
• Ensure that the expenditures are in accordance with the IFAD Financing Agreement;
• Ensure that the project accounts are audited in time and audit reports are sent to IFAD;
• Participate in the preparation and maintenance of a consolidated programme Log of Audit Observation and Table of Summary Report of Audit Observations;
• Assist district programme accounts in the preparation of statements of accounts for regular reporting and auditing, and in the speedy resolution of audit objections and observations;
• Provide orientation and necessary training to the District Programme Accountants and other staff involved in programme financial management;
• Conduct periodic visits to district programme offices with the purpose of internal control and expenditure tracking;
• Other duties as may be assigned by the Programme Manager and requested by the Accounts Officer and IFAD;

Required Qualifications and Work Experience:

• Master’s Degree in Business Administration, business studies and commerce or CA, At least 10 years experience in financial management (GON or Reputed non-Government organization), accounting and internal audit with minimum 2 years of experience in donor funded project. Minimum two years experience will be preferable for CA degree holder. An excellent computer skill on Microsoft Office Excel and Microsoft Office Word is required and good knowledge about accounting software. Prior experience in training would be an asset.
