Call for Request for Proposal (RFP)
Study Title: “Facility Based Assessment for Reproductive Health Commodities and Services.”
The Adventist Development and Relief Agency (ADRA) is a global humanitarian agency that seeks to identify and address social distortions and deprivation in developing countries. Through its international network ADRA works in more than 130 countries with people in poverty and distress to create just and positive change through empowering partnerships and responsible action. ADRA has been active in Nepal since 1987 with a successful portfolio of Health Program in 29 out of 75 districts serving to the unreached population in the remotest villages of the remote districts from east to far western region of Nepal.
Therefore, ADRA Nepal with financial support from UNFPA Nepal Country Office is planning to carry out this “Facility Based Assessment for Reproductive Health Commodities and Services” in 15 UNFPA program implementing districts. This aims to strengthen the availability of reproductive health (RH) commodities and provision of quality Family Planning (FP) services by fulfilling gaps in areas such as supply chain management including commodity support, staff capacity building, availability of national guidelines and protocols, service delivery and knowledge management.
ADRA Nepal invites Request for Proposal (RFP) from a Research agency or a group of small people, rather than an individual to apply. The research agency should have at least 5 years’ experience in managing research/survey/assessment. The agency will have capacity to manage logistics, including equipment, materials, and personnel. The agency must have expertise in reproductive health and proven track record of undertaking Health Facility Assessment.
Interested research agency should collect the Terms of Reference (ToR) from the address below not later than 21st September 2018. The deadline for submitting the RFP is 5:00 PM of 24th September 2018. The RFP must be submitted along with required documents to demonstrate intent and ability to undertake the assessment to the address below. In case the deadline for RFP collection/submission falls on public holidays, it shall automatically extend to the subsequent official day. Late submissions will not be accepted.
The Research Agency submitting RFP, MUST meet the requirements as mentioned in the Proposal submission guideline (ToR). Submission of false information and statements will disqualify the RFP.
RFP must be submitted in a “Sealed Envelope” clearly marked “Facility Based Assessment for Reproductive Health Commodities and Services.”
1. A proposal should have three (3) separate envelops:
- 1st for all the supporting documents;
- 2nd for technical proposal; and
- 3rd for financial proposal.
Each of the above envelopes should be sealed, and properly labelled respectively as “supporting documents,” “technical proposal” and “financial proposal.” All these three (3) envelopes then should be kept in another envelop sealed with wax (lahachhap).
