 the International Education Division is currently accepting applications for a Finance Specialistfor Kathmandu office to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. This is a full-time position. The program works closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools.  

The Finance Specialist is responsible for the day to day accounting function to ensure smooth, efficient and effectivemanagement of the program. 

Primary Responsibilities:

  • Maintains project accounts using Quickbooks according to the RTI regulations. Accounting/keep track of expenses and other financial transactions, mainly involving expense entries, journal entries, expenses, tracking and record keeping;
  • Prepares payment vouchers in support of payments for program activities and suppliers invoices confirming such payments are in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and program code;
  • Processes payments for staff travel advances/ program advances, ensuring advances are liquidated on time and accurately;
  • Ensures staff travel/program advance settlement/vendor’s bill/vouchers, workshop bills/vouchers and other financial transactions are compliance with RTI procedures and terms of the agreement and under USAID’s regulation;
  • ReviewsEGRP regional office’s payment transaction in excel sheet and supporting that transactions are compliance with RTI procedures, Local Government Law and terms of USAID’s regulation;
  • Compiles VAT reimbursement documents and enter VAT invoices into IRD website as per Nepal Local government norms.Processes all withheld tax filling of all vendors/employee with Inland Revenue Department in a regular basis;
  • Ensuresthat staff’s provident fund and citizen investment fund are deposited into respective account on time;
  • Provides support in compiling for submission of the monthly financial reports package for the Home office;
  • Ensures adequate filing of finance documents;
  • Ensures the smooth, efficient and accurate accounting operations of the office so that the project activities can be financed efficiently and in timely fashion to maximize the impact of the project.

Required Skills and Qualifications:

  • Bachelor’s degree in accounting/finance with 3 year of working experience in finance/ accounting and administration in International Non-Government Organization;
  • Understanding of USAID contract policies and regulations are an added advantage;
  • Experience working with Quickbooks Pro accounting software will be desirable;
  • Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary;
  • High degree of proficiency in office procedures, typing and use of computers including Microsoft Word and Excel programs;
  • Strong knowledge and practical experience in electronic bookkeeping;
  • Must be detail oriented, organized and able to meet tight deadlines;
  • Proficient in both written and spoken English and Nepali language.
