Position: Project Officer
Based in: 
Kathmandu with frequent travels to Sindhupalchok up to 50% of the time
Duration: 
9 months with possible extension

Reports to: Project Manager

Background

PIN started its operations in Nepal in 2015 following the earthquake. PIN Nepal has been working in camp management, shelter, protection and other sectors for the past three years. PIN Nepal is currently looking for a qualified and competent Project Officer to work on Hello Saathi – a pilot of a Mental Health for Adolescent Mothers Project funded by Bill and Melinda Gates Foundation. The project will use mHealth methodology and life-skills workshops for direct beneficiaries, will be implemented by a local partner, and will be evaluated by an external agency.

Responsibilities

Project Officer (PO) works with the Project Manager to deliver the project through local partner and ensure quality at all levels. The PO will: ensure timely delivery according to the plan, provide inputs for MEAL framework development and ensure the framework is followed, monitor and support the local partner, provide inputs for reporting, identify risks and challenges in the field and communicate them in timely manner, ensure the program abides by the policies and principles of organisational safeguarding, do no harm and child protection. The PO will collaborate closely with Project Manager.

 

Project Delivery

  • Support developing project short and mid term plans and other tools for timely project delivery.
  • Work closely with project team and local partner, ensure timely and efficient communication between project team and local partner, and ensure understanding of the project among the teams.
  • Conduct field visits to monitor, identify risks, ensure quality delivery, and communicate with the direct beneficiaries and their families.
  • Coordinate with and support MEAL team and external evaluator in MEAL framework development, data collection, data analysis.
  • Timely identify risks and pro-actively manage them; gather and share security information.
  • Support report development with relevant inputs.

Program Operations Management

  • Support operational management of the project including planning logistics and communications tasks to ensure full compliance with PIN’s and donor’s financial and procurement procedures.
  • Ensure adherence to PIN’s policies and internal procedures, protocols, PIN’s Code of Conduct, with special attention to Child Protection and Do No Harm policies. Alert Project Manager in cases of violations of any of the policies.
  • Support meeting donors’ requirements, including procurement rules, reporting, and visibility requirements.

 

Required skills, experience and knowledge

Essential

  • At least 2 years of demonstrated work experience with an I/NGO in one or more of the following areas: girls’ empowerment, mHealth, mental, maternal and infant health, informal education, life skills, gender-transformative programming.
  • Experience traveling to remote field sites and engaging stakeholders at local level (direct beneficiaries, local authorities, FCHVs, mothers’ groups, community leaders, etc.).
  • Experience writing field reports.

 

Desirable

  • Bachelor’s degree in Social Science or Relevant higher level education.
  • Demonstrated capacity/understanding of child marriage and related issues, gender and social norms in research/programming.
  • Additional language proficiency (e.g. Tamang).
