Plan International Nepal invites application from interested and eligible candidates for the following position:

Head of Influencing

Purpose: The position holder will be responsible for facilitating the development and leading the implementation of Plan International’s national influencing strategy. She/he in collaboration with others will develop new areas of policy research and innovative advocacy & campaigning techniques in the rapidly changing national political environment. She/he will be directly responsible for the delivery of influencing activities targeting key relevant stakeholders at national, provincial, district and local levels. Influencing activities aim to ensure strong adoption, replication and scaling up of Plan’s values, approaches and methods by wider stakeholders in order to reach as many children and girls as possible.

Terms and Location: Fixed term employment for 3 years based in Country Office, Lalitpur.

Required Qualifications & Experiences:

• Master’s Degree in Development Studies, Political Science, Human Rights or any relevant field
• At least six years of demonstrated experience working in a professional influencing, campaign or advocacy role
• Experience of development and humanitarian issues affecting children, women and families preferred
• Demonstrated experience in successfully using key influencing strategies such as advocacy, lobbying, movement building, or policy development
• Experience in carrying out power, policy and political analysis to inform strategies and projects
• Experience in developing and delivering advocacy strategies in development and/or humanitarian contexts
• Strong knowledge of child and women’s rights and gender justice
• Good understanding of the development and NGO sector. Essential Experience of working with coalitions and networks
• Analytical, strategic thinking and negotiating skills as well as ability to build effective relations for influencing
• Excellent organisation and prioritisation skills and excellent verbal communication skills
• Creative thinking and problem solving skills
• Uses evidence-based results to make choices and drive change and taking initiative to be innovative and creative to achieve results
• Strives for quality in all they do, respecting deadlines, working continuously to improve performance
• Takes responsibility for their actions, and learn from behaviour, successes and failures
• Team-orientated, versatile, personable and flexible and ability to work comfortably and sensitively across cultures

Key Responsibilities:

• Support the Country Director (CD) and Country Management Team (CMT) in overall external development policy analysis
• Lead on policy and practise related research and analysis and its documentation
• Provide guidance to programme teams on good practice around power analysis, evidence based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their programme impact
• Lead the development of Plan International Nepal’s Influencing Strateg
• Support programme teams in planning and delivering campaigning and advocacy work and ensure that programme plans include influencing objectives
• Ensure that all policy analysis, advocacy and campaigning work actively contributes to the realization of the rights of children and young people
• Provide leadership to ensure alignment of country programmes with Plan International’s corporate priority campaigns
• Manage strategic pieces of work in partnership with global/regional leads which will help leverage Plan’s value added as a global organisation in country, including contributing to regional and global campaigns
• Work with the Head of MER to develop and implement approaches to monitoring and evaluation/impact assessment of advocacy and campaigning work and ensure effective roll-out
• Coordinate the production of briefing papers, policy position and public communication materials
• Work with Technical Specialists to inform program design to ensure relevant connections between Plan International Nepal’s programmes and influencing work
• Work closely with our strategic partners across all programmes to determine their advocacy and campaigning needs, ensuring that Plan advocacy support is aligned to their needs and adds value
• Ensure close collaboration with partners and high strategic relevance of our common advocacy positions across whole of programme
• Performance management of Advocacy, Media and Communications team and matrix management of decentralized policy roles and programme roles with significant policy component
