Functional Responsibilities

The roles and responsibilities of the Community Engagement Expert are;

A

• Support PM and SPTA to Develop policy document for MIPP on police-community engagement (partnership) and action plan for the implementation of the proposed plan mentioned in the document.
• Work with IPSSJ partners to formulate effective community consultation modalities for MIPP work , communication among the IPSSJ partners, and community interactions with police at the local level
• Establish good working relationship between MIPP and local government entities and local level partnership with other IP-SSJ partners.
• Support quality and meaningful police inputs to and engagement with IPSSJ funded Community Scorecard and Community Action Plan processes, working with local police representatives in coordination with the Community Safety Division
• With support from Capacity Development Team Members, lead IP-SSJ coordination in at least two districts, represent UNOPS in other local IPSSJ partners coordination, manage and implement planned Roadshows around launching of MIPP_funded police infrastructure
• Liaise between MIPP-funded contractors, local police and local authorities in project districts to ensure effective and conflict-sensitive implementation of MIPP activities.
• Prepare Annual Work Plan (AWP) for Community Engagement Activities and implement the Plan with clear milestones and deadlines.
• With support from other Capacity Development team members, build a network of key local partners (community members, local government entities, GBV groups etc.) including other IPSSJ partners, keeping well-informed of evolving local trends i.e. social, economic, and political context and develop adaptation interventions for MIPP that responds to contextual analysis and changes
• Establish partnerships with other NGOs and private sector organizations active in the project area to diversify project opportunities to complement each other to achieve IPSSJ objectives in consultations with PM and SPTA.

• Maintain records of the organizations working in community partnership in the Project Area and update the project periodically.
• Make recommendations to adapt MIPP implementation to the assessments from the Community Scorecard and other police-community joint activities implement ted by IPSSJ partners as well as research outputs from the Monitoring, Evaluation and Learning component
• Prepare the reports as per project requirements and support PM to prepare monthly and quarterly and other adhoc report.
Impact of Results:
1. Increased impact of MIPP investments in police infrastructure on the police-community relationship and effective engagement of MIPP in local level partnerships with other IP-SSJ partners
2. Facilitation of a local operating environment conducive to MIPP implementation and adaptation to local context by maintaining cordial relationship between local bodies and MIPP and ensuring feedback loops to central programming decisions
3. Institutionalization of improved police-community dialogue at the local level and feedback loops to other MIPP programme elements such as the Performance Management Strand
4. Representation of UNOPS in IP-SSJ partners activities at field level and awareness of IPSSJ and how MIPP contributes to IP-SSJ among the local stakeholders
The effective and successful achievement of results of the expert depends upon the impacts on the performance of MIPP through local level coordination and community engagement by maintaining a cordial and mutually beneficial relationship with stakeholders to achieve overall IPSSJ objectives.

Education/Experience/Language requirements

Education:

• Bachelor’s degree in Development Studies, Political Science, Sociology/Anthropology, Business Administration, Public Administration or related field is required
• Master’s degree in relevant will be preferred and may be considered in lieu of the requirement of bachelor’s degree and relevant experience

Experience:

• Four (4) years of relevant experience in community engagement and partnership is required;
• Experience of working on improving the quality of community-police engagement is desirable;
• Developing and executing partnership and programme development plans is desirable;
• Establishing partnerships with local agencies, national & international development organizations, government agency, Police, international NGOs or private sector organizations is desirable;
• Experience on report writing is highly desirable;
• Prior experience working in project and programme management, international organizations, and international development desirable. Previous experience working with security related organizations is desirable.

Language:

• Proficiency in English and Nepali is required
