USAID’s Strengthening Systems for Better Health Activity is a 5-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. This will be accomplished through supporting the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care. Strengthening Systems for Better Health was initiated in January 2018 and will achieve three outcomes:
(i) improving access to and utilization of equitable healthcare services,
(ii) (ii) improving the quality of health services at facility and community levels and
(iii) (iii) improving health system governance, within the context of decentralization and federalism. The project will be implemented in close collaboration with the Ministry of Health, the Ministry of Federal Affairs and Local Development, provincial and municipal governments, facility and community level health service providers and other key stakeholders. Project technical staff will engage at national, provincial and municipal levels in the target geographic areas of Provinces 6 (Karnali) and 5.
Strengthening Systems for Better Health is currently recruiting for following senior level positions, and invites applications from qualified Nepali professionals. These positions are based at the main project office in Kathmandu and final selection of candidates is subject to approval by USAID.

Position Title: Senior Technical Advisor

Brief Description:

The Senior Technical Advisor (STA) will be responsible for the technical oversight of the components of the project related to facility and community level service delivery and the clinical quality of care. S/he will provide technical leadership to strategies and activities in support of delivery of quality maternal, newborn and child health and family planning services (MNCH/FP), and documentation and dissemination of innovation and good practices. The STA will contribute to health policy and technical discussions at national level, and be responsible for establishing, maintaining and expanding productive working relationships with Government of Nepal counterparts, development and implementing partners, and other key stakeholders at national and provincial levels and will guide the work of subnational technical staff.

Eligibility Criteria:

Minimum qualifications for this position include a Medical or Nursing degree and 15 years’ of progressively increasing responsibility in providing technical support for delivery of quality maternal, newborn, child health and/or family planning services at scale. An additional degree in Public Health, Community Health, or a related field is desirable. Candidates must demonstrate in-depth knowledge of the health system in Nepal, and ability to manage and develop relationships with a wide range of stakeholders, contribute to the functioning of a successful team, and oversee the performance of other technical staff. S/he should be skilled in current implementation science and state-of-the-art delivery of maternal, newborn and child health services, and should have knowledge of health systems strengthening approaches.

Requirements:

• Strong interpersonal skills, initiative, good judgment, demonstrated team leadership and problem-solving abilities
• Excellent report writing, analytical, and communication skills, including oral presentation skills, in Nepali and English
• Ability to undertake frequent field travel (approximately 30% time)

Position Title: Monitoring, Evaluation and Learning Director

Brief Description:

The Monitoring, Evaluation and Learning (MEL) Director will be responsible for the monitoring, evaluation, and learning components of this project including the design and implementation of the Monitoring, Evaluation and Learning (MEL) Plan and customization, roll out and management of an online M&E system. S/he will support the effective use of data for programming decisions, ensuring the timeliness and quality and relevance of program data. S/he will directly supervise and manage the performance of Kathmandu and province-based M&E staff and lead preparation of all required program reports and development and dissemination of learning products among a wide range of Nepal-based and international stakeholders.

Eligibility Criteria:

Minimum qualifications for the MEL Director position include a Master’s Degree in Public Health, Epidemiology, Statistics, Social Sciences or other relevant field, with a PhD preferred. Candidates must have at least 10 years of relevant professional experience in monitoring, evaluation, and research in the public health field, with progressively increasing level of responsibility; demonstrated expertise in rigorous research and analytical methods; and firm command of M&E issues with respect to health systems.
