Background:

The USAID Paani Program is a 5 year, $25 million USAID-funded Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. Paani aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. Paani focuses at the watershed, basin, and national scales and the project has approximately $5 million in grants and activity procurements. This goal will be reached by meeting the following objectives:
Reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins.
Increase the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management.
This will be accomplished through 11 strategic approaches and four intermediate results (IRs, each with several sub-IRs), and supporting activities, as defined in Section C, Statement of Work (SOW) of the Paani Contract, the Year 2 Annual Work Plan and the Paani Monitoring and Evaluation Plan, which provide the framework and overall guidance for all Paani team members.

Position: Conference Coordinator

Period of Performance: On/About December, 2017 – May, 2018

Level of Effort: STTA, 6days per week

Location: Nepal National Committee on Irrigation and Drainage (NENCID), Lalitpur

Purpose:

The Conference Coordinator will support the Nepal National Committee on Irrigation and Drainage (NENCID) for the organization and conduct the 8th Asian Regional Conference (ARC) on “Irrigation in Support of an Evergreen Revolution” taking place in Kathmandu on 2-4 May 2018.

Tasks:

The Conference Coordinator will complete the following tasks:

Pre Conference

  • To work under the guidance of the key persons of the organization committee
  • To communicate with ICID, paper presenters, keynote speakers, and other invitees and update the information to the organizing and other relevant committees.
  • To support the organizing committee in designing and facilitating the workshop.
  • To support in drafting theagenda/program of events to ensure the accomplishment of the overall objectives.
  • To supportthe committeein promoting and publicizing theevent
  • To promote maximum participation from participants

During Conference

  • To facilitate in conference venue setup.
  • To support in the identification, organization and preparation of the workshop breakout rooms
  • To be responsible forarranging materials as needed in various contexts including breakouts, panel discussion, paper presentations, poster presentations and ensure timely completion of events.
  • To provide detailed guidelines to session leads for their inputs to the conference, and general guidelines for all participants.
  • To support and advise presenters on how to maximize active engagement of the group in
  • discussion, raising issues, making recommendations and drawing conclusions.
  • To continuously gauge and solicit feedback from participants formally and informally.
  • To handle all the media and press during the entire event.
  • Technical advice and support to participants during the workshop
  • Overall guidance to conference secretary and conference support staff in organizing the event.

Post Conference

  • Support the organizing committee in preparation of conference proceeding and conference evaluation report.Preparation of conference completion report

Level of Effort:

The Conference Coordinator position is based in Nepal National Committee on Irrigation and Drainage (NENCID) office, Lalitpur. The level of effort is 6 months until the completion of the conference. Flexible working hours ability to work evening and weekends if necessary. Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines

Supervision:

The Conference Coordinator will work under the direct supervision of the Capacity Building and Higher Education Specialist.

Qualifications and Experience:

  • Masters Degree with proven skills in communication, both writing and speaking, in English
  • Highly motivated and experienced in coordinating and planning events
  • Applicants must be confident, persuasive, and able to communicate very well in English
  • Excellent administration, organizational and time management skills;
  • Excellent team work and participatory process skills;
  • Excellent communication and reporting skills

Position: Conference Secretary

Period of Performance: On/About December, 2017 – May, 2018

Purpose:

The Conference Secretary will support the Nepal National Committee on Irrigation and Drainage (NENCID) for the organization and conduct of the 8th Asian Regional Conference (ARC) on “Irrigation in Support of an Evergreen Revolution” taking place in Kathmandu on 2-4 May 2018.

Tasks:

The Conference Secretary will complete the following tasks:

Pre Conference

  • Finalize, send the invitations and publish notice of the event
  • Event planning, design and production while managing all elements within time limits
  • Conduct market research, gather information and negotiate prior to the event
  • Co ordinate with the coordinator in identifying speakers, facilitators, notetakers and rapporature for the event
  • Make necessary travel arrangements for all the participants
  • Answer general queries about the hosting of conference.

During Conference

  • Provide feedback and periodic reports to stakeholders
  • Propose ideas to improve provided services and event quality
  • Provide support to successfully operate all the sessions during the day of the event
  • Take minutes of all Conference Meeting.
  • Maintain Committee Registration sheet and distribute conference reimbursement for members.
  • Plan and arrange mechanisms for predicting meal attendance and securing meal counts.
  • Monitoring, reporting, liaison and coordination of the administrative related works.
  • Other Admin task as per program requirements.

Post Conference

  • Distribute Conference Committee minutes to Conference Committee and President
  • Process travel expenses and update event/stakeholder database if required
  • Follow up including writing thank you letters to outside speakers and VIP’s

Level of Effort:

The Conference Secretary will work under the direct supervision of the Conference Coordinator.

  • A university graduation degree is required.
  • Strong computer skills (MS Office suite) required.
  • Excellent written and verbal communication skills required.
  • Fluent English and Nepali required.

 


Position: Conference Support Staff

Period of Performance: On/About December, 2017 – May, 2018

Level of Effort: STTA,6days per week

Location: Nepal National Committee on Irrigation and Drainage (NENCID), Lalitpur

 

Purpose:

The conference support staff will support the Nepal National Committee on Irrigation and Drainage (NENCID)for the organization and conduct of the 8th Asian Regional Conference (ARC) on “Irrigation in Support of an Evergreen Revolution” taking place in Kathmandu on 2-4 May 2018.

Tasks:

The Conference Support Staffwill complete the following tasks:

Pre Conference

  • Co ordinate with the secretary in sending the invitations and publish notice of the event
  • Finalize all the materials and supplies required for the conference
  • Travel arrangements and hotel bookings to the participants
  • Print registration list to check-off names
  • Revise lists of participants

During Conference

  • Organize and check supplies brought to conference
  • Provide additional support as required
  • Supervision of all the equipment before each session
  • Proactively handle any arising issues and troubleshoot any emerging problems on the event day
  • Monitor speed of food service lunch and coffee breaks
  • Complete meal count estimation sheet  with actual count for hotel
  • Coordination with stakeholders.
  • Assist to technical and admin team.

Level of Effort:

The Conference Support staff position is based in Nepal National Committee on Irrigation and Drainage (NENCID) office, Lalitpur. The level of effort is 6 months until the completion of the conference.

Supervision:

Position: Statistician/Environmental and Social Data Analyst 

Level of Effort: Six month Full-time, Fixed Term Contract

Period of Performance: December 1, 2017 – May 31, 2018

Base of Operations: Kathmandu, with field travel to Paani target river basin areas

 

Responsibilities

The Statistician/Environmental and Social Data Analyst will collect and maintain large data sets and will analyze those data sets to inform Paani project activity planning and implementation.  The Statistician will be responsible for identifying existing sources of relevant data, and oversee the creation of a central data management system that is accessible to project stakeholders, housed in WECS’ Center of Excellence, and in compliance with USAID/Nepal’s existing data banks and protocols.  In close coordination with the GIS Specialist, the Statistician will also prepare analysis and visualization requested by Paani’s Strategic Approach leaders.  Moreover, the Statistician will build the internal capacity of the Paani team in the areas of data collection, stakeholder engagement, and analysis of primary and secondary data.  The results of the data collection and analysis will also be coordinated with Paani’s Monitoring and Evaluation program.

Essential Duties:  

In support of preparing watershed profiles and health reports, review, organize and synthesize collected and analyze data for integration into final work products. It is anticipated that the consultant will collect and analyze data for up to 12 watershed profiles and health reports.

Complete data quality review of project data sets, including spot-checks and data quality assessments.

Advise on creation of a central data management system that is accessible to project stakeholders, housed in WECS’ Center of Excellence, and in compliance with USAID/Nepal’s existing data banks and protocols.

Design and revise existing primary data collection tools (survey instruments, focus group discussion facilitator guides etc) and train Paani team members and stakeholders on their use.

In coordination with the GIS Specialist, identify secondary data sources and prepare analysis and visualizations of primary and secondary data to inform project deliverables and activities.

Other tasks as requested by the Chief Technical Specialist

Deliverables:

Oversee creation of a central data management system that is externally accessible and consistent with USAID/Nepal data banks and protocols.  Specific deliverables include a design document that specifies the requirements of the system; a vendor list of firms qualified to complete the assignment; and, as time permits, written weekly progress updates on the performance of the vendor under contract to complete the work.

Various primary data collection tools and training materials used to build the capacity of Paani technical team members and stakeholders on their use.

Data analysis and visualization products based on data from 12 watershed profile data that can be used to inform and strengthen project deliverables including watershed profile reports, watershed health reports, watershed selection reports etc.

A final report summarizing accomplishments and recommendations for short- and medium term follow up actions.

Level of Effort/Timeline:

The Statistician/Environment and Social Data Analyst position is based in Kathmandu, with travel to the Paani target river basin areas.  S/he will be engaged full-time for six months from December1, 2017 – May 31, 2018.

Supervision:

The Statistician/Environment and Social Data Analyst will work under the direct supervision of the Chief Technical Specialist, and in close coordination with the M&E Specialist and Communication Specialist

Qualifications:

  • At least 5 years of work experience in survey methodology, data collection and analysis using advanced software
  • Expertise in conducting research to locate, obtain and organize data sets.
  • Experience working with stakeholders to build capacity in data analysis and visualization.
  • Experience setting up web-enabled ICT platforms
  • Experience in land use, freshwater ecosystems, environmental planning, hydropower as well as economic and community planning.
  • Experience operating statistical software, which may include SPSS, STATA or SAS.
  • Master’s degree in statistics or relevant degree.
  • Strong English speaking and writing abilities.
