Location: 85% in field and 15% in Kathmandu

Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of marginalized populations. This includes people who live in geographically remote areas of Nepal, people who are from historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity (women and girls). PIN is strongly committed for safeguarding of children and vulnerable adults, including people with disability, in line with its safeguarding framework and child protection policy. PIN Nepal is currently looking for a qualified and competent candidate for the position of Child Protection Focal Person (CPFP) to support a five-year program “Leave No Girl Behind (LNGB)” funded by the Girls’ Education Challenge (GEC), to ensure safeguarding of children, vulnerable groups (including people with disabilities) and those in fragile and conflict affected states. Within the structure, CPFP will be working with LNGB partners and stakeholders for child protection measures, safeguarding issues and gender-sensitive risk management, especially for married out of school (MOO-S) adolescent girls.

Scope of work

Under the direct supervision of Deputy Program Manager, CPFP will play a leading role in designing, planning, implementing, monitoring and assessing project activities in line with PIN/LNGB’s safeguarding framework and child protection policy. S/he will lead interventions to record, report and redress any cases of violations of children’s and vulnerable people’s (including people with disabilities) rights to protection from abuse, exploitation, violence and neglect. CPFP is responsible for ensuring that quality programmes are initiated and capacities developed to provide protection to children and vulnerable adults. CPFP will be expected to lead on sectoral assessment, planning, coordination, and support recruitment at a provincial, district, Rural-municipality and community level. In most circumstances, the post holder will be expected to mentor and/or build capacity of existing programme staff and partners’ staff and targeted community as well.

Main Responsibility

  • Oversee the development and implementation of safeguarding framework for the LNGB program and the Country Program in compliance with international standards and norms, best practices, donor requirements, and PIN internal systems and procedures.
  • Act as PIN’s focal point for human rights  issues related to sexual harassment and sexual and gender based violence (SGBV) from PIN staff members.
  • Train and support staff, partners and suppliers on GEC’s 14 safeguarding minimum standards and monitor their adherence and compliance to GEC’s and PIN’s policies and internal procedures, protocols, code of conduct, with special attention to safeguarding standards and procedures, case handling framework, child protection and do no harm policies; immediate reporting and redress of any complaints and issues based on its severity.
  • Promote and harmonize international standards, national legislation and GEC’s minimum safeguarding standards that enhance the protection of children and vulnerable people, across all project activities.
  • Record and timely respond to violation of child rights and dignity by reporting through appropriate channels and make referrals for response, including advocacy where deemed appropriate. Ensure referral of all beneficiary with disability to available services and enable acquisition of disability cards through SOPs.
  • Strengthen capacity in field operations on child protection programming and support the implementation of child protection responses, with particular focus on strengthening the child protection capacities of partners.
  •  Develop and disseminate child protection mainstreaming tools including checklists, messages and guidelines for project partners and local authorities.
  •  Ensuring that confidentiality plans are implemented with protection of data and when dealing with cases related to child protection and safeguarding of children and vulnerable adults at all times.
  • Maintain adherence to survivor centred approach and prioritize best interest of the child when dealing with cases related tochild protection and safeguarding of children and vulnerable adults.
  •  Coordinate with national/district/local authorities and stakeholders on child protection needs.
  • Timely identify risks and gaps related to child protection and safeguarding of children and vulnerable adults and mitigate them in accordance with appropriate policies and procedures. Provide timely inputs to the risk register.
  • Ensure program staff (PIN and partners’) are familiar with child protection and safeguarding framework developed to protect children and vulnerable adults, and other policies and protocols and follow/monitor them.
  • Collaborate with the HR and partners to ensure the project staff (PIN and partners’) are recruited in accordance with LNGB Guidance Note Steps for a Safe Recruitment.
  • Develop and maintain a referral framework for PIN and project partners, provide training to project staff on the referral framework, maintain a database of referrals including follow-ups on each referral.
  • Build referral and support system for thephysical and psychosocial (mental, social, emotional) wellbeing of children and their families.
  • Develop mitigating measures to prevention and response to exploitation, violence and abuse of any kind and gender-based violence (GBV).

Coordination, collaboration and networking

  •  Coordinate with relevant government agencies particularly District Child Welfare Board, Women and Children Office, District Police Office, District Education Office, District Coordination Committee, local government authorities including civil society organizations for effective implementation of the project, and to create learning environment for MOO-S adolescent girls, and highlighting/updating the safeguarding issues of MOO-S adolescent girls.
  • Participate in different networks, working groups and forums and coordinate at the district/community level likeminded organizations for resource collaboration and synergy.
  • Network with relevant service providers in supporting referrals of cases.

Review & monitoring

  • Conduct regular field visits with appropriate tools and checklists, including interacting meaningfully with beneficiaries to identify issues related to child protection and safeguarding of children and vulnerable adults and learn about program effectiveness and needs of the beneficiaries and support partner to prepare action plan if plan is not in track.
  • Coordinate and assist in the monitoring and analysis of available data and indicators on child protection and safeguarding issues in a monthly basis.
  • Produce information products in order to analyse, use and disseminate information relating to child protection and safeguarding of MOO-S girls and vulnerable adults.
  • Support the management of reports and other resources for child protection and their accessibility for field operations

Reporting and documentation

  • Support, review and compile quarterly, semi-annual and annual reports on child protection and safeguarding issues, and all referrals submitted by partners as per the donor requirement on time.

Required skill, experience and knowledge

  • Masters’ degree in relevant discipline(s), preferably law background or social science with 3 years of relevant experience or Bachelor degree with 5 years of relevant experience.
  •  Ability to identify the main gaps in child safeguarding in the given context to inform a holistic response for children and vulnerable population.
  •  Knowledge of established inter-agency standards and guidelines in child safeguarding.
  • Experience in training and capacity building, particularly in strengthening various duty bearers’ response to child safeguarding and on child safeguarding issues.
  • Experience of and commitment to working through systems of community participation and accountability.
  • Good knowledge and understanding of child protection, gender based violence and holistic child development, participation and rights.
  • Strong cultural sensitivity, adaptability and flexibility.
  • Ability to work in an additional local language from Province 2.
