Program Coordinator – South Asia

Position Title: Program Coordinator – South Asia

Location: Chunadevi, Kathmandu, Nepal (Majority of time outside office)

Length of contract: Till the end of 2018 (probability of extension) with two months’ probation period

Salary: As per IsraAID Salary Grade

Reports to: Country Director, Nepal

Duties and responsibilities:

Project Support Management

  • Responsible for the proper and timely analysis of the humanitarian situation in South Asian Countries, the identifications of uncovered needs, the launching of in-depth assessments and the redaction of strategic positioning and project proposal.
  • Alert the Country Director in cases where there is a delay associated with a programme and suggests changes which could be made (in terms of activities, operation area, budget, schedule by which the programme is carried out, etc.)
  • Manage and guide the various activities in Humanitarian crisis situations within South Asia or in a particular country as per the situational needs.
  • Monitor needs and suggest new operations and development tracks for the various missions within South Asia or might be of a particular country as per the situational needs.
  • Submit accurate and timely internal reports as required by the field management and HQ and contribute on request to external reports.
  • Provide on-going support, monitoring and evaluation to existing projects, coordinate programme reviews, evaluations, and follow up on the implementation of evaluation findings.
  • Ensure that all internal financial controls are in place and that IsraAID and donor guidelines are followed.
  • Responsible for all the government protocols, approvals and necessary liaison processes as deemed essential during the project implementation or travelling in various humanitarian crisis situation.

Administration and Staff Management

  • Responsible in fine of all logistics, administrative and financial elements at the field level
  • Coordinate the local staff working in country or working under the local implementing partners and ensure that the programmes implemented on the mission are properly carried out
  • Together with country director, manage all local staff in the country assigned to, including needs identification, recruitment, etc
  • With the direct support from the Country Director and HQ, ensure that logistical and administrative practices used by the team in-country respect IsraAID’s procedure and templates

Communication

  • Represent the organization in its relationships with partners, donors, the media and different authorities according to the extent guided by the country Director and HQ.
  • Coordinate both with the Country Director and with the relevant personnel at HQ.
  • Attend all relevant humanitarian platforms at both central and local level and interact consistently with relevant external stakeholders for the collection of information regarding the humanitarian situation.
  • Maintain a transparent and supportive communication structure with colleagues and staff of local implementing partners to ensure they are kept informed of support related activities and requirements.

Safety and Security

  • Responsible for the safety & security of staff and resources within the country
  • Keep him/herself informed of changes in the humanitarian and political context of the country and the region, and update accordingly

Working Conditions:

  • Majority of this position is field-based and working and living conditions may be very different to that previously experienced.

Experience/Competencies:

  • Minimum 3 years of humanitarian experience in project coordination.
  • Experience working in a Humanitarian crisis response and management, preferable in a lead role.
  • Experience in Asia/Emergency Context.
  • Practical experience in program design, implementation, and monitoring and evaluation, in line with the needs and challenges of donor/Client and contract management and the implications for programme management.
  • Excellent safety and security management and analysis skills
  • Strong organizational and time management skills
  • Ability to be patient with bureaucracy and to plan and function in settings of constant uncertainty.
  • Able to oversee multiple tasks, prioritising and delegating as required.
  • Ability to work in stressful settings and in unstable circumstances
  • Creative, open-minded, flexible, self-starter.
  • Proven ability and experience in working independently in a changing and uncertain environment.
  • Availability to start the job from June 2018.

Qualification:

  • Master’s degree in relevant subject or equivalent professional/technical qualification from recognized University.(Subject to previous experience Bachelor’s degree with required experience  and competencies may apply)
  • Excellent Writing and communication skills in English. Additional skills of other Asian language is preferable
  • Strong computer skills on windows package, Data management and analysis
