This is National UNV position based in Saptari, Sunsari, Danusha, Mahottari, Rautahat, Parsa and Sarlahi.

Background

Beginning in the second week of August 2017, Nepal experienced a period of sustained, heavy rainfall resulting in widespread flooding across 35 of the country’s 75 districts. Several districts recorded the heaviest rainfall in 60 years, and over 80 percent of land in the southern Terai region was inundated by flood waters. An ‘Initial Rapid Assessment’ (IRA) conducted in 28 districts assessed that 1.7 million people have been affected by the flooding. The death toll due to floods and landslides is at around 160 with more than 21,000 families displaced. Over 43,000 houses have been destroyed and 192,000 houses partially damaged. The southern Terai region is most acutely impacted. The floods and landslides have damaged infrastructure such as roads bridges, culverts, local markets, transport vehicles, livestock, crops, household items and daily consumables.

UNDP has been implementing a number of initiatives to support the flood victims that include humanitarian assistance, livelihood recovery and rehabilitation of community infrastructure.
In order for the flood victims to recover from their lost livelihoods and meet their household needs, UNDP plans to distribute essential non-food item kit comprising of tarpaulin, blanket, mattress, kitchen set, clean cook stove etc. with the essential non-food items in hand. This initiative will reach to 24000 households of seven most flood affected districts. The project has targeted the severely affected districts in Province 1 and 2 (Sunsari, Saptari Dhanusha, Mahottari, Sarlahi, Rautahat and Parsa).

Duties and Responsibilities

Under the direct supervision of the Post Flood Recovery Advisor, the UN Volunteer will undertake the following tasks:
• Support District Program Support Officer (DPSO) to mobilise NGO staff to collect name of beneficiary households and prepare final lists;
• Support DPSO to monitor day to day operation of NGO in district;
• Work with NGO to entry beneficiary household data in mobile apps;
• Monitor progress of app based monitoring, ensure 100% entry of beneficiary households in apps, and provide week update to the management;
• Support DPSO to maintain regular communication with the management;
• Support DPSO to communicate with suppliers to deliver non-food items to agreed sites and on agreed dates;
• Check quality and quantity of delivered goods and maintain records;
• Monitor data entry and processing of app based monitoring system;
• Monitor distributions of goods to targeted communities;
• Support DPSO to prepare progress reports;
• Performs other duties as needed or instructed by DPSO or the management.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations; ability to communicate and empathize with staff (including national staff), military personnel, volunteers, counterparts and local interlocutors coming from very diverse backgrounds; ability to maintain composure and remain helpful towards the staff, but objective, without showing personal interest; capacity to transfer information and knowledge to a wide range of different target groups.

Required Skills and Experience

3 years relevant experience in community development, program monitoring, reporting and stakeholder management. Experience in disaster relief/recovery programmes and app based monitoring will be preferred.
