Project Overview and Role

The objectives of the 4.5-year DFID-funded Technical Assistance to the Nepal Climate Change Support Programme Phase 2 (NCCSP II) is to support and build the capacity of the Government of Nepal to deliver the programme. The TA to the NCCSP II comprises of 4 objectives:

  1. Help the Government of Nepal (GoN) to deliver the programme effectively, efficiently, and economically through the provision of technical expertise
  2. Reduce the fiduciary risk associated with the programme
  3. Strengthen the capacity of the GoN to implement climate change adaptation programming today and in the future
  4. Share learning from NCCSP with others and lead the coordination of partners working on climate change adaptation in Nepal

The Team Leader is responsible for:

  • Management and successful delivery of all outputs under the Technical Assistance to the NCCSP II
  • Ministerial engagement and developing strong working relationships with policy and decision makers
  • Leading the preparation of the annual strategic plans, technical and operational work plans and budgets, staffing plans, performance improvement plans and other plans as required;
  • Ensure that adequate resources are provided to facilitate the delivery of scheduled project outputs to the planned programme;
  • Assumes overall responsibility for the effective and professional management of the programme team;
  • Provides technical guidance, oversight and quality assurance for all programme activities, outputs and deliverables;
  • Assumes overall responsibility for the effective implementation of work plans and ensures delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
  • Ensures corporate requirements are met with regards to safeguarding procedures and compliance;
  • Oversees the implementation of plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication;
  • Leads, guides, mentors and manages the performance of technical and administrative direct reports and ensures appropriate leadership, guidance, mentorship and management of other staff;
  • Oversees timely and accurate reporting to DFID including production of all quarterly reports, annual reporting, value for money reporting, and financial forecasting;
  • Maintains excellent working relationship with the client and ensures agreement of the programme’s strategy, plans, resource requirements and any other contract amendments required;
  • Maintains regular communication with DFID and relevant stakeholders and ensures that activity reports and critical programme issues are resolved in a timely manner
  • Provides support to, and participates in, the Steering Committee.

Requirements

  • A relevant postgraduate degree in Business Administration, Engineering, Environmental Science or related field;
  • 15+ years’ relevant work experience in senior management, including programme and finacial management of large donor-funded programmes, and preferably programmes funded by DFID.
  • Proven track record delivering programmes of similar size and complexity that support climate resilience
  • Excellent understanding of the local context, with relevant experience in Nepal and strong networks within Nepali institutions
  • Project and programme management experience, with ability to adapt plans to changes in context or to emphasize successful approaches;
  • Ability to lead, inspire and manage multi-disciplinary professional teams in complex programmes
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe;
  • Ability to work effectively under pressure and to manage competing priorities;

  • Fluency in written and oral communication skills in English and Nepali is essential
