Human Rights and Environment Development Centre (HuRENDEC) Nepal, Kalikot and Social Empowerment and Building Accessibility Center–Nepal (SEBAC-Nepal), Kailali JV hereby invites application, for the below mentioned position, from interested Nepalese candidates who is reliable, accountable, have an ability to deliver results for TB-WSAp program which is being funded by TBSU/HELVETAS Swiss Intercooperation in all 10 districts of Karnali province. The project is designed with the goal of providing technical assistance at Karnali Province.

Qualification: Bachelor’s Degree in Civil Engineering (ME preferred)

SalaryNRs 1,17,000.00 -1,28,700.00 (Gross)

Experience: At least four years plus working experience in trail bridge sector.

Scope of Works and responsibilities:

  • The Technical Coordinator will stationed at Provincial Office, Surkhet, with 30% field visits in targeted Palikas. The activities may also require travel to out of the district in need basis.
  • The employee will be accountable to Program Coordinator of Joint venture (JV) of HuRENDEC and SEBAC-Nepal and will maintain close relationships with project team, partners and donor.
  • The Technical Coordinator will be authorised and responsible for Technical management of TB-SWAp program of Karnali province.

Job Purpose

  • Technical coordinator coordinates and provides technical assistance to Palikas, NGOs and Users Committees of Karnali States.
  • Facilitates Palikas/NGOs to execute the task where Technical Coordinator will facilitate, supports and monitors and fulfil the gap on technical capacity of Palikas/NGOs.
  • Monitors the physical progress and quality of each new constructed and maintenance bridge by data analyzing from program monitoring and information system (PMIS)

Planning Monitoring and Reporting

  • Check plans on consistency with the Trail Bridge Strategies (prioritizing RM, MM, Rehab and NC and applying the prioritization formula in particular) and approval by the Palikas.
  • Develop and maintain good working relationship with Palikas, NGOs, and UCs.
  • Ensure that Palikas includes bridge maintenance as a priority in their bridge planning based on District Bridge Record.
  • Instill on-line Bridge Data Inventory tool at Palikas and maintain / administer at regional level.
  • Deliver Technical Assistance for bridges built by other agencies e.g. RADC, PAF, and LGCDP, UNNATI etc.

Technical Assistance, Quality control and assurance

  • Support Palikas/NGO to survey bridge sites ensuring that it is socially and technically feasible and geologically and hydrologically sound.
  • Support Palikas/NGO to prepare the design, drawings and quantity/cost estimate ensuring that the bridge is optimized on design and cost.
  • Review each prospective survey / design / cost estimate against Trail Bridge Strategy and other technical manuals.
  • Motivate Palikas to apply social safeguard policies and assure the quality of fabricated materials.
  • Test and inspect steel parts procured by Palikas.
  • Monitor the progress and quality of the new construction and maintenance bridges and report to TBSU on a regular basis.
  • Support Palikas/NGOs to carry out survey, design and cost estimate and supervision of the Rehabilitation Major Maintenance bridges.

Capacity Building

  • Coach all Trail Bridge professionals in the Palikas.
  • Assist to organizing Demonstrated Model Bridge Trainings for bridge craft persons.
  • Monitor the performance of NGOs and Consultants.

Social 

  • Stimulate bridge-building capabilities of the local communities.
  • Facilitate to conduct Public Hearing, Public Review and Public Audit at the community level
  • Monitor the Social Development process in bridge building program.
  • Ensure that Bridge Maintenance Committees are formed, bridge wardens are appointed and functioning at each bridges.
  • Support TBSU for carrying out Baseline surveys, Post Bridge Building Assessment, and Impact studies etc.

Competencies required 

  • Familiarity with the functioning of Palikas;
  • Good coaching and mentoring skills and Good understanding of Conflict Sensitive Program Management;
  • Ability to represent and interact independently with Palikas/NGOs and other stakeholders.
  • Good facilitation and communication skills;
  • Commitment towards gender equality, social inclusion and poverty reduction;
  • Ability to work with multi-cultural team and work under time pressure.
