Background:

Good Neighbors International (GNI) is an international, non-profit humanitarian organization established in 1991 and working in 38 countries around the world. It is headquartered in South Korea. GNI has fundraising offices in the USA, Korea, and Japan, and an International Cooperation Office in Geneva. GNI currently implements 211 community development projects (CDPs), covering a variety of areas including rural development, income generation, health, water, sanitation and hygiene, child education, protection, disaster risk reduction as well as advocacy and network building to improve the impact of the projects. GNI Nepal has been working in Nepal since 2002 with the objective of improving lives of poor people, especially children through education, income generating activities, health services, child protection, disaster risk reduction, advocacy and network building.

Job Description

A. Accounting

• Prepare the cash journal and finance reports, book keeping and ledger posting.

• Collect, check, register and keep track of all forms, incoming & outgoing invoices, travel claims, according to internal procedures and Government law.

• Make cash and bank reconciliation every month.

• Prepare payroll of staffs monthly by coordinating with the HR and HO finance.

• Maintain the accounts payable and receivable systems in order to ensure complete and accurate records of all transaction.

• Assist in monitoring of income and expenditure of the organization and ensure that the transaction has been taking properly.

B. Software Operation

• Keep updated record of all financial transactions in the finance software.

• Keep track of leaves of staff members with the help of HRIS software. C. Reporting and documentation

• Analyze the periodical fund and report to supervisor.

• Handle the financial activities of donor organizations.

• Complete other duties as required by the supervisor and organization from time to time. D.
Cash Flow/Fund Management

• Handle cash and treasury operations with advanced use of spread sheets for tracking expenses and payroll system with tax applications, controls for ensuring proper transactions.

• Check supporting documents for payments and financial reports and ledger posting.

• Prepare list of the Taxes detail to be deposited for all the projects. E. Compliance
• Implement financial policies and procedures.

• Comply with the national accounting and financial policies and procedures. Job Specification
• Bachelor degree in management or relevant field with at least three years of experience in development organization.
• Sound knowledge and experience in accounting and financial management.
• Hands on experience of managing FAMAS.
• Good interpersonal, communications, and facilitation skills.
• Strong knowledge of Microsoft applications.

Reports to: Manager Special Project Implementation Unit (SPIU)

Background:

GNI Nepal has been working in Nepal since 2002 with the objective of improving lives of poor people, especially children through education, income generating activities, health services, child protection, disaster risk reduction, advocacy and network building.

GNI Nepal has been implementing coffee promotion project in three districts of Western Region. Recently, GNI Nepal has received grant from European Union to implement project
entitled “EU Support to the Competitiveness of Quality Coffee in Nepal” in four districts of Western Development Region of Nepal. The overall objective of the project is to enhance the 2 coffee production as well as its marking promotion to improve the livelihood of coffeefarmers in the project’s district. The duration of the project is two years.

The Team Leader will be stationed at GNI Nepal Head Office and will report to the Manager – SPIU.

Job Description

The Team Leader will be responsible for effective implementation of project by mobilizing available resources.

Implementation

• Support and provide guidance to the Implementing Partner to implement activities as per the action plan.

• Work closely with Coffee Value Chain and Technical Expert for planning and implementation of coffee promotion activities.

• Identify problems and suggest corrective action concerning programmatic issues.

• Ensure capacity building of staff for effective implementation of project activities.

• Identify opportunities for institutionalization of coffee development initiatives in collaboration with the local authorities and other stakeholders.

• Ensure that the cross-cutting programmatic themes are addressed in all activities, with specific emphasis on protection and gender mainstreaming.

• Support in development of IEC/BCC materials related to coffee policy and promotion.

Supervision and Monitoring

• Monitor activities to assure that the action is implemented and fund utilized in accordance with the contract and guidelines of Contracting Authority (European Union).

• Develop guidelines and field-based tools for monitoring and evaluation of the project.

• Track/monitor progress against planned activities in order to meet the overall goal of the project.

• Review project document and reports provided by Implementing Partner to ensure 3 that technical quality is ensured.

• Be responsible for arranging input/data from Implementing Partners for periodic reporting on project development activities.

Communication and Reporting:

• Develop periodic reports based on the formats of Contracting Authority (European Union) and GNI Nepal.

• Analyze periodic technical and financial reports in terms of results achieved, constraints and problems, provide technical assistance and advice in reshaping strategies and recommend corrective actions for greater effectiveness in the implementation of annual work plan.

• Document experiences, lessons learnt, best practices, replicable strategies/ approaches and support in knowledge management.

Coordination and Liaison:

• Coordinate with relevant Government Agencies, National Tea and Coffee Development Board (NTCDB) and other stakeholders at national level.

• Coordinate and collaborate with coordinator of the same project going to be implemented in Central Development Region for harmonization in norms for field implementation.

• Coordinate with Social Welfare Council (SWC) for the relevance of the project activities according to national development policy and requirement of SWC.

• Strengthen partnerships with other I/NGOs that are active in the project area to maximize synergies and achieve outcome and impact across the project area with particular emphasis on analyzing and exchanging best practices.

Financial Management

• Be accountable for project funds, oversee the preparation and monitoring of budgets, and management of cash flow.

• Have full financial responsibility for ensuring that the action is implemented in accordance with the contract.

• Ensure timely release of fund to the Implementing Partner for implementation of planned activities.

• Maintain overview of all project expenditures and consolidate the financial report in cooperation with the finance officer in prescribed format.

• Ensure full compliance of Contracting Authority (European Union) and GNI Nepal Finance Guidelines.

General

• Conduct field visits as and when required.

• Organize various events such as meetings, workshops, conferences, and seminars.

• Carry out other duties and responsibilities assigned by the supervisor.

Required Skills and Experience

• Master degree in agriculture.

• At least five years of experience in managing sustainable livelihoods and/or business development projects using the value chain or market solution approach.

• In depth knowledge of strategy development in the areas of coffee promotion, commercial agriculture, enterprise development and market system strengthening.

• Demonstrated ability to plan/budget/manage program components, analyze data, and write reports.

• Demonstrated facilitation and coordination skills, especially with the concerned government institutions, donor agencies and a range of stakeholders.

• Demonstrated interpersonal skills.

• Good knowledge of the English language along with writing and communication skills.

• Working experience in coffee sub-sector will be given priority.

• Knowledge of MIS will be an advantage.

M&E Officer is a key position in the project, stationed in GNI Nepal Head Office and will report to the Team Leader. S/he will work closely with Implementing Partner and coffee cooperatives at district level.

Job Description

The M&E Officer will be responsible for designing and implementation of M&E related activities as well as providing timely and relevant information related to M&E to the project and Implementing Partner.

Design and Implement M&E System in Project

• Lead to prepare result based M&E framework, plan of the project on the basis of the project proposal and logical framework.

• Implement result based M&E system within the project through assuring the requirements of project’s principles.

• Develop project’s database system for periodic updates of project’s progress, and assist the Implementing Partner for their involvements in database reporting.

• Assist the project and Implementing Partner for ensuring quality data/information to be captured in database system and analyze the data based on the requirements.

• Facilitate to develop and implement calendar of M&E related activities of project.

• Assist to develop and implement reporting templates, tools and data collection methods to capture required information for tracking progress and compile the progress collected from Implementing Partner.

• Support the Implementing Partner for collecting progress data/information as per the required templates, guideline; and ensure the quality on data and reports.

• Prepare field visit plan, field visits tools and undertake field monitoring visits in the project’s sites, and prepare field monitoring reports with identifying the bottlenecks and provide feedback for improvement.

• Support to conduct project related assessment, studies, research though ensuring quality methodologies of data collection, plan of action for assessment, delivery of reports and requirements as suggested by the TOR and M&E department.

Capacity Building in M&E

• Provide technical support to project as well as Implementing Partner on M&E related activities and approaches.

• Work closely with MEAL department of GNI Nepal to conduct capacity building related activities (training, workshop, etc.) related to M&E.

• Work closely with MEAL department of GNI Nepal to develop manuals, user’s guide, guidelines, database system, reporting system and others related to M&E; and ensure the proper utilization of those system within the project.

• Support National Tea and Coffee Development Board (NTCDB) to operationalize MIS system.

Quality Assurance

• Work closely with project team as well as Implementing Partner to ensure quality delivery of project’s inputs and activities, and timely reporting of progress.

• Review the periodic reports of Implementing Partner and project, and compile the reports to be submitted in concerned departments.

• Track target versus achievement, and prepare periodic reports.

• Work closely with MEAL department of GNI Nepal to draft TOR of assessments (Baselines, Midterm Review, End Line Surveys and other thematic studies); and ensure the quality of assignment of Implementing Partner and consultants based on their TOR.

• Review the assessment reports of consultants and Implementing Partner; and provide constructive feedback on their reports for finalization.

• Work closely with Internal Audit Team of GNI Nepal for ensuring internal audit process in project and in Implementing Partner.

Information Management

• Work closely with project and Implementing Partner to capture the lesson learned, case stories and best practices from the Project; make ensure for properly documentation of those information in the periodic reports and publications.

• Assist the project and also involve for capturing success stories and best practices from project and documenting that information.

• Involved pro-actively in designing and handling communication materials, pamphlets, flyers, posters and others as required.

Reporting

• Assist the project team as well as Implementing Partner to prepare periodic reports of project (Weekly, Monthly, Quarterly, annual, etc.); and compile the information of report to submit to concerned departments.

• Assist the team leader to prepare and finalize periodic report to be submitted for Donor organization.
General

• Conduct field visits as and when required.

• Assist to organize and facilitate various events such as meetings, workshops, conferences, and seminars.

• Carry out other duties and responsibilities assigned by the supervisor.

Job Specification

• Bachelor degree in agriculture, management or relevant field with at least three (3) years of experience in development organization in designing, implementing and overseeing Monitoring and Evaluation (M&E) related task.

• Sound knowledge and experience on writing reports.

• Experience of quantitative and qualitative data collection and analysis.

• Good interpersonal, communications, and facilitation skills.

• Hands on experience of managing database software.

• Strong statistical skills including knowledge of Microsoft applications.

• Working knowledge of the English language along with writing and communication skills.

Experience in project(s) related coffee promotion, market development and cooperative development sector will be an added value.
