Job Description

GRADE: 2+

TEAM/PROGRAMME: CRG & CP/Program Operations and Delivery (POD)

LOCATION: Nepal Country Office, Kathmandu

CONTRACT LENGTH: Fixed-term until December 2019 with possible extension

CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Senior Manager – CRG & CP, under the CRG & CP theme, will be responsible for development of high quality child-focused programs, and ensuring reach to the most vulnerable and deprived. S/He will support the CRG & CP Director to establish and maintain functional collaboration and coordination with government counterparts, external development partners and donors at national level. Likewise, s/he will support to maintain the communication with donors and member countries for CRG & CP programs. The position holder will be working closely with other departments and Field Program Managers of SC to ensure all required operational support and technical to SC team and partners are timely available. Moreover, s/he will be responsible to develop, manage and support all ongoing CRG & CP projects in close consultation with the CRG & CP Supports Save the Children’s dual mandate of development programmes as well as being the leader in emergency preparedness and response for children.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Annual Planning and Program Development:

• Supports CRG & CP to develop CRG & CP strategy and review annually.
• Leads the continuous assessment of CRG & CP program needs and ensure that these are appropriately reflected in thematic strategies, proposals and programmes;
• Leads in developing annual planning of CRG & CP program and collaborate with the team for a comprehensive sectoral annual planning.
• Supports in developing new programs/proposals in CRG & CP in close consultation with other departments and the team.
• Spearheads in exploring additional funding sources to pilot and scale up proven CRG & CP interventions as per Theory of Change.

Project Management, Planning & Budgeting:

• Takes lead in developing CRG & CP project/program annual detailed implementation plan and phased budgets including annual programme framework/ guidelines in consultation with the Director.
• Develops program implementation strategies in accordance with Country Strategic Plan (CSP) and in close consultation of the CRG & CP team, Director, Regional Program Managers.
• Ensures that new project start up and kick-off is well coordinated at the central and regional level including at respective NGOs
• Takes lead on developing project activities, work plan, budget, and human resources required for new project proposal writing.
• Supports CRG & CP Director in developing project concept and project proposals in line with CSP
• Ensure programmatic and financial accountability including tracking of program progress and budget expense in the use of funds and achievement of all related projects in alignment with CAP and CSP
• Ensures that the CRG & CP program/project meets and /or excels Minimum Operating Standard of key programmatic interventions including Gender and Social Inclusion principles.
• Ensures all projects complies with requirements outlined in the Project Operations Guideline of Save the Children Nepal

Program Quality Assurance:

• Provides technical support for field teams – observation, finding gaps and feedback (reflection) and facilitates TA for CRG & CP programs. Make at least 2 visits to each Region and project in a year.
• Ensures timely and quality technical support to CRG & CP Program/Project Managers in developing, designing and monitoring and evaluation of CRG & CP program. Supervises and provides guidance to the CRG & CP team in the planning, implementation, and timely and quality reporting of the project
• Ensures M&E plans of each multi region project are rolled out at the regional level and concerned project coordinators and implementing staff are fully familiar with them
• Ensures that recommendations from evaluations, assessments and MEAL are responded in time and adjustments are made to program and plans as necessary
• Develops planning/reporting guidelines, innovations, and program review and technical capacity building plans for quality project implementation
Partner Management, Capacity Building of Staff and Partner
• Identifies strengths and improvement areas of staff members and partners for quality delivery of the projects and comes up with plans to improve such gaps.
• Supports and is responsible for the partnership management and especially during project phase out and new partnership for CRG & CP related projects in close coordination with Supervisor, Field Program Managers and relevant program staff.
• Ensures strong linkages and coordination among National Network Partnerships including those with line Ministries
• Supports and is responsible for identification of partner organizations that have robust and proven thematic excellence and implementation structure and human resources required for quality delivery.
• Delivering capacity building of SC staff and partner’s staff as required. Staff capacity assessment, training need, budget and technical areas.
• Facilitate partners to be participating in knowledge management cycle (capture, store, synthesize/analyze, share and apply).

Knowledge Management, Learning and Innovation

• Information sharing among partners and SC staff, usage of information, identifies best practice and share widely (knowledge transfer and dissemination).
• Identifies knowledge gaps and provide inventory of information.
• Enhance internal communication, communication of all relevant messages for action towards sustainable CRG & CP development.
• Ensures all CRG & CP project teams review and analyze monitoring information (quality benchmarks data, output data, which should be input in OPMIS) and draw conclusions/lessons, and take actions to address these conclusions/lessons
• Ensures all CRG & CP projects collect information on the progress towards project outcomes/results, collect information or observations for the variations in these outcomes/results, and draw conclusions/lessons, and take actions to address these conclusions/lessons.
• Ensures all CRG & CP projects develop Key Learning Questions (KLQs), 3 per project, and collect information and analyze it to answer these questions, and take actions in line with the answers/conclusions/lessons draw from these answers
• Ensures all CRG & CP projects’ partners conduct at least one Operational Research (OR) activity each year and draw conclusions/lessons from this and take actions to address these conclusions/lessons.
• Carry out innovation and/or ascertain replicable innovations in CRG & CP within and outside the country.
• Ensures all answers, conclusions, lessons & innovations and their actions are documented and shared both within CRG & CP team and with MEAL team.
Documentation and Evaluation and Reporting:
• Develops TOR for project evaluation, and support consultant hiring process to HR Department.
• Facilitates SC regional staff and partners to document case studies/stories and best practices together with Information and Communication department.
• Identifies and share learning and best practices with staff donors, SC members and relevant government line ministries.
• Provides critical feedback and technical inputs on periodic project reports and country annual report.
• Reviews each project/CPH report from higher level to ensure technical aspect and strategic achievement and provide inputs to the project team
• Be responsible for timely and quality write up and submission of quarterly, semi-annual and annual program progress reports as required with inputs of M & E and Project team
• In close coordination with the Field Program Managers ensures effective monitoring, evaluation and documentation of CRG & CP project/program activities in all regions
• Ensures best practices are documented and built-in the other relevant projects, innovations disseminated, and case studies are collected for all reports
• In close consultation with Technical Advisor, take initiatives in generating information that are required to add values in on-going programmes or for the programmes visualized for future

Representation, Networking and Advocacy:

• Develops SC’s position on CRG & CP theme and be advocate for policy changes and implementation in close collaboration with Advocacy Director.
• Supports CRG & CP director in developing and maintaining in depth understanding of CRG & CP theme and interrelated sub-themes of the country office, including national policies/policy development, key players in government, INGOs and national civil society.
• Maintains close collaboration and coordination with government counterparts, external development partners and donors as required.
• Be part of relevant networks and coalitions at the national level and ensures regional/district level networks is well represented as necessary
• Represents SC with donors, government lines agencies and UN as required.
• As part of dual mandate, works in Humanitarian response as required.

QUALIFICATIONS

• Master’s degree in Law, Sociology, Development Studies or related discipline(s)

EXPERIENCE AND SKILLS

• At least 7 years of experience in related field especially in grants management and budget tracking
• Demonstrated significant experience in managing projects funded by multiple donors including networks.
• Prior experience in working with NGOs/civil societies and government counterparts
• Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, manage work plans and evaluate progress.
• Good report writing skill.
• Good interpersonal skills including verbal and written communication skills.
