Terms of Reference (TOR) for Administration and Finance Associate 

Name of the Institution: Integrated Technical Research and Development Center (ITRDC)  

Name of the Staff: TBC

Location: Kathmandu, Nepal 

Reporting to: Executive Director/ ITRDC Board / Project Development Officer

Introduction:

Integrated Technical Research and Development Center (ITRDC) is a national level non-government organization, dedicated to enhancing the capacity of people in the various areas of social, economic and technical development. The broader aim of this institution is to support for human development, people of entire country. This institution is registered under the social act 1978, Government of Nepal. This institution is established in 2012 by the groups of technical, social and economic development experts. 

The key objectives of ITRDC is to work with the poor and marginalized people in rural Nepal and to empower them in the process of meeting their basic needs, improving livelihoods and their capacity in social and economic development. The organization contributes to rural people’s empowerment and socio-economic reconstruction process, by embracing the rights-based approaches to development. ITRDC is committed to creating an enabling environment for building a just, equitable, peaceful and prosperous society through social, economic and political empowerment of the people who are in vulnerable from natural disaster, conflict and social exclusion particularly with poor rural women, peasants, landless people and other disadvantaged and socially oppressed segments of the Nepalese society. Therefore, besides integrated community development, ITRDC has been eager to support for technical and vocational skills of rural people through human rights based approach to programming on equity.

After 25th April, 2015 earthquake, Nepal development scenario has been changed. Nepal’s development priority and people’s need divert differently. Now, government and people has understand for sustainable development of the society. Apart from the disaster, Nepal enter in to new era after issuing of new constitution through people elected representative constitutional assemble. It has also need to strengthen for Nepal’s development meeting and satisfying all the segments of the entire country Nepal. IRTDC, has great vision to support the countries giving priority to settle all the issues and challenges as mentioned above in the country.

In this backdrop, a position of Administration and Finance Associate has been realized to cater to the increasing demands of its client.  

Assignment of task

The Administration & Finance Assistant is mainly responsible for day to day administration and accounting for the smooth operation of ITRDC central office.

Administration Duties

  • Assist in travel and accommodation arrangement for all programme staff and visitors
  • Prepare and update contract papers of suppliers.
  • Payment of delegates and office utilities bill.
  • Manage purchase, distribution, use and repairs of all office equipment ( e.g. Telephones, computers and photocopier)
  • Maintain and monitor fixed assets insurance
  • Ensure that there is appropriate accommodation and furniture for both office and residential needs and that there is a valid lease contract.
  • Maintain office stationery and supplies.
  • Oversee all administrative filing and record and archiving.

Finance and accounting Duties

  • Responsible for the office cash and bank transactions.
  • Recording of day to day financial transactions – checking invoices, prepare payment vouchers and manage petty cash for office.
  • Ensure preparation and payment of staffs monthly per-diem as per organizational procedures
  • Provide advances to field office delegates and staff and ensure timely settlement of advances.
  • Ensure accuracy, evidence and transparency of recorded transactions.
  • Prepare monthly/quarterly/annual cash sheet and report.
  • Ensure preparation of the correct financial statements and are timely submitted to the partner/donor agencies as per agreement documents and guidelines.
  • Ensure the applicable taxes has been deducted and deposited in timely manner.
  • Prepare of monthly payroll preparations, verifying any revisions required as well as data entry of changes.

Coordination and liaison

  • Coordinate and liaise with the admin and finance department of relevant partner/donor organizations and relevant government agencies.

Human Resources Management

  • Ensure the necessary human resources and support systems are in place for the rapid and effective mobilization and management of personnel.

Other Tasks

  • Tasks specific to this position to be identified and agreed upon by the job holder and line-manager 

Payment and working days 

Duration: One year possibility for extension considering the performance with three months probation period.

Salary: Competitive based on the qualification and experience of the perspective candidate 

Working Hour: 42 Hour per Week (Sunday through Friday). However, it may not apply during the field visit. 

Holiday: 18 days per year 

REQUIRED QUALIFICATIONS AND EXPERIENCE 

Academic Qualification and Experiences 

  • Bachelor’s Degree in Business Studies/Administration  from recognized universities, 
  • At least 3 years progressive working experience in the related field in NGO/INGO, 
  • Experience in using accounting software.

Skills, Attitude of Behaviors 

  • Good knowledge of computer applications such as MS office- Word, Spreadsheet, PowerPoint, Access 
  • Strong financial planning and reporting skills 
  • Documentation and presentation skills 
  • Good oral and written skills in Nepali and English 
  • Good interpersonal skills and spirit of team work 
  • Works independently and develops individual and team work plan 
  • Flexibility and commitment to learn 
  • Be honesty, integrity and openness in relationships 
  • Politeness and respectable behavior, 
  • Commitment to support ITRDC vision, mission and values and to live and work in accordance with them.

Other provisions and conditions 

  • ITRDC  will increase salary of the staff as per satisfactory 
  • ITRDC will manage higher level training as per requirement 
  • ITRDC will give chance to improve the work performance if finds inadequate 
  • It is requested to inform to ITRDC before one months of job left.
