Migration Health Officer

Context:

Under the overall guidance of the Chief of Mission (CoM) and direct supervision of the Chief Migration Health Officer, the successful candidate will be responsible and accountable for implementation of the diverse migration health projects as well as COVID 19 pandemic response projects.

S/he will be accountable for design, direct development and implementation of migration health projects, migration health initiatives and strategy development, reviewing and updating of the guidelines and resources, coordination with Key Opinion Leaders, KOLs and health programs stakeholders in Nepal as well as Ministry of Health and Population, oversight of the migration health and COVID-2019 related project activities and build capacity of the national partners

Core Functions / Responsibilities:

1. Identify new project opportunities and assist the Chief Migration Health Officer in developing project proposals on migration health including but not limited to health needs of irregular migrants, victims of human trafficking, stranded labor migrants and other mobile populations and their host communities.
2. Contribute to further development and implementation of IOM’s migration health strategy including COVID-19 response, in close collaboration with national partners and stakeholders.
3. Support the management of IOM MHD Nepal migration health unit activities as appropriate, including staff management and financial backstopping.
4. Develop improved systems for regular monitoring and reporting on migration health and other health project achievements, challenges/early warning system, and strategic needs. Develop monitoring framework for IOM’s migration health projects including development working plan, data collection tools, indicators, data management, and reporting systems; ensure systematic and timely collection and analysis of migration health data with comprehensive analysis.
5. Coordinate the implementation of IOM’s Migration Health activities with the Ministry of Health and Population (MOHP), United Nations (UN) and national partners and other KOLs, and work with relevant health authorities in identifying gaps and needs related to the health of migrants; and represent IOM through active engagement at health working groups at national and sub-national levels.
6. Support the Migration Health Department (MHD) Emergency Operations in the provision of specialized technical support in relation to outbreaks response and health emergencies, for capacity development, and knowledge management in strengthening and informing programme decision.
7. Identify and develop relevant activities to support high-risk and vulnerable groups, ensuring alignment with MHD team members and targeted health facilities.
8. Monitor and evaluate the quality of medical care provided to IOM beneficiaries to ensure that it is up to national and IOM global standards.
9. Develop training modules and materials, and act as trainer/ facilitator in IOM’s Migration Health trainings in close coordination with the Chief Migration Health Officer. Building capacity of health workers on migration health and determinants of health.
10. Ensure the confidentiality of the medical information and data of IOM beneficiaries.
11. Develop and implement migration health project activities at supported health facilities, Points of Entry (PoE), DC, in line with MOH and World Health Organization (WHO) standards and guidelines.
12. Contribute to periodic reports for the donor on programme delivery, including interim and final reports to donors.
13. Conduct migration health assessments with high standards when requested, following the Technical Instructions and public health requirements of receiving countries.
14. Undertake work related duty travels as and when required.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Medicine and Public Health from an accredited academic institution with five years of relevant professional experience; or
  • Bachelor’s degree from an accredited academic institute in related field with seven years of relevant professional experience.
  • Valid license to practice medicine in Nepal

Experience

  • Experience in the domain of global public health and migration health related issues in the context of humanitarian situations.
  • Experience in development and management of large and complex health programs.
  • Proven record in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs, and Donors, including familiarity with the humanitarian cluster system.
  • Clinical experience with patients works in role of GP or specialist in the field is required

Languages

  • Fluency in English, Nepali is required.
