Consultancy for Evaluation of Start Fund Nepal

CARE Nepal is an international humanitarian organization working in the country for the past four decades. CARE Nepal’s work largely centers on addressing the underlying causes of poverty and ensuring social justice for the most vulnerable and marginalized populations, with women and adolescent girls as the main impact groups. CARE Nepal’s current programs areas are broadly grouped into three themes: i) women’s economic empowerment and climate justice ii) gender justice and health and educational rights iii) disaster risk reduction and gender in emergency. In addition, gender equity and social inclusion (GESI), social norms, inclusive governance and accountability, and partnership and alliance run as cross-cutting themes across programs.

The Start Network is a collective of more than 50 humanitarian organizations present across 200 countries and territories worldwide. The Network’s stakeholders have steered the Network to grow and evolve in a different way – by transitioning to a new model of national and regional hubs, made up of local, national and international humanitarian organizations operating in those locations. Start Fund Nepal is part of the Start Network operating in Nepal since March 2021. Pursuing this vision brings with it unprecedented levels of change in the way the Network operates. This includes the operationalization of a tiered due diligence framework that enables a wider spectrum of organizations of varying capacities and profiles to join the Network. Members are classified into tiers, which determine their level of access to different programme portfolios offered by Start Network. Membership into the Network requires undergoing due diligence that is refreshed every three years.

CARE Nepal on behalf of Start Fund Nepal has requested for consultancy services from the eligible vendor for to evaluate the value and effectiveness of Start Fund Nepal. The main objective of this evaluation is to evaluate the performance of Start Fund Nepal from inception to present (Phase I and II) around the following topics: the relevance of the Start Fund niche in Nepal; how the Start Fund Nepal complements other in-country funding mechanisms; the value of timely and locally-led decision-making and funding.

CARE has a zero tolerance toward sexual exploitation and abuse and child abuse. CARE takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving CARE Employees and Related Personnel. CARE initiates rigorous investigation of complaints that indicate a possible violation of this policy and takes appropriate disciplinary action, as warranted.
