<p><strong>Introduction</strong></p>
<p>People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN’s roots are in humanitarian aid, civil society empowerment and human rights. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disasters and shocks including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity, working closely with local CSOs and organizations. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.</p>
<p><strong>Background</strong></p>
<p>PIN is implementing climate change toy model to improve the understanding of climate risks and local government planning in vulnerable areas of Nepal by adopting a transdisciplinary approach. It aims to co-produce a decision support platform that will allow local governments to use scientific data on climate risks for improved decision-making. The platform will be based on a local-facing climate change simulation toolbox that integrates gender and inclusion-responsive top-down and bottom-up processes. The research will demonstrate the application of the platform in the different sectors in the target municipality. The goal is to establish a working model for long-term coordination between research institutions and local implementing agencies to strengthen capacity and incorporate local knowledge, gender and inclusion dimensions, and adaptation strategies into planning and decision-making. The project aims to contribute to transformational change in Nepal local government tools such as LAPA, the 7-step planning process, and the 5-year periodic plan.</p>
<p><strong>The Project Coordinator will be responsible for following tasks:</strong></p>
<p><strong>1. Implementation</strong></p>
<ul>
<li> Coordinate activities related to implementation of the climate change toy model project in the target municipality.</li>
<li>Facilitate collaboration and partnerships between local government representatives and stakeholders (communities, vulnerable groups, CBOs, local research university, provincial authorities, etc.) to achieve project’s objectives.</li>
<li>Mobilize the seconded human resources in the target municipality in the project areas in data collection, community engagement and relevant information collection.</li>
<li> Coordinate training, workshops for local government staff, communities’ groups, CBOs on citizen science, human centered design, climate change science, adaptation and mitigation.</li>
<li> Moderate to mainstream climate model findings in annual and periodic local planning process including Local Adaptation Plan of Action (LAPA).</li>
<li>Support the development and implementation of climate change-related policies, plans and programs at the local government level.</li>
<li>Provide technical assistance to local governments in the areas of climate change planning, policy development, and implementation of projects.</li>
<li>Monitor and evaluate the effectiveness of local government climate change initiatives.</li>
<li>Keep local government stakeholders informed of progress and developments related to climate change activities.</li>
<li>Represent PIN and climate change toy model project in the local and regional climate change initiatives and towards different local stakeholders including other climate change adaptation programmes.</li>
<li>Coordinate with research institutions, local government and relevant stakeholders (private, public, governmental) and funding organizations for effective and efficient delivery of project activities; sharing of learnings</li>
<li>Coordinate with relevant provincial ministries for timely meeting with provincial climate change coordination committee.</li>
<li>Support research institution to establish and smooth run of the data center.</li>
<li> Assist in the preparation of funding proposals and reports for climate change projects.</li>
<li> Perform other related duties as required.</li>
</ul>
<p><strong>2. Project administration</strong></p>
<ul>
<li> Contribute to resource planning, developing schedules, time and cost estimates;</li>
<li>Contribute to Risk Analysis, managing risks and issues of projects;</li>
<li> Monitoring and reporting programmatic and financial progress of project to the Line Manager;</li>
<li>Process and progress documentation of the project to support MEAL;</li>
<li> Prepare periodically activity reports and project completion report.</li>
<li>Support to produce the semi-annual and annual reviews and planning;</li>
<li>Prepare and participate in regular staff meetings, quarterly review and planning meeting;</li>
<li> Maintain organization values, culture and ethics within team, showing good respect and behaviors to all related to project;</li>
<li> Ensure safeguarding of children, vulnerable groups (including people with disabilities), and those in fragile and conflict-affected states at all times;</li>
<li> Adhere to the PIN Code of Conduct and key policies including the Child Protection Policy and Safeguarding Policy; and PIN’s system.</li>
</ul>
<p><strong>Requirements</strong></p>
<ul>
<li>At least Bachelor degree (Master Preferable) in Development studies, Climate Change studies, Rural development, Environmental Science/Management, Natural Resource Management and relevant areas. At least three years’ work experience in project coordination and project cycle management;</li>
<li>Excellent knowledge and experience of working with local government (LG), multiple stakeholder (public, private,) and supporting LG with advocacy and inclusive policies;</li>
<li>Proven track record of work experience related to development and implementation of projects addressing the needs of disadvantaged/vulnerable groups in rural settings through systemic intervention;</li>
<li> Excellent communication skills;</li>
<li>Ability to maintain good coordination and networking with research organizations, local government and provincial government experience;</li>
<li>Knowledge on Geographic Information System and Remote Sensing as well as Climate Change modelling/science would be an asset,</li>
<li> Ability to keep organizational values and policies;</li>
<li>Excellent interpersonal communication and command of written and spoken English and Nepali.</li>

<p><strong>ROLE PURPOSE</strong><br />

<p>With direct supervision of Programme Specialist and matrix reporting to Manager at Country Office (CO), this position is responsible to oversee and ensure a high quality project delivery/ implementation of project entitle “Gender Responsive School and Community Safety Initiatives”. The project will be implemented by Plan International Nepal in collaboration with Plan International Bangladesh and Plan International Asia Pacific Regional Office (Plan APAC), along with their local partners Plan International Nepal will implement the Gender Responsive School and Community Safety Initiatives in selected schools and its surrounding communities of selected rural/municipalities of Sindhuli district funded by Plan International Japan Office (JNO). During the 3 (three) years implementation, the project aims to achieve a gender transformative, safer education and learning environment both at school and community levels that responds to and prepares for multi-hazards risks.</p>
<p>Project Coordinator is also responsible for management of other disaster management, humanitarian response, recovery projects under East Regional Office (ERO) to achieve the set targets of individual projects within short interval of time. Engage with Emergency Response Manager (ERM), Senior Technical Advisor- Climate Change Adaptation and Disaster Risk Management (STA-CCA &amp;DRM) for implementation of the activities mentioned in Disaster Preparedness Process (DPP-IV) document of Plan International Nepal. Engaging with Business Development (BD) team, s/he will ensure the Plan and/or donor compliance and timely reporting. Furthermore, she/he will be responsible to manage overall performance of partners under different programme at district level. The position will represent Plan in various forums in the respective sector/s; clusters at province, district; local government at rural/municipal level; other relevant stakeholders and likeminded organizations in province, districts and local government. The position will also work closely with the Monitoring, Evaluation, Research and Learning Coordinator of Regional Office East to enhance the capacity and skill of partner NGO on the sector of data management, capture the evidences and reporting of the specified project and other DRM, Humanitarian interventions.</p>

<p><strong>Project Management</strong></p>

<li>Prepare Detail Implementation Plan (DIP) and Project Outlines (POs) and provide technical backstopping to project implementing partner(s) in line with approved DIP and POs</li>

<p><strong>Review, Document and Learn</strong></p>

<p><strong>Mainstreaming Plan’s corporate policies in Implementation</strong></p>
<ul>
<li>Ensure risks associated with Safeguarding Children and Young People are identified and mitigation measures placed during implementation of project activities.</li>
<li>Ensure partner/s and their relevant staff understand and abide by Plan’s mandatory corporate policies during implementation of projects/programmes.</li>
<li>Ensure Anti-fraud, Anti-bribery and Corruption policy is clearly articulated to partners and necessary checkpoints are in place to prevent breach.</li>
<li>Ensure value-based leadership is practiced by partner/s’ staff.</li>
</ul>
<p><strong>Monitoring and supervision</strong></p>
<ul>
<li>Work closely with MER Team and Program Specialist Learn to carry out various surveys of the project.</li>
<li>Ensure effective project monitoring by taking necessary corrective actions that are being followed up and reviewed periodically</li>
<li>Undertake frequent field monitoring visits and report performance against established schedules and targets with regular update in SAP as per the milestones set in Project Outline (PO)</li>
<li>Work closely with Monitoring, Evaluation and Research Coordinator at Regional Office and also with Program Specialist Learn to ensure that implementation of activities is done in line with M&amp;E requirements. This include ensuring that links exist with reporting requirements, data management, documentation of best practices, case studies and learning</li>
<li>Provide technical support to Partner NGOs to make best use of data in their project planning process through input, analysis and utilization of data.</li>

<p><strong>The Opportunity</strong></p>

<p>Save the Children is implementing the Momentum Country and Global Leadership (MCGL) an innovative award funded by the U.S. Agency for International Development (USAID) to holistically improve family</p>
<p>planning and maternal and child health in host-countries around the world. The project focuses on technical and capacity development assistance (TCDA) to ministries of health and other country partners to improve outcomes in maternal, newborn, and child mortality and morbidity at scale. The project also contributes to global technical leadership, learning, and USAID’s policy dialogue to achieve global maternal, newborn, and child health; voluntary family planning; and reproductive health (MNCH/FP/RH) goals by supporting globally endorsed initiatives, strategies, frameworks, guidelines, and action plans. In Nepal, MCGL is implemented to support limited activities related to Maternal and perinatal death surveillance and response, Comprehensive services for small and sick newborns, Implement Quality of Care metrics.</p>
<p>The postholder is responsible for implementing all activities related to Maternal and Perinatal Death Surveillance and Response (MPDSR) of the MCGL project in Province 1. The MPDSR coordinator will be responsible to establish a system of continuous surveillance that promotes routine identification and notification of maternal and perinatal deaths. The coordinator will help establish the quantification and determination of the causes and the ways to avoid maternal and perinatal deaths and thus provide better information for action. The coordinator will liaison with the provincial government to monitor the hospital facilities selected for monitoring and reviewing the maternal deaths. The coordinator will be responsible to work closely with the provincial health directorate and the selected hospitals. The coordinator will work with the guidance of the MCGL project manager and Family Welfare Division at the federal level.</p>
<p><strong>Key Responsibilities:</strong></p>
<p><strong><em>Technical responsibilities (data management) (50%)</em></strong></p>
<ul>
<li>Implement activities according to the National Steering Committee</li>
<li>Support to establish the MPDSR committee at provincial level and build their capacity on the guideline of MPDSR</li>
<li>Build capacity of managers and frontline health workers on MPDSR of selected facilities in the province</li>
<li>Conduct sensitization of key stakeholders (health and non-health) on the revised MPDSR Guidelines</li>
<li>Support the provincial MPDSR committee in monitoring the notification of maternal and perinatal death at hospitals and community</li>
<li>Conduct On-site support for review, cause assignment and response of maternal and perinatal deaths</li>
<li>Support hospitals to implement and follow up on action plans based on the review with the provision of some funds for innovative action plans</li>
<li>Conduct periodic review of deaths at district and provincial levels</li>
<li>Provide Capacity building and support for online reporting in MPDSR web-based system</li>
<li>Provide support to Manager and other team members to accomplish activities as outlined in the workplan and budget</li>
<li>Support Hospitals in completing, compiling and reviewing the MPDSR scorecard.</li>

<li>Support the Manager to prepare detailed implementation plan and budget for the MPDSR component (programmatic and financial) in line with the approved project documents</li>

<li>Maintain regular communication with MCGL manager for both the technical as well as operational aspects of the project</li>

<p><strong>Overall Project management and quality delivery</strong></p>

<ul>
<li>Facilitate the organization to conduct an organizational capacity assessment (OCA) to identify the gaps and needs of organizational development (OD) and support to develop and implement the organizational capacity development plan.</li>
<li>Lead to design, development, and implementation of programs, policies, and strategies to meet organizational development needs and program goals.</li>
<li>Execute tools, techniques, and methodologies to monitor and review organizational capacity development plans in coordination with the senior management team and executive board.</li>
<li>Lead to organize various capacity-building pieces of training for the senior management team, particularly on GESI, climate change and resilience, child rights programming, child programming, and conflict sensitivity.</li>
</ul>
<p><strong>Child-led Advocacy and Lobby</strong></p>
<ul>
<li>Facilitate children to form their network at the local and district level and capacitate them to promote meaningful participation.</li>
<li>Lead to apply all nine basic requirements of meaningful child participation while engaging with children and the child club network.</li>
<li>Organize capacity-building initiatives to strengthen children’s agency and support them in carrying out child led initiatives to influence the decision-making process at local, district, and province levels.</li>
<li>Facilitate child club network in organizing child-led initiatives against the issues affecting them at local, district, and provincial levels.</li>
</ul>
<p><strong>Strengthening Province and Local Network and Alliances of CSOs</strong></p>
<ul>
<li>Lead capacity-building initiatives of CSO’s networks/alliance at the district and local levels on tools and process of evidence-based advocacy.</li>
<li>Lead to facilitate in forming/re-forming/mobilization of district &amp; local level network/alliances.</li>
<li>Facilitate CSOs to have a platform to exchange their progress, learnings, and challenges.</li>
</ul>
<p><strong>2. Monitoring &amp; Evaluation (M&amp;E) and Documentation</strong></p>
<ul>
<li>Monitor the ongoing project intervention with proper monitoring tools.</li>
<li>Ensure all the project interventions are implemented in accordance to the minimum quality benchmark.</li>
<li>Support team in best utilize the provided digital platforms to input correct data and regular review and analysis of the data and information.</li>
<li>Lead the team to maintain integrity in data/information management &amp; submit in a timely manner.</li>
<li>Produce quality progress reports &amp; documents capturing program learnings and good practices.</li>
<li>Ensure innovative approaches, good practices, challenges, and achievements are documented.</li>

<p><strong>3. Representation, Coordination/Networking, and Collaboration</strong></p>

<li>Represent the organization/project at local, district, and province levels.</li>
<li>Coordinate, collaborate, and information sharing with the province and local governments, UN agencies, I/NGOs, media, civil Societies, and community-based organizations.</li>

<p>Under direct supervision of the Project Coordinator, s/he will be responsible to implement SIDA CSO 2022-2026Project as per the Activity guideline and Quality Bench Mark and prepare reports (monthly, quarterly, semi-annual and annual reports), and documenting best practices. They are responsible to work with ward offices very closely to strengthen the Child rights/ child advocacy on child agencies, Civic space, and CSO capacity strengthening in the children’s community.</p>
<p><strong>Key Responsibility:</strong></p>
<p><strong>Coordinate Ward Officer, Health Posts, schools (as per need), child club (as per need), mother groups, and other groups</strong></p>

<p><strong>Project:</strong> Child Sensitive Social Protection (PAUNCH) Project</p>
<h3>Position: Project Coordinator-1</h3>
<p><strong>Work Station:</strong> Sarlahi District</p>
<p><strong>Position Summary:</strong></p>
<p>The Project Coordinator (PC) is the leading position of Pahunch Program in Rural Women Upliftment Association and is responsible for managing overall Pahunch programming that includes social protection policies and programmes that are child-sensitive and result in improved development outcomes for children. To achieve this the project engages with all levels of government while emphasis is placed at the municipal level as this is where social protection activities are anchored and opportunities to influence are multiple. The experiences and learning from past years suggest that the best way to achieve the above is by working around three areas. They are strengthened the social protection system to ensure that all eligible people, especially children and people with disabilities, secure their entitlements in the project area. Parenting Program as the Child Grant (CG) Plus initiative is effectively implemented by local governments in technical support of RWUA. The policy environment for inclusive and child-sensitive social protection is strengthened. And also able to prepare and compile reports (monthly, quarterly, semi-annual and annual reports) and document best practices. S/he is also responsible for monitoring, capacity building, and reporting in the assigned sector.</p>
<p>The PC is also responsible to oversee the administration of the Pahunch Program under the direct supervision of the ED/Chairperson. S/He will be accountable for extending the coordination, networking, and collaboration with stakeholders, government line agencies, civil societies, and I/NGOs to create a favorable environment to achieve the intended project’s goal.</p>
<p>The PC bears lead responsibility and accountability of effective community mobilization, organizational development, and institutionalization of synergy amongst core and non-core programs and its periodic reporting and documentation.</p>
<p>The PC is responsible for capacity building, day-to-day supervision, and monitoring of the work performance of Field Officers. Program management, coordination, linkage, and reporting. S/he will manage his/her 70% of the time for coordination, linkage, and reporting at the program level and another 30% time will be used for field-based implementation, support visits, etc.</p>
<p><strong>Key Responsibility:</strong></p>

<li>Lead for annual program planning and budgeting document it in donor’s or funding agency’s template and format.</li>
<li>Develop a progress report in the funding agency’s reporting template and submit it to the funding agency</li>

<li>Assist the team to ensure effective community mobilization and maintain better synergy on the PAHUNCH project.</li>
<li>Encourage and assist Field Officers in exploring and identifying the best practices as well as new approaches to program delivery that can contribute to program scaling up and extension.</li>
<li>Ensure the quality of program implementation by organizing support visits and joint monitoring on a regular basis.</li>
<li>Assist the staff members to prepare the work plan of a program to be implemented for timely accomplishment and to achieve the desired targets.</li>
<li>Ensure the mobilization of available resources to the extent of benefiting sponsored and other children of the impact area and the community as a whole.</li>
<li>Conduct regular staff meetings to resolve the programmatic and administrative issues.</li>
<li>Represent the organization at the different platform as per need</li>

It has completed implementation of 105 projects funded by different donors and development partners. These projects were implemented either independently by CEAPRED or in partnership with different national and international development agencies. A large number of our projects were devoted to income generation activities through commercial high-value agriculture and agro-enterprise promotion and creation and expansion of new market infrastructures and channels to strengthen community value chains. In this process, a large number of social, physical and economic infrastructures have been developed. The cumulative benefits of all this have been translated into visibly improved livelihoods and well-being of the poor, marginalized communities and women.</p>
<p><strong>Objective of the Position:</strong><br />
CEAPRED in partnership with ICIMOD has aimed to provide Technical Assistance to Climate Change Management Division of Ministry of Forest and Environment to implement Climate Change Adaptation Model Village Program in the Six selected Palikas of Five districts (Kavre, Ramechhap, Sarlahi, Lamjung and Gulmi). As the TA for field implementation of the pilot in the above districts will be managed by CEAPRED, the project coordinator will be responsible for overall management of operations in the field. Under the overall guidance and supervision of the Program Manager/Director of CEAPRED, the project coordinator will play the lead role in providing TA in the field as per the Climate Change Model Village<br />
Program implementation guidelines of CCMD.</p>
<p><strong>Specific Roles and Responsibilities:</strong><br />
The specific responsibilities include, but not limited to, the following activities:</p>
<ul>
<li>Support the Municipalities identify potential implementation sites/wards/village(s)</li>
<li>Work closely and guide the Agri/Environment unit of Municipalities in planning, implementing and monitoring of the activities as per the guidelines of CCMD.</li>
<li>Manage/coordinate field team,</li>
<li>Facilitate formation and mobilization of farmer’s group/cooperatives and provide them technical and<br />
managerial support for adaptation of climate resilient agricultural technologies.</li>
<li>Organize, facilitate and train farmers’ groups/cooperatives on climate smart technologies and other<br />
aspects of capacity building.</li>
<li>Coordinate with respective staff of CEAPRED for gender mainstreaming and socially inclusive program implementation</li>
<li>Support in organization of farmers’ trainings, visits and coordination meetings as per implementation plan.</li>
<li>Collect, compile and analyse the data from the field for reporting and knowledge development purpose.</li>
<li>Compile and submit progress reports as agreed with ICIMOD and CCMD including case studies and success stories.</li>
<li>Analyze the changes and impacts at household level on climate change adaption behavior of the people in the project area, and also the overall outcome of the program.</li>
<li>Monitor project activities regularly and report to CEAPRED, ICIMOD and CCMD</li>
<li>Coordination with project partners and liaison with respective municipalities, relevant governmental and non-governmental agencies.</li>
<li>Assure effective management and utilization of allocated project resource.</li>
<li>Follow the organizational guidelines, code of conduct, staff administration policy, financial procedures and other rules and regulations.</li>
<li>Carry out any other related task as assigned by CEAPRED.</li>
</ul>
<p><strong>Qualification and experience:</strong></p>
<ul>
<li>Master degree in agriculture science</li>
<li>Five years experience in the field of agriculture with at least two years field based experience in demonstration of technologies, conducting trainings and knowledge development</li>
<li>Experience in implementation of climate change adaptation related program and working experience in Mid hills region.</li>
<li>Ability to live and travel with marginal logistic facilities in the remote villages</li>
<li>Good command in written and spoken English as well as Nepali languages</li>
<li>Proven track record in social mobilization and institution development</li>
<li>Experience in field data collection, analysis and reporting</li>
<li>Substantial experience in networking and coordination with Palikas and government agencies,<br />
private sector and civil society organizations at different levels</li>

<p><strong>Job Positions:</strong></p>
<h3>1. Project Coordinator (1 ) in contract basis – based in Bharatpur, Chitwan:</h3>
<p>The Project Coordinator is responsible for implementation of the project with various tasks including preparation of comprehensive action plans, budget management, tracking of activity implementation status, regular technical support and guidance to partner schools, project monitoring, progress reporting and relationship building/ coordination with local government bodies and stakeholders. S/he will provide technical support to partner schools on planning, capacity building and implementation of project activities related to equitable access to education, learner’s safety, strategies to address learning losses, preparedness for crisis, strengthening socio-emotional skills of children. With the support of Community Mobilizers, s/he will directly engage with partner schools and stakeholders for promoting educational resilience on equitable access to education</p>
<p><strong>Qualification, Experience and Skills:</strong></p>
<p>Minimum Master’s Degree in any discipline with three years of experience in development sector, preferably in education sector. Preference will be given to candidate having sound knowledge and experience in project management. Having experience in ICT based education/distance learning and coordination with stakeholder will be an added value. Preference will be given to candidates having two – wheeler license.</p>

<h3>2. Community Mobilizer (2) in contract basis – based in Bharatpur, Chitwan:</h3>
<p>The Community Mobilizer will be responsible for ensuring efficient and effective implementation of project activities. S/he will support the Project Coordinator in implementation, coordination, and monitoring of project activities at the field level, and ensuring quality and timely implementation of project activities as per the detailed activity plan. S/he will support the project on capacity building of teachers, tracking of project activities, monitoring of project implementation, community awareness, coordination with local government bodies and stakeholders, etc. S/he will directly work with partner schools in their engagement in project activities.</p>
<p><strong>Qualification, Experience and Skills:</strong></p>
<p>Minimum Bachelor’s Degree in any discipline with two years of experience in development sector (preferably in education sector). S/he should have sound knowledge in Information Communication Technology, and project management skill. Candidates having experience in community mobilization will be an added advantage. Preference will be given to candidates having two – wheeler license.</p>

<h3>3.Accountant (1) in contract basis – based in Bharatpur, Chitwan:</h3>
<p>The Accountant will be responsible for maintaining financial discipline with proper accounting system of the project. S/he has to prepare financial reports, presentations, and manage day-to-day financial transactions and financial correspondence, realistic analysis of annual budget forecasts, including controlling and monitoring of budget.</p>
<p><strong>Qualification, Experience and Skills:</strong></p>
<p>Minimum Bachelor’s Degree in Management with one year of relevant work experience. Knowledge of government regulations in relation to procurement and accounting system of Nepal is preferred. Preference will be given to candidates having two – wheeler license.</p>
<p>For all the above-mentioned positions, candidates should have good command in English and Nepali languages (both written and spoken). Proficiency in Microsoft Office Package, email and internet is a must. Experience of working with children and young people will be an added advantage. Candidates are expected to have excellent interpersonal skills and positive attitude, and must be a Nepali citizen.</p>
