Function

The Project Officer – Livestock Technology and One Health, will be responsible for the implementation of the Jersey Valley Project field activities in the assigned project district under the close supervision of the Project Manager-Jersey Valley. The main functions include supporting dairy farmers in establishing of Jersey Nucleus Herd and promoting the adoption of proven dairy technologies, mainly climate -smart good dairy husbandry practices. S/he will be responsible for developing the Jersey nucleus herds as well as the center of excellence for horizontal diffusion of technologies in major dairy pocket areas. S/he will provide diagnostic services, clinical care, and treatment for dairy animals while promoting Good Husbandry Practices (GHP) among dairy farmers in the project district. The officer will work with the Milky Way project team, local implementing partner, local government, private sectors, and international experts to improve dairy animal productivity, health, and welfare through scientific and evidence-based approaches. This role requires working closely with academic and research institutions in research and development and generating new knowledge in all domains of dairy development.

Responsibilities And Deliverables

Project Implementation (40%)

Effectively and efficiently Implement jointly developed project implementation plan at field level in close supervision of the Project Manager and coordination with local implementing partners.

Collaborate with NARC for effective implementation of PPRS program and initiatives on genomic selection

Ensure good dairy animal health and husbandry practices (overall management, animal health, nutrition, and breeding) of the highest standard are adopted in the MDV.

Deliver prompt, high-quality clinical care for dairy animals, addressing cases ranging from minor to complex.

Take a leadership role in the prevention, management, and treatment of infertility in dairy cattle reared in project sites

Ensure timely and accurate disease diagnosis by efficiently collecting, dispatching, and examining samples.

Develop and implement effective breeding strategies for dairy animals.

Promote good husbandry practices through regular field visits, monitoring, backstopping, and consultation services

Provide regular follow-up, monitoring, and technical support to strengthen One Health and Caring for the Earth strategies at the field level.

Project management (25 %)

Develop program manuals, guidelines, procedures, and implementation plans in accordance with Heifer’s standards, donor requirements, and in country statutory regulations.

Provide oversight to ensure the sub-award team and collaborating partners execute approved work plans, activities, and operations with the highest levels of efficiency and effectiveness.

Ensure the sub-award at the field level is consistently delivered on time, within budget, and within the defined scope.

Oversee timely monitoring, evaluation, and reporting in alignment with Heifer’s MELS framework, donor requirements, and local statutory obligations.

Ensure accountability and compliance are maintained throughout the entire project lifecycle.

Capacity Building (15%)

Strengthen the capacity of CAVEs and veterinary technicians to deliver effective treatment and Artificial Insemination services for dairy animals.

Build the cooperative’s capacity to establish strong partnerships with private dairy industries, ensuring regular milk marketing at fair prices.

Position the cooperative as a business hub by facilitating the delivery of sustainable business development services.

Provide technical support to the dairy cooperative for adopting Good Manufacturing Practices (hygiene and sanitation, milk collection and transportation, milk testing and quality control, handling and processing, storage and distribution, inventory management, etc.)

Networking and Collaboration (15%)

Collaborate with DMPCU and local implementing partners for effective implementation of project activities to achieve envisioned project outputs and outcomes.

Assist in the documentation, production, and dissemination of knowledge materials to enhance Heifer’s visibility among donors, partners, and stakeholders.

Maintain effective communication with all relevant stakeholders, including donors, local governments, the private sector, and the Heifer team, to establish and sustain functional relationships throughout project implementation.

Ensure timely and accurate reporting in accordance with project requirements and as needed.

May perform other job-related duties as assigned (5%)

Qualifications And Skills

Bachelor’s or a master’s degree in veterinary science and animal Husbandry from a recognized university, with a minimum of three (3) years of experience as a veterinarian or dairy clinician.

Should have sound knowledge on animal breeding and database management

Experience in diagnosing dairy animal diseases at the field level, based on history, signs, and symptoms, including sample collection and laboratory examination.

In-depth technical knowledge and practical skills in treating dairy animals, ranging from minor to complex cases.

Demonstrated experience in community mobilization, social capital development, institutional development, capacity building, training, smallholder farmers/rural SMEs/co-ops, and base of the pyramid consumers

Strong interpersonal and people management skills

Ability to work independently and take initiative while also having strong team-building skills

Fluent in local language and English (both spoken and written)

Excellent analytical skills

Excellent leadership qualities

Excellent communication skills

Proficient in word processing, spreadsheets, presentation tools, electronic mail (Microsoft office preferred), and internet

Essential Competencies

Ability to prepare and present documents in a well-designed and attractive format with superior attention to detail

Good team player with the ability to train and work cooperatively with a diverse staff, including field staff in several locations

Ability to work with sensitive information and maintain confidentiality
