Welthungerhilfe/WHH is one of the largest private aid organizations in Germany with a dual mandate in both development cooperation and humanitarian aid being non-profit making, non-denominational and politically independent. Welthungerhilfe fights against hunger and works together with civil society organizations in the countries where it operates. Welthungerhilfe’s vision is to create a world in which all people can exercise their rights to a self-determined life in dignity and justice, free from hunger and poverty.

WHH is operational in Nepal since 2012, the current program portfolio covers 18 districts, 7 thematic areas, 17 partner organizations and various civil society organizations and networks. The overall goal of WHH Nepal is to work hand in hand with civil society organizations in Nepal to empower socially marginalized and economically poor citizens to reinforce their resilience and to ensure their right to adequate food and nutrition.

Together with partner NGOs, WHH is planning to implement the project “Youth-led climate resilience and climate protection in Bajhang (Sudurpaschim Province).  Bajhang District is one of the poorest mountainous districts of Nepal, with widespread subsistence farming, limited road networks, weak access to markets, and extremely high youth out-migration rates. Bajhang facing disproportionate impacts due to fragile ecosystems, weak infrastructure, and dependence on rainfed agriculture. Although the country's Human Development Index (HDI) has improved to 0.622 (2025), Sudurpaschim Province continues to lag behind in development outcomes, with persistent rural poverty and multidimensional deprivation. Around 20.3% of Nepalis live below the national poverty line, while remote communities remain highly vulnerable to climate and economic shocks. Nepal also ranks 113th on the Gender Inequality Index (2025) and 68th out of 125 countries on the 2024 Global Hunger Index, reflecting ongoing challenges in gender equality, food security, and resilience.

Therefore,  based on the data and evidence, The project identifies the municipalities Jayaprithvi Municipality and Khaptadchhanna Rural Municipality climate hazards have intensified over the past decade, including delayed and erratic monsoons, extreme rainfall events, prolonged dry spells, forest fires, riverbank erosion, and the drying of natural springs. These hazards directly expose climate-sensitive livelihoods particularly rain-fed agriculture, forest-based incomes, and livestock systems to increasing risk. As a result, agricultural terraces and irrigation structures are damaged, soil moisture declines, crop yields become more volatile, and access to reliable water sources is reduced. These changes have significantly reduced agricultural productivity, particularly for rain-fed crops such as millet, barley, and potatoes. armers consistently report 3–4 months of annual food shortages driven by increasing water stress, declining soil fertility, shifting rainfall patterns, and rising pest and disease pressure, which together reduce crop productivity and increasingly exceed the coping capacity of traditional farming practices. To overcome and mitigate the impact of the climate change, the project identifies the four major outputs:

Output 1: Smallholders households, especially youth and marginalized groups, adopt and sustain climate-resilient agricultural, livelihood, water, and recovery practices that improve their adaptive capacity to climate-induced shocks.

Output 2: Youth and vulnerable communities in Bajhang adopt renewable energy solutions, circular economy approaches, and ecosystem restoration practices.

Output 3: Communities and local governments are strengthened to advocate for and plan, finance, and monitor inclusive climate actions informing and influencing Nepal’s NAP implementation, and national climate finance readiness.

Output 4: Institutional, Technical and Governance Capacities of Partner Organizations Strengthened for Effective, Accountable and Sustainable Climate Action

WHH seeks an Expression of Interest (EOI) from Nepalese youth -led- NGOs having significant and technical work experience in areas of climate change, climate resilient agriculture, climate responsive shocks, biodiversity, forest conservation and protection along with the massive youth engagement in climate action and mitigation.  The following are the documents to be submitted as part of the EOI:

Interested NGOs can submit a Letter of Interest together with the following documents

Stage 1

EOI Screening: Assessment of submitted documents against mandatory and preferred criteria.

Stage 2: Organizational Capacity Assessment: Shortlisted NGOs will undergo a detailed organizational assessment covering under defined multi- criteria.

Stage 3: Technical Discussions by evaluation team and experts and finalization: Selected organizations may be invited for technical consultations and co-design discussions during proposal development.

Interested NGOs should submit their EOI package as Technical NGOs (Youth led NGOs) who have substantial experiences in the mentioned thematic areas are highly encouraged to apply in the mentioned email [email protected]  by  9 August 2026, 05:00 pm Nepali time with subject line: “EOI for project partnership- project name” with the subject line: Please avoid the huge MB file or multiple attachment.
