Published on 22 July 2026 Centre for Mental Health and Counselling–Nepal (CMC-Nepal) is a national-level non-governmental organization (NGO) dedicated to promoting mental health and psychosocial well-being. We are pleased to announce an exciting opportunity to join our team as a MEAL Officer in the Psychosocial Counselling and Community Integration for Transitional Justice (PCCITJ) project.

The PCCITJ project is funded jointly by the Swiss Agency for Development and Cooperation (SDC), CMC-Nepal, and Manas. Its goal is that “conflict victims improve their psychosocial well-being through equitable access to quality MHPSS service during the transitional justice process and later.” The project is being implemented in 22 rural municipalities and municipalities across Bagmati, Lumbini, Karnali, and Sudurpashchim Provinces of Nepal.

Position Overview

The MEAL Officer is responsible for leading the Monitoring, Evaluation, Accountability, and Learning (MEAL) components of the PCCITJ project. This includes designing, coordinating, and implementing robust MEAL systems in accordance with project needs that support effective program implementation, learning, accountability, and reporting. The MEAL Officer supports data-driven decision-making for evidence-based programming. S/he maintains strong coordination with project and organizational staff, as well as relevant stakeholders at all levels. S/he works together with the MEAL Coordinator to strengthen the capacity of project staff on MEAL-related functions. The person also supports research initiatives, documentation, safeguarding integration, and financial performance tracking. A key aspect of the role is to promote learning, knowledge management, and innovation to adapt and improve project interventions. The MEAL Officer will be fully engaged (100%) in PCCITJ and will be responsible to the Program Manager.

Major duties and responsibilities

Lead end-to-end MEAL functions, including monitoring visits, indicator tracking, quality benchmarking, and evaluation processes.

Manage project data systems ensuring accuracy, security, confidentiality, and timely reporting aligned with donor and organizational requirements.

Establish and operationalize accountability and feedback mechanisms, integrating safeguarding and ensuring community-responsive actions.

Coordinate with government, TJ Commissions, NGOs/CBOs, and community structures to strengthen implementation, referrals, and advocacy.

Drive research, documentation, and knowledge generation including studies, case studies, learning briefs, and evidence-based reporting.

Build staff capacity on MEAL through training, mentoring, and promoting a culture of learning, adaptive management, and innovation.

Qualification and Experience

Master’s degree in Public Health, Statistics, Information Technology and Management Information Systems, Social Work, Social Sciences, Development Studies, or related fields.

Minimum of two years of progressive and relevant experience, preferably in health system strengthening, work with conflict victims, or community-based MHPSS projects.

Proficiency in MEAL frameworks, tools, and methodologies, including logical frameworks, indicator tracking, data quality assurance, and quality benchmark settings.

Strong knowledge of the Health Management Information System (HMIS), DHIS 2, and government monitoring mechanisms.

Demonstrated experience in data management, analysis, and visualization using MS Excel, SPSS, and other relevant software.

Familiarity with data security protocols and confidentiality standards.

Knowledge of safeguarding principles and their integration into MEAL systems.
