Job Brief

Position Summary: This position will be an employee of Lutheran World Relief. The RISE Fund project strengthens disaster preparedness, governance, and resilience in Nepal’s most vulnerable provinces, Karnali and Sudurpaschim. The program runs across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems.

The program has four interlinked components

Emergency Preparedness & Coordination – establishing rapid response teams, provincial search and rescue units, and activating emergency operations centers.

Shelter & Relief Support – pre-positioning emergency supplies, constructing temporary shelters, and ensuring rapid deployment within 24-72 hours after disasters.

Health & WASH Services – training health workers, deploying mobile medical camps, distributing dignity kits, and restoring safe water and sanitation systems.

Protection & Logistics – providing mental health and psychosocial support, safeguarding vulnerable groups, and creating an emergency transportation fund for rapid deployment.

The project aims to work with the provincial government to enable them to target 13 priority districts and 116 municipalities, directly benefiting over 30,000 individuals and indirectly reaching more than 500,000 people.

Finance and Administration Officer (FAO) completes financial, accounting, and administrative operations and procedures for the Nepal program in line with organizational policies and procedures and internationally recognized accounting standards. The FAO’s core functions include accounting, procurement, and facilitating logistics, in addition to support HR functions once needed.

Responsibilities

Maintains a filing system (hard copy and e-files) of supporting documentation, including payment and receipt vouchers, payroll vouchers and related tax documents, bank statements and reconciliation, etc.

Prepares financial transactions such as payment requests; enters financial transactions into accounting software.

Prepares monthly cash advance request for office operations with inputs from country managers.

Extracts and consolidates reports from financial systems for country managers to prepare financial report submissions to headquarters.

Files taxes including any applicable withholding taxes and returns.

Reviews advance requests and advance reconciliations/expense reports for accuracy. Tracks repayment of advances and enforces policies related to reconciling advances.

Manages petty cash.

Performs administrative procurement processes including file management, collecting estimates/bids, and running vendor vetting reports.

Implements the contractual terms for orders, receipt of goods, confirmation of completion of services, and payments.

Assists with logistics for staff travel, events, workshops, etc.

Carries out administrative tasks in the office including receiving calls and correspondence.

Collects and consolidates documents needed for audit exercises.

Supervisory

The FAO does not supervise any staff.

Education & Experience

A Bachelor’s degree (or equivalent of a four-year post-secondary degree) in finance or a relevant field from an accredited institution.

A minimum of 3 years related experience.

Experience in office administration and working in an international NGO are both advantages.

Knowledge, Skills and Abilities

Demonstrated ability to apply generally accepted accounting practices.

Proficiency in using accounting, Word, Excel, PowerPoint, Outlook, SharePoint, and web browser software.

Familiarity with accounting software; experience in the effective use and management of Quick Books or MIP a major advantage.

Ability to be accurate and attentive to detail in project accounting, tracking and monitoring, writing, editing, typing and filing.

Ability to work effectively both independently and as part of a team.

Ability to prioritize, organize and carry out multiple tasks efficiently; ability to accept supervision.

Ability to work with diverse groups of people in multicultural, team-oriented environment.

Professional proficiency in written and spoken English.

Authorization to work legally in Nepal.

Physical and Mental Requirements

The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc.

The mental requirements that are essential to satisfactorily executing the responsibilities outlined in this job description include, but not limited to: learning new tasks, comprehending, and retaining information, completing tasks independently, effectively communicating verbally and in writing, demonstrating proficiency in using computer software to perform assigned tasks.

Working Conditions, Travel and Environment

LWR a in-person work policy, with all employees reporting to the office Monday through Friday. The employee must be available to work outside normal office hours or on the weekends as required.

This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
