Overall Programme Objective
LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.
Objectives of the Role
The Policy Reform Support Expert will provide short-term specialist support to translate implementation experience and programme learning into practical policy reforms, institutional guidance and operational improvements. Working under the direction of the Policy Engagement and Institutional Uptake Lead, the expert will undertake policy analysis, prepare reform proposals and technical guidance, facilitate consultations and support government counterparts to strengthen institutional systems and embed successful LISP approaches.
The Policy Reform Support Expert's key responsibilities will include
Review existing legislation, policies, operational procedures, standards and institutional arrangements relevant to assigned thematic areas and identify opportunities for practical reform agendas.
Translate programme learning and implementation evidence into practical policy recommendations, guidance notes, standard operating procedures, templates and reform proposals.
Support the Policy Engagement and Institutional Uptake Lead in designing and facilitating technical consultations, policy dialogues and working groups with government and development partners.
Prepare high-quality policy briefs, technical papers, reform options and supporting documentation to inform government decision-making.
Support validation of proposed reforms through stakeholder consultation and incorporation of government feedback.
Document lessons learned, implementation challenges and emerging good practices to inform continuous improvement and future policy engagement.
Coordinate closely with the Evidence and Communication Expert to ensure policy products are supported by credible evidence and consistent messaging.
Scope of Work
The Policy Reform Support Expert will be responsible for the following tasks
1. Review policy and institutional frameworks.
Review legislation, policies, guidelines, operational procedures and institutional arrangements relevant to assigned topics and identify opportunities for practical reform.
2. Develop reform recommendations.
Prepare policy briefs, reform options, guidance notes, standard operating procedures and technical recommendations based on programme evidence and government priorities.
3. Support technical consultations.
Facilitate consultations with federal, provincial and local government institutions to validate recommendations and build ownership of proposed reforms.
4. Support development of institutional guidance.
Prepare or revise manuals, guidelines, templates, operational procedures and implementation tools that strengthen government systems in consultation with the Engineering Norms Standards and Tools Expert.
5. Support policy engagement.
Provide technical inputs to workshops, policy dialogues and stakeholder meetings led by the Policy Engagement and Institutional Uptake Lead.
6. Capture lessons.
Document institutional lessons, implementation challenges and emerging good practices to inform future reforms.
Qualifications and Experience
Education
Master's degree in Public Policy, Public Administration, Law, Governance, Development Studies or related discipline.
Experience
Minimum 10 years' experience in governance reform or public sector institutional development.
Experience reviewing legislation and government procedures.
Experience preparing policy papers and guidance documents.
Experience working with Government of Nepal, donor and development partners.
Experience supporting donor-funded governance programmes.

Key Terms and Conditions
Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.
Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti-corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.
Duration
The position is expected to be continued till until 31st March 2027, subject to sufficient interest in the demand led model and success of the delivery model and budgetary commitment from the Client.
