Job Description

Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in May 2002 with its head office in Rautahat District of Nepal. Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Rural Development Centre (RDC) Nepal (RDC Nepal) is a non-profit, non-political, and non-governmental organization established in May 2002 with its head office in Rautahat District, Madhesh Province, Nepal. RDC Nepal has been implementing humanitarian and long-term development programs focusing on climate resilience, sustainable, disaster risk reduction, natural resource management, livelihoods, child protection, nutrition and social inclusion, particularly for vulnerable and marginalized communities across the Terai region.

Since October 2025, RDC Nepal has been implementing Integrated Programme Framework (IPF) project in partnership with WVI Nepal in Garuda and Madhavnarayan municipalities of Rautahat district. The projects aims to ensure that all children experience an environment of nurturing care for their growth and development, Families are empowered and resilient for the well-being of children, Communities create a safe, learning, and healthy environment for all children and Government systems are functional and are inclusive and accessible at all levels to address child well-being issues.

Within this framework, the program emphasizes community resilience through livelihood strengthening, climate-resilient agriculture, capacity building and strengthening community-based disaster management system. As part of this initiative, RDC Nepal is supporting local governments to strengthen Disaster Risk Management (DRM) systems in line with: Disaster Risk Reduction and Management Act, 2017 Local Government Operation Act, 2017

The working areas face multiple hazards such as floods, landslides, fires, storms etc which regularly impact communities, schools, agriculture, and infrastructure. Although DRM structures and plans exist, gaps remain in skill human resources for response and recovery.

The project is planning to conduct the Community Action for Disaster Response (CADRE) training to youth, adolescents and Local Disaster Management Committee (LDMC), Community Disaster Management Committee (CDMC) members. CADRE’s four-day training (2-batches) will equip community disaster management committee/local disaster committee members and community youths with practical skills in first aid/basic life support, mass casualty management, basic search and rescue, incident command, dead body management, and community hazard awareness. Thus, RDC Nepal invites sealed quotation/proposal from the qualified firms/companies to deliver or facilitate the CADRE training.

Technical Proposal shall include, at a minimum

Financial Proposal: All costs associated with the assignment shall be included in the financial proposal.

Consultancy Service Timeline

All deliverables should be accomplished by 30 August 2026.

Detailed scope of work, deliverables, evaluation criteria and qualification requirements are provided in the attached Terms of Reference (TOR).
