1. Position Overview

The Program Officer for the Active Citizenship Department plays a central role in driving YUWA’s mandate on youth political participation, with primary responsibility for the Political Participation of Persons with Disabilities (Y-PWD) project. The role requires strong program design, implementation, cohort management, research coordination, and cross-organizational collaboration. The Program Officer will also contribute to YUWA’s core political participation programs and provide support to other departmental initiatives when needed.

2. Purpose of the Position

The Program Officer is responsible for designing, implementing, and managing the Y-PWD Project and supporting the wider Active Citizenship portfolio. This includes fostering meaningful youth civic engagement, facilitating disability-inclusive political participation, coordinating with cohort members and consortium partners, and developing thematic resources and tools. The role ensures donor compliance, timely reporting, field-level monitoring, and collaborative execution of programmatic activities.

3. Key Responsibilities

A. Program Design, Planning, and Implementation (Primary – Y-PWD Project)

Lead day-to-day program design and implementation of the Y-PWD Project with minimal guidance, ensuring alignment with departmental and organizational strategies.

Co-design Detailed Implementation Plans (DIPs), activity plans, and engagement frameworks in collaboration with the Department Coordinator and Executive Board.

Coordinate cohort-based activities, including inception sessions, political participation trainings, exposure visits, and continuous engagement planning.

Support, when required, activities under Y-ERISID and department-led core programs.

B. Cohort and Team Supervision

Directly supervise the Cohort Coordinator assigned to the Y-PWD Project, ensuring clear task delegation, quality delivery, and accountability.

Act as the focal point for cohort management, including recruitment, onboarding, training, and engagement planning for persons with disabilities and the other cohort members.

C. Coordination, Representation, and Stakeholder Engagement

Represent YUWA in consortium meetings for the Y-PWD project and act as the primary technical focal person.

Engage with government representatives, youth networks, CSOs, disability groups, and other stakeholders to advance political participation objectives.

D. Reporting, Monitoring, Documentation, and Compliance

Take the lead in preparing donor-required reports, quarterly updates, and documentation for the Y-PWD Project.

Conduct regular field monitoring visits and produce high-quality field reports, documentation notes, and reflective summaries.

E. Finance, Logistics, and Administration

Take responsibility for budget tracking, expenditure monitoring, and adherence to financial guidelines for the Y-PWD Project.

Coordinate with the Finance Officer for procurement, payments, documentation, logistical arrangements, and compliance processes.

5. Qualifications and Experience

Bachelor’s degree in social sciences, Political Science, Development Studies, Gender Studies, or a related field with a strong understanding of Nepal’s political context, youth civic issues, disability rights,

1–2 years of experience in civic engagement, youth mobilization, disability inclusion, or political participation programming (highly preferred).

Experience working with or engaging persons with disabilities is an advantage.

Experience in program design, field coordination, cohort engagement, or consortium-based work preferred.

6. Required Competencies

Strong understanding of disability-inclusive development and political participation.

Ability to design and implement programs with minimal supervision.

Strong coordination, facilitation, and stakeholder engagement skills.

Understanding of budgeting, procurement coordination, and financial compliance.

Commitment to safeguarding, ethical conduct, respect, and inclusion
