For over 25 years, the organization has promoted sustainable development, addressing areas such as governance, education, child rights, WASH, climate change, disaster risk reduction, health, and livelihoods. HANDS Nepal aims to empower marginalized groups, particularly women, children, and Dalits, to access basic needs and lead dignified lives. Through partnerships with multiple agencies and over 42 projects impacting more than 200,000 people across thirteen districts, HANDS Nepal strengthens local governments, promotes participatory governance, and ensures marginalized communities can shape their futures.

Project

Youth Empowerment for Transformation and Innovation (YETI) Project

HANDS Nepal, Sindhuli has been working in a long-term partnership with Plan International Nepal since 2012. Currently, the organization is collaborating with Plan International Nepal to implement the Youth Empowerment for Transformation and Innovation (YETI) Project. The project goal is Economic empowerment of young girl, adolescent women and marginalized youths driving inclusive, climate-resilient, and market-driven economies.

The planned intervention will be reaching to young people from targeted communities. The project will work equipping young people with the knowledge, skills, and confidence needed to initiate and manage sustainable business enterprises. It emphasizes fostering an entrepreneurial mindset that enables youth to identify, develop, and scale innovative business ideas aligned with emerging local market opportunities. Likewise, the project will work on strengthening and institutionalizing enterprise development support systems that enable youths to access business development and support services for entrepreneurship, and business growth. The aim is to strengthen a coherent, accessible, and sustainable support ecosystem that systematically connects youth with enterprise development services and markets. Similarly, the project focuses on enabling young people particularly young women and marginalized youth to access and effectively use appropriatefinancial services that support their transition from training to sustainable entrepreneurship.

Furthermore, focuses on building a policy and institutional ecosystem that enables youth especially young women and marginalized groups to thrive as entrepreneurs and innovators.

General Responsibilities

The Livestock Development Officer (LDO) is responsible for planning, implementing, monitoring, and providing technical leadership for all livestock-related activities under the YETI Project. The incumbent will improve livestock productivity, youth employment, entrepreneurship, value chain, climate-resilient livestock farming, and market linkage through technical guidance, capacity building, and close coordination with government stakeholders and private sector actors.

Key Responsibilities

1. Technical Planning

Support the PC in developing periodic project implementation plans, including annual, quarterly, and monthly work plans, to ensure the timely and effective delivery of livestock development interventions.

Develop and implement an annual fodder development and management plan to ensure the sustainable production and distribution of forage grasses for feed availability and improving livestock productivity.

Promote improved livestock management practices by encouraging farming households through technical awareness, demonstration, and extension support.

Plan, provide technical supervision, and support the construction and improvement of animal-friendly goat sheds using locally available materials and appropriate technologies to improve animal welfare, disease prevention, and farm productivity.

Develop transparent and technically sound beneficiary and livestock selection criteria in coordination with the Project Coordinator, local governments and other stakeholders, and facilitate the fair and accountable distribution of goats and other livestock support.

2. Project Implementation and Technical Input

Conduct regular field monitoring and technical support visits to youth entrepreneurs to provide animal health and husbandry services.

Lead and coordinate disease prevention, surveillance, diagnosis, treatment, outbreak investigation and emergency response interventions to minimize livestock morbidity and mortality.

Develop and implement annual deworming and vaccination plans in accordance with national veterinary guidelines and vaccination schedules.

Develop training facilitation materials, and facilitate technical training, practical demonstrations, and coaching sessions.

Provide timely and quality services by conducting clinical examinations, diagnosing animal diseases, prescribing and administering appropriate treatments, and offering technical recommendations.

Develop technical specifications and selection criteria for improved breed livestock, provide technical support during procurement processes to ensure the acquisition of healthy and quality breeding stock, and facilitate for the transparent and accountable distribution of livestock.

3. Coordination, partnership and Linkages

Establish and maintain effective coordination and collaborative relationships with the Agriculture and Livestock Sections of the Rural/Municipality, relevant government departments and other development partners.

Serve as a technical liaison between livestock entrepreneurs, private sectors and local government authorities to improve access to quality livestock inputs and services.

Coordinate with insurance companies to facilitate livestock insurance services, including raising awareness, policy enrollment, claim verification, documentation, and settlement of compensation in cases of livestock mortality.

Conduct regular monitoring, field supervision, and follow-up visits to assess the quality and progress of project implementation.

Facilitate and strengthen livestock entrepreneurship development to ensure farmers/youth entrepreneurs receive timely technical assistance and quality veterinary services.

4. Documentation and Reporting

Maintain accurate and up-to-date records/profile of livestock and entrepreneurs.

Prepare and submit monthly technical and progress reports in a timely manner.

Actively participate in monthly, quarterly, and other review, planning, coordination, and learning meetings.

Prepare monthly work plans, field visit schedules, timesheets, and other required administrative documents.

Required Qualifications

Bachelor’s Degree in Veterinary Science (BVSc & AH) or equivalent

Valid registration with Nepal Veterinary Council

Minimum 2 years of field experience in livestock health and management in development sector

Experienced in livestock commercialization

Proven experience working with youth and women entrepreneurs.

Core Competencies and Skills

Ability to diagnose common livestock diseases and provide appropriate preventive, curative, and advisory veterinary services.

Sound knowledge of livestock value chain development, youth entrepreneurship, agribusiness, market systems, and enterprise development.

Self-motivated and proactive

Ability to prepare clear and concise reports in English and Nepali.

Proficiency in MS Word, Excel, PowerPoint, email, and internet-based applications.

Strong commitment to safeguarding children and vulnerable adults, gender equality, social inclusion, and the rights of girls and young women, in line with Plan International and HANDS Nepal policies.

Other Conditions

Willingness to travel extensively with a valid two-wheeler driving license.
