Janajati Society Development Program (JSDP), Sindhuli

Janajati Society Development Program, Sindhuli (JSDP) is a district based non-profit making development organization. JSDP is registered under Organization Registration Act 2034, in 2064 at District Administration Office, Sindhuli. Janajati Society Development Program (JSDP) Sindhuli has been working in the different developmental initiatives for sustainable development at Sindhuli district, since its establishment. It is established for the socio- economic improvement of the deprived, socially excluded, and marginalized people of the district. Janajati Society Development Program, Sindhuli (JSDP) foresees a rightful, gender equitable and socially inclusive society where peace, progress and prosperity are established.

Project Introduction

The “Educated, Empowered and Thriving Girls for a Safe and Inclusive Society in Sindhuli” is a consortium project with Plan International Nepal, HANDS Nepal and JSDP, Sindhuli for two years focusing Education and ECD, and Protection as themes, and youth empowerment, climate crisis, WASH and humanitarian as cross cutting themes. It targets public schools and marginalized communities of 33 wards from six local governments (LGs) of Sindhuli districts, which starts on July 2026 and will end on June 2028. The project adapts the learnings from previous projects and focuses to enable children, adolescents, and youth especially girls from marginalized communities in Sindhuli District to access quality, safe, inclusive, and gender-responsive education, to get support for transition to home to schools, to thrive in a safe, non-violence and non-discriminative environments and to nurture through parenting education, thereby reducing child, early, and forced marriage (CEFM) and supporting a dignified transition to adulthood. To enable children, adolescents, and youth, especially girls from marginalized and vulnerable communities in Sindhuli District, the project will focus;

To improve equitable access to quality, inclusive and child-friendly ECED and school education through strengthened learning environments, teacher capacity, child participation and family engagement.

To strengthen nurturing care, positive parenting and nutrition practices that promote holistic early childhood development and school readiness.

To strengthen community-based child protection systems and promote gender equality through increased awareness, participation and prevention of violence, GBV and child, early and forced marriage.

To strengthen the capacity of local governments and stakeholders to develop, implement and institutionalize evidence-based education, ECED and child protection policies, plans and budgets.

GENERAL RESPONSIBILITIES

The main responsible of the Protection Officer is to work as the project focal person for the allocated local government/s of the Educated, Empowered, and Thriving Girls for a Safe and Inclusive Society project. S/he should assist Project Coordinator with the project cycle management of the project in Sindhuli including planning and budgeting, implementation, monitoring and supervision, and reporting. S/he should support the field supervisor for day-to-day project planning and implementation. S/he should coordinate key stakeholders including local governments, schools, health institutions, security agencies, child/ girls/ youth clubs/ networks, and so on. S/he should support GESI, Monitoring, and Documentation Officer to prepare knowledge management products, project learning, and challenges.

Other Duties,

Implementation and Stakeholder Coordination(30%)

Lead implementation of child protection, safeguarding and GBV prevention interventions in assigned municipalities.

Ensure compliance with Child Protection Policy, Safeguarding Policy, PSEAH and Code of Conduct.

Promote safe programming and child safeguarding throughout project implementation.

Support confidential identification, documentation and referral of child protection concerns.

Assist PC to coordinate local government authorities (Rural/Municipality), communities and all local stakeholders to run the program smoothly

Support field supervisors for the project implementation and mobilization of community volunteers, and children/youth clubs/networks.

Ensuring continuous communication and sharing project information with the right holders and communities’ representatives regarding the implementation of works in order to ensure flawless progress of activities

Liaise with all project staff to ensure that project interventions are in a timely with concrete project plan and budget as per finalized project documents

Support to PC for knowledge management product preparation and documentation of learning, challenges, best practices, and opportunities of the project.

Strengthen Community Based Child Protection Mechanisms (CBCPMs).

Reactivate and support Ward Child Rights Committees (WCRCs).

Facilitate regular coordination meetings with community protection networks.

Strengthen referral pathways among municipalities, police, judicial committees, safe houses and health facilities.

Capacity Development(10%)

Develop the capacity of the project team, right holders, and stakeholders by conducting or using resource persons on different types of activities based on the project theme.

To actively engage in the implementation of the project activities, the beneficiary selection process under the guidance of PC

Planning, Supervision, and Monitoring of field activities (30%)

Conduct effective monitoring of each activity regularly which ensures meeting the goal and outcome of the project

Manage the project budget and ensure project expenditures are in-line with the agreed project plan and budget

Ensure the timely implementation of field works as per the predefined schedule.

Prepare case studies both positive and negative with a special focus on lesson learning

Monitor the conformity of the field works (training, field visits, meetings, etc) with the standards of the organization, and as per the agreed activity planned and contracts.

Prepare monitoring/evaluation tools and indicators to measure the output/outcome of the project

To check the quality of project intervention.

Data collection and reporting (20%)

Support GESI and MD Officer for project data management in time through direct involvement and mobilization of field supervisor.

Ensure effective communication between the organization or project teams through the line manager on any new developments, possible problems, or conflicts during the activities and important decisions and directives

Prepare monthly/quarterly/annual progress reports of the project.

Ensure effective communication between the organization, and project teams and report immediately on any new developments, changes, financial aspects, and important decisions and directives

To conduct frequent field visits, focus group discussions, and key informant interviews

Accountability (10%)

Make sure that field activities are undertaken timely as mentioned in the project document in the assigned project sites.

Make sure that records are correctly maintained and that reporting is done on time.

Make sure that efficient coordination with all concerned agencies is maintained in the project sites.

Maintain performance appraisal of a field supervisor as per the HR policy of JSDP, Sindhuli.

As per JSDP, Sindhuli board decision

Experience: S/he has an experience in a similar position in the development project cycle management of Protection. S/he should have 3 years of working experience in the development section i.e. NGO. Preference will be given to the candidate working in Child Protection and working with different child club and networks.

Competence

Sound management knowledge and skills of project staff mobilization, project planning implementation, and monitoring.

Language

Ability to write clearly and concisely in English and Nepali

Communication: Sound communication skills, managing work relationships (internal/external), coordination, and networking.

Proven IT skills

Word, Excel, Outlook, PowerPoint, and skill of computer applications/

Two wheeler driving license is required.
