Duty Station: Kathmandu with regular travel to Lumbini to support institutional uptake at the Provincial level

Overall Programme Objective

LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.

Objectives of the Role

The Engineering Norms, Standards and Tools Expert will provide short-term technical assistance to strengthen the practical application of engineering standards, quality assurance tools and technical reference materials within local government systems. The role will support LGs to adapt, test and institutionalise engineering norms, standards, checklists and decision-support tools so that they become part of routine infrastructure planning, design, implementation and quality management. Lessons generated through assignments will inform programme learning, technical guidance and wider institutional uptake. The role will also contribute technical inputs for efforts to promote uptake of engineering standards, norms and tools within provincial and federal government systems.

The Engineering Norms, Standards and Tools Expert's key responsibilities will include

Strengthen application of engineering norms and standards.

Adapt and test engineering tools.

Improve quality assurance systems.

Build engineering capacity.

Generate technical lessons for programme learning.

Support institutional uptake of engineering standards, norms and tools.

Scope of Work

The Engineering Norms, Standards and Tools Expert will be responsible for the following tasks

1. Strengthen the application of engineering standards

Support local governments to understand and apply engineering norms, technical standards, quality assurance procedures and reference documents across the infrastructure lifecycle by embedding them into their systems.

2. Adapt and test engineering tools

Review, simplify and adapt engineering checklists, templates, quality assurance tools and decision-support resources to improve their usability within local government systems.

3. Promote institutional use of standards

Work alongside LG technical teams to embed engineering standards and quality assurance tools into routine planning, design review, procurement, construction supervision and asset management processes.

4. Support quality assurance

Provide technical advice on engineering quality assurance practices, technical compliance and good engineering practice across infrastructure portfolios by embedding them into LG systems.

5. Build technical capacity

Deliver coaching, mentoring and practical demonstrations that strengthen the confidence of LG engineers in applying engineering standards consistently through their systems.

6. Document lessons

Identify recurring technical issues, good practices and opportunities to strengthen engineering standards and tools and share lessons with the Technical Coordinator and Technical Manual and Guidance Development Experts to inform guidance updates, technical recommendations and wider institutional uptake of engineering standards, norms and tools.

7. Support institutional uptake of engineering norms, standards and tools

Work with the Policy Engagement and Institutional Uptake Lead and other members on LISP TA team, relevant federal government agencies, provincial infrastructure ministries and other sector stakeholders to promote institutional uptake of engineering standards, quality assurance systems, technical guidance and decision support tools strengthened through LISP. Contribute technical inputs to consultations, workshops, working groups and policy dialogues, and support the identification of opportunities to embed successful approaches within government systems.

Qualifications and Experience

Education

Bachelor's degree in civil engineering.

Master's degree in Engineering, International Development, or relevant areas is desirable.

Experience

Minimum 10 years' experience in infrastructure design, quality assurance and engineering standards.

Experience working with local, provincial or federal governments and ministries and development partners.

Experience developing or applying engineering standards and QA systems.

Experience on donor-funded infrastructure programmes desirable.

Key Terms and Conditions

Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.

Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti-corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.

Duration

The position is expected to be continued till until 31st March 2027, subject to sufficient interest in the demand led model and success of the delivery model and budgetary commitment from the Client.
