Overall Programme Objective

LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.

Objectives of the Role

The Field Support Engineer will provide field-based engineering support to facilitate delivery of demand-led technical assistance to participating local governments. Working under the technical direction of specialist experts and the day-to-day coordination of the Team Lead – TA Response, the Support Engineer will provide follow-up implementation support, coaching and coordination after specialist missions, helping local government staff apply agreed recommendations, strengthen engineering systems and embed improved practices. The role extends the impact of specialist technical assistance by maintaining continuity of support between expert visits and ensuring agreed actions are implemented and documented.

The Field Support Engineer's key responsibilities will include

Support specialist experts during demand-led technical assistance assignments.

Provide follow-up engineering support after specialist missions.

Coach local government technical staff in implementing agreed systems-strengthening actions.

Coordinate field activities for hands on coaching and mentoring with participating local governments and programme staff that will lead to practices embedded in systems.

Monitor progress and report implementation issues.

Capture implementation lessons and assignment feedback.

Scope of Work

The Field Support Engineer will be responsible for the following tasks

1. Support delivery of specialist technical assistance

Accompany specialist technical experts during field assignments and support delivery of demand-led technical assistance focused on system strengthening by assisting with technical assessments, meetings, site visits, coaching activities and preparation of agreed follow-up actions.

2. Provide follow-up support to local governments

Remain engaged with participating local governments following specialist assignments to support implementation of agreed recommendations, provide practical coaching, help resolve implementation challenges associated with agreed recommendations and monitor progress against agreed actions.

3. Support implementation of systems strengthening activities

Assist local government staff to apply improved engineering procedures, quality assurance practices, planning tools, procurement processes, construction supervision approaches and other systems-strengthening measures identified during specialist technical assistance assignments.

4. Coordinate field activities

Maintain communication with participating local governments, the Team Lead – TA Response, and the Provincial Liaison engineer (for missions to Karnali) to coordinate field visits, schedule follow-up activities and identify where additional specialist support may be required.

5. Monitor progress and provide feedback

Monitor implementation of agreed actions, identify implementation challenges and emerging technical issues, and provide regular progress updates to the Team Lead – TA Response and relevant specialist experts.

6. Support programme learning

Document field observations, implementation experience, good practices and lessons learned from technical assistance assignments, contributing to programme learning and continuous improvement of the demand-led technical assistance model.

7. Support assignment close-out

Assist with documenting assignment outputs, collecting feedback from local governments and ensuring agreed actions, records and technical documentation are completed before assignment closure.

Qualifications and Experience

Education

Bachelor's degree in civil engineering.

Master's degree in Engineering, International Development, or relevant areas is desirable.

Registration with the Nepal Engineering Council.

Experience

Minimum 5 years' experience in infrastructure planning, design, construction supervision or local government engineering.

Experience working with local governments or community infrastructure programmes in Nepal.

Experience supporting construction supervision, quality assurance and implementation of infrastructure projects.

Experience working within multidisciplinary engineering teams.

Previous experience on donor-funded infrastructure programmes is desirable.

Technical Knowledge

Understanding of local government infrastructure delivery processes.

Working knowledge of infrastructure planning, design review, procurement, construction supervision and quality assurance.

Familiarity with Nepal's infrastructure standards, public procurement framework and local government systems.

Understanding of GEDSI, climate resilience, disaster risk reduction, safeguarding and occupational health and safety principles.

Knowledge of Improved Modality Guidelines is desirable.

Skills and Competencies

Strong interpersonal and coaching skills.

Ability to work independently in remote field locations.

Good coordination and communication skills.

Practical problem-solving ability.

Good report writing and documentation skills.

Proficiency in Microsoft Office applications.

Fluency in written and spoken English and Nepali.

Key Terms and Conditions

Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.

Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti-corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.

Duration

The position is expected to be continued till until 31st March 2027, subject to sufficient interest in the demand led model and success of the delivery model and budgetary commitment from the Client.
