Duty Station: Kathmandu with regular travel to Lumbini to support institutional uptake at the Provincial level
Overall Programme Objective
LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.
Objectives of the Role
The Road Engineering Expert will provide specialist, demand-led technical assistance to participating local governments to strengthen road sector systems, engineering practices and institutional capacity. Leading mobile technical support assignments, the expert will diagnose systems challenges, develop practical improvement plans, mentor local government engineers and oversee initial implementation of agreed actions. The expert will provide technical direction to assigned Support Engineers and other team members, ensuring continuity of technical assistance after specialist missions and contributing to programme learning and institutional uptake.
The Road Engineering Expert's key responsibilities will include
Lead mobile road engineering assignments.
Diagnose engineering systems and identify improvements.
Direct and mentor Support Engineers.
Strengthen road engineering systems within local governments.
Generate technical learning and recommendations.
Scope of Work
The Road Engineering Expert will be responsible for the following tasks
1. Lead road engineering technical assistance assignments.
Plan and lead demand-led technical assistance assignments addressing road planning, design review, construction supervision, quality assurance, maintenance planning and asset management, with a focus on strengthening local government systems rather than individual infrastructure assets.
2. Diagnose systems and identify improvements.
Assess existing engineering systems, technical capacity and delivery practices, identifying practical opportunities to strengthen planning, quality assurance, maintenance, technical decision-making and engineering management.
3. Develop and initiate improvement plans.
Agree practical systems-strengthening actions with local government counterparts, provide initial coaching and technical support, and establish implementation arrangements for follow-up by Support Engineers.
4. Provide technical direction to Support Engineers.
Provide technical guidance, mentoring and oversight to assigned Support Engineers, review progress, resolve technical issues and adjust implementation approaches as required.
5. Coordinate with programme teams.
Work closely with the Team Lead – TA Response and Provincial Liason Engineer if required, Technical Coordinator and other technical specialists to ensure assignments are well coordinated and integrated with wider programme support.
6. Contribute to programme learning.
Document technical lessons, recurring challenges and good practices to inform programme learning, technical guidance and institutional reform.
Qualifications and Experience
Education
Bachelor's degree in Civil Engineering (Master's desirable).
Registration with the Nepal Engineering Council.
Experience
Minimum 10 years' experience in road engineering, including design, construction supervision and maintenance.
Experience working with local governments and donor-funded programmes.
Experience on donor-funded infrastructure programmes desirable.
Skills
Strong mentoring, facilitation and stakeholder engagement skills.
Strong analytical and problem-solving skills in road engineering and infrastructure delivery systems.
Ability to diagnose engineering systems challenges and develop practical improvement plans.
Key Terms and Conditions
Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.
Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti-corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.
Duration
The position is expected to be continued till until 31st March 2027, subject to sufficient interest in the demand led model and success of the delivery model and budgetary commitment from the Client.
