Duty Station: Kathmandu with regular travel to Lumbini to support institutional uptake at the Provincial level

Overall Programme Objective

LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.

Objectives of the Role

The Technical Manual and Guidance Development Expert will provide specialist support to convert programme learning, technical experience and government requirements into practical manuals, operational guidance, standard operating procedures and implementation tools. The role will ensure technical knowledge generated through demand-led technical assistance is translated into clear institutional resources that strengthen local government systems beyond individual assignments. The role will also support efforts to promote institutional uptake of technical manuals, guidance and implementation tools across government systems as well as identify and lead technical policy engagement dialogues.

The Technical Manual and Guidance Development Expert's key responsibilities will include

Develop technical manuals and operational guidance.

Update institutional tools.

Test guidance with local governments.

Improve consistency across technical resources.

Support programme knowledge management.

Support institutional uptake of technical manuals, guidance and implementation tools.

Support technical institutional reform through engagement with government technical agencies and development of engineering guidance, standards and operational procedures.

Scope of Work

The Technical Manual and Guidance Development Expert will be responsible for the following tasks

1. Develop technical guidance

Prepare practical manuals, guidance notes, SOPs, templates, checklists and operational tools based on programme experience and government priorities.

2. Update existing guidance

Review and improve existing manuals, engineering guidance and implementation tools to reflect lessons emerging from demand-led technical assistance.

3. Test institutional resources

Pilot draft manuals and guidance with local governments and refine products based on user feedback.

4. Standardise technical approaches

Promote consistency across programme tools, technical guidance and institutional resources.

5. Support technical communication

Work closely with the Evidence and Communication Expert to ensure technical guidance is accessible and user-friendly.

6. Capture learning

Document implementation feedback to support continuous improvement of technical manuals and institutional guidance and share lessons with the LISP TA team (i.e. Engineering Norms, Standards and Tools Expert and Policy Engagement and Institutional Uptake Lead) to inform guidance updates, technical recommendations and wider institutional uptake of technical manuals, guidance and implementation tools.

7. Support institutional uptake of technical manuals and guidance

Work with the Policy Engagement and Institutional Uptake Lead and other members of the LISP TA team, relevant federal government agencies, provincial infrastructure ministries and other sector stakeholders to promote institutional uptake of technical manuals, guidance, SOPs and implementation tools strengthened through LISP. Contribute technical inputs to consultations, workshops, working groups and policy dialogues, and support the identification of opportunities to embed successful approaches within government systems.

8. Support technical institutional reform and guidance development

Engage with government technical agencies, including DoLID, and other relevant sector institutions to identify opportunities for strengthening technical standards, engineering guidance, operational procedures and implementation tools. Work collaboratively with government counterparts, the Policy Engagement and Institutional Uptake Lead, and the Institutional Reform and Policy Support Expert to develop and refine technical guidance, standards and procedural improvements that support the institutionalisation of proven LISP approaches within government systems.

Qualifications and Experience

Education

Bachelor's degree in civil engineering.

Master's degree in Engineering, International Development, or relevant areas is desirable.

Experience

Minimum 10 years' experience in infrastructure design, quality assurance and engineering standards.

Experience developing engineering standards or technical publications.

Experience working with local, provincial, and federal governments and ministries and development partners.

Experience developing or applying engineering standards and QA systems.

Experience on donor-funded infrastructure programmes desirable.

Skills

Excellent technical writing, editing and document development skills.

Engineering quality assurance and infrastructure standards

Strong understanding of government technical standards, guidance development and institutional processes for updating engineering manuals and operational procedures

Ability to translate technical experience and programme learning into practical manuals, guidance, SOPs and implementation tools.

Ability to facilitate technical workshops and working groups involving government engineers and sector specialists.

Strong communication and presentation skills in English and Nepali.

Key Terms and Conditions

Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.

Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti-corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.

Duration

The position is expected to be continued till until 31st March 2027, subject to sufficient interest in the demand led model and success of the delivery model and budgetary commitment from the Client.
