Duty Station: Kathmandu with regular travel to Lumbini to support institutional uptake at the Provincial level
Overall Programme Objective
LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.
Objectives of the Role
The Environment, Social and Climate Resilience Expert will provide specialist, demand-led technical assistance to strengthen the integration of environmental sustainability, climate resilience, disaster risk reduction, GEDSI and social safeguards into local government infrastructure systems. Leading mobile technical assignments, the expert will support local governments to strengthen institutional processes, improve compliance with environmental and social requirements and embed resilient and inclusive practices across the infrastructure lifecycle. The expert will provide technical direction to assigned Support Engineers and contribute to programme learning and institutional reform.
The Environment, Social and Climate Resilience Expert's key responsibilities will include
Lead environment, social and climate resilience assignments.
Strengthen environmental and social management systems.
Integrate climate resilience, DRR, GEDSI and safeguarding into infrastructure delivery.
Mentor Support Engineers.
Generate evidence for programme learning and policy engagement.
Scope of Work
The Environment, Social and Climate Resilience Expert will be responsible for the following tasks
1. Lead environmental, social and climate resilience technical assistance assignments.
Lead mobile technical support focused on strengthening local government systems for environmental management, climate resilience, disaster risk reduction, GEDSI, safeguarding and occupational health and safety.
2. Assess institutional systems.
Review existing policies, procedures, planning processes and implementation practices to identify opportunities for strengthening environmental and social governance within infrastructure delivery.
3. Develop practical improvement plans.
Work with local government counterparts to identify achievable improvements in environmental screening, climate resilience, risk management, social inclusion, consultation, safeguarding and compliance processes.
4. Provide technical direction to Support Engineers.
Guide assigned Support Engineers in implementing agreed follow-up actions, monitor progress and provide additional technical advice as required.
5. Strengthen local capacity.
Deliver coaching, mentoring and practical support that enables local governments to routinely integrate environmental, social and climate considerations into infrastructure planning and implementation.
6. Contribute to programme learning and policy engagement.
Document implementation lessons, emerging good practice and institutional barriers, providing technical inputs to the Evidence and Communication Expert and Policy Engagement and Institutional Uptake Lead to support wider institutionalisation.
Qualifications and Experience
Education
Bachelor's degree in Environmental Engineering, Civil Engineering, Environmental Science, Natural Resource Management or a related discipline (Master's desirable).
Experience
Minimum 10 years' experience in environmental management, climate resilience, disaster risk reduction or social safeguards within infrastructure programmes.
Experience working with local governments and donor-funded programmes.
Experience on donor-funded infrastructure programmes desirable.
Skills
Strong understanding of environmental safeguards, GEDSI, climate adaptation and infrastructure resilience.
Excellent facilitation, mentoring and stakeholder engagement skills.
Strong analytical and problem-solving skills in environmental management, climate resilience and infrastructure governance systems.
Ability to assess institutional systems and develop practical environmental, social and climate resilience improvement plans.
Key Terms and Conditions
Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.
Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti-corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.
Duration
The position is expected to be continued till until 31st March 2027, subject to sufficient interest in the demand led model and success of the delivery model and budgetary commitment from the Client.
