Overall Programme Objective

LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.

Objectives of the Role

The Water Supply and Irrigation Engineering Expert will provide specialist, demand-led technical assistance to strengthen local government systems for planning, design, implementation, operation and maintenance of water supply infrastructure. The expert will lead mobile technical assignments, diagnose institutional and technical challenges, initiate systems improvements and provide technical direction to Support Engineers to ensure continuity of implementation and sustained capacity development.

The Water Supply and Irrigation Engineering Expert's key responsibilities will include

Lead mobile water supply and irrigation engineering assignments.

Diagnose engineering systems and identify improvements.

Direct and mentor Support Engineers.

Strengthen water supply and irrigation engineering systems within local governments.

Generate technical learning and recommendations.

Scope of Work

The Water Supply and Irrigation Engineering Expert will be responsible for the following tasks

1. Lead water supply technical assistance assignments

Lead demand-led assignments focused on strengthening systems for water supply planning, design review, implementation, operation, maintenance, quality assurance and service sustainability.

2. Diagnose systems and identify improvements

Assess institutional arrangements, engineering practices and operational systems and identify practical improvements that strengthen local government capacity.

3. Initiate systems strengthening

Develop agreed improvement plans, provide technical coaching and establish follow-up actions to be implemented by Support Engineers and local government staff.

4. Provide technical direction to Support Engineers

Guide and mentor assigned Support Engineers, monitor progress and provide additional technical advice where required.

5. Coordinate programme delivery

Work closely with the Team Lead – TA Response and Provincial Liason Engineer if required, Technical Coordinator and other specialists to coordinate technical assistance assignments.

6. Contribute to programme learning

Capture implementation lessons and technical recommendations to inform programme learning, technical guidance and institutional uptake.

Qualifications and Experience

Education

Bachelor's degree in Civil Engineering

Master's in Water Supply/Sanitary Engineering preferred.

Registration with the Nepal Engineering Council.

Experience

Minimum 10 years' experience in rural or municipal water supply engineering.

Experience with operation and maintenance systems.

Experience working with local governments and donor-funded programmes is desirable.

Skills

Strong mentoring, facilitation and stakeholder engagement skills.

Strong analytical and problem-solving skills in water supply and irrigation engineering and infrastructure delivery systems.

Ability to diagnose institutional and engineering systems challenges and develop practical improvement plans.

Key Terms and Conditions

Consultants will be retained on a framework/call-down basis to provide technical assistance to Local Governments under LISP. Assignments will be offered according to programme priorities and Local Government demand. With the Post-July LISP TA, TA support will be fully demand driven. Consequently, the allocation of inputs under any resulting contract does not guarantee utilisation of the full level of effort, and deployments will be made only when required by participating Local Governments and approved by LISP.

Successful consultants will be required to adhere to DT Global's Code of Conduct, safeguarding, anti- corruption, confidentiality, and health and safety policies. Consultants must complete mandatory compliance training and maintain the highest standards of professional integrity and ethical behaviour throughout the assignment.

Duration

The position is expected to be continued until 31st March 2027, subject to sufficient interest in the demand-led model and success of the delivery model and budgetary commitment from the Client.
