CDC Doti is a Provincial non-profit organization, NGO working for the social and economic empowerment of people under the vulnerable zone and community. It was established on 16/09/2049 B.S and has been serving since 30 years for the same cause for social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government, international non-government agencies, community based organization in various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and people on advocacy development in various sectors. CDC believes in human potentials and strives to empower social well-being, community-led development, accountability to community, donors and stakeholders, government and non-government agencies. In this period CDC Doti has developed strong networking, professional relationship among various organizations, networks and structures in the district and province . CDC has hands-on experience on social development, capacity strengthening of local level government, community based organization in Nepal.

The Community Development Centre (CDC), established in B.S. 2049 by a group of dedicated development professionals and activists, is a well-recognized non-governmental organization with more than three decades of experience in community empowerment. With strong technical expertise, robust financial systems, and deep understanding of the local context, CDC has successfully led inclusive and multi-sectoral programs in Sudurpaschim Province. Its work spans across inclusive education, health, WASH, disaster risk reduction, youth engagement, child protection, and women's empowerment. By addressing pressing challenges such as inadequate infrastructure, harmful social practices, governance gaps, low educational performance, and persistent barriers for marginalized groups, the organization has played a pivotal role in driving sustainable improvements in the lives of vulnerable communities.

The Empowered Women, Prosperous Nepal (EWPN) Joint Programme is a collaborative initiative of the Government of Nepal, the European Union, ILO, UNICEF, UNFPA and UN Women. The programme advances gender equality and women's economic empowerment through strengthened social norms, improved economic rights and enhanced institutional capacities. EWPN operates across Madhesh, Karnali and Sudurpashchim Provinces, supporting women farmers and micro-entrepreneurs engaged in vegetables, goat rearing and citrus through capacity building, access to finance, market linkages and value chain strengthening. The programme is aligned with national gender equality frameworks and contributes to inclusive and sustainable economic growth.

Women in rural Nepal continue to face significant barriers in accessing formal finance. Despite their large presence in agriculture, only a limited proportion of women farmers have access to affordable lending, savings products or formal credit. Structural constraints — distance to bank branches, low financial literacy, lack of documentation, limited collateral ownership and sociocultural norms — continue to exclude women from the formal financial ecosystem. National assessments indicate that only around 36% of Nepalis regularly use formal banking services, pushing many smallholders toward informal lenders charging excessively high interest rates. At the same time, agricultural lending has declined and commercial banks have become increasingly cautious due to perceived credit risk in agriculture and the suspension of concessional lending schemes.

The current macroeconomic context, however, presents a window of opportunity. With historically low commercial lending rates, excess liquidity in the banking system and stagnating credit demand, banks are increasingly motivated to explore new lending avenues. This aligns well with EWPN's objective of strengthening women's access to finance by addressing last-mile barriers. Evidence shows that where financial literacy, documentation support and direct community engagement are combined, women's access to formal banking services increases substantially. Building sustained bank–customer relationships at the community level therefore has both developmental relevance and long-term sustainability potential.

Under EWPN, ILO works through three implementing partners — FORWARD Nepal, SAEWCC (Dailekh) and Community Development Center (CDC) – Doti — reaching over 1,500 women directly and more than 4,000 farmers indirectly. As part of the programme extension, EWPN is scaling two interventions: strengthening the capacity of women farmers and market actors to develop gender-responsive and viable business and investment plans, and improving access to formal finance through structured partnerships with commercial banks. Three trainings are planned, one in each province, for a total of 90 businesses in the agriculture sector that are ready to scale.

To ensure quality, coherence and technical rigour across these interventions in its area of operation, Community Development Center (CDC) – Doti is seeking to engage a Regional Finance Expert for Sudurpashchim Province.
