Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

For the Development of Hand-Book on  disability Inclusive SRH Service Delivery

Blind Youth Association Nepal (BYAN) is a youth-led, rights-based organization established in 2012, led by and working for and with blind, partially sighted and other children and youth with disabilities in Nepal. With a nationwide presence through 10 dedicated chapters, BYAN promotes the rights, inclusion, leadership and meaningful participation of children and young people with disabilities.

BYAN works through advocacy, capacity strengthening, research, community engagement, partnerships and policy dialogue, with a focus on inclusive education, sexual and reproductive health and rights, employment and livelihoods, leadership and civic participation, climate and disaster resilience, and disability-inclusive development. BYAN works with government, organizations of persons with disabilities, civil society, youth networks and development partners to build an inclusive and equitable society where children and young people with disabilities can exercise their rights and lead change.

BYAN is currently implementing the Advancing Rights for Inclusive Sexual and Reproductive Health and Education (ARISE) Project which promotes inclusive access to Comprehensive Sexuality Education (CSE) and Sexual and Reproductive Health and rights (SRHR) information and services, with a focus on youth with disabilities.

Persons with disabilities have the same sexual and reproductive health (SRH) needs and rights as persons without disabilities; however, these rights are often overlooked. There is evidence that persons with disabilities often encounter grave barriers when accessing sexual and reproductive health services. They face multiple barriers to accessing SRH services, including physically inaccessible facilities, lack of suitable transportation and assistive devices, inaccessible information and communication, and long waiting times. In addition, negative attitudes and limited knowledge among health service providers about the SRH needs of persons with disabilities can further restrict access to appropriate services.

Therefore, there is a need for a practical, disability-inclusive SRHR guideline and job aid for health care providers (HCPs) to address the limited availability of practical guidance on responding to the diverse SRHR needs of persons with disabilities. The proposed handbook will translate rights-based and disability-inclusive SRHR principles into simple, user-friendly guidance that HCPs can apply in routine service delivery. It will cover disability types and related SRHR needs, respectful terminology and communication, informed consent, privacy and confidentiality, reasonable accommodation, accessibility, and non-discriminatory service provision.

The handbook will include practical tools such as checklists, key messages, do’s and don’ts, communication tips, accessibility considerations, disability-specific service delivery guidance, and referral information. It will primarily be used by HCPs and SRHR service providers, while also serving as a reference for health facility managers, health educators, government stakeholders, CSOs/development partners, and OPDs. The handbook will be developed in coordination with National Health Education, Information and Communication Center (NHEICC) and other relevant stakeholders to ensure alignment with Nepal’s national SRHR policies, guidelines, and standards. BYAN intends to engage a qualified expert to lead its development.

To develop a comprehensive, practical, adolescence-friendly, and disability-inclusive handbook that provides guidance on inclusive SRHR and accessible service delivery for health service providers and other relevant actors.

The expert consultant will use a participatory and collaborative methodology to develop a practical Handbook on Inclusive SRHR and Service Delivery, working closely with BYAN throughout the process.

The consultant/firm will be responsible for the following deliverables

The assignment will be completed within the mutually agreed timeframe between BYAN and the selected expert. The assignment will require a total of 15 working days and is expected to be completed by mid-October 2026.

7. Required Qualifications and Experience

The budget will be determined based on the technical and financial proposals submitted. Payments will be made in installments upon delivery of key milestones.
