Objective

The overall objective is to reunite separated children with their families. The Reintegration Facilitator (RF) will develop and implement effective strategies to reintegrate children at risk, children requiring special protection and care, trafficked children, and displaced children within their communities and families, where circumstances permit.

Responsibilities

(R1) Liaise and coordinate with government offices, NGOs, INGOs, local communities, and other relevant stakeholders.

(R2) Manage and facilitate the child family reintegration process and related advocacy activities.

(R3) Prepare and communicate activity and financial reports through both verbal and written means.

(R4) Monitor the sustainability of project activities and ensure the safety, security, and well- being of all children involved in the project.

Activities related to R1

Meet all the legal requirements of the Government of Nepal (GoN) while conducting family reintegration and community awareness.

Strong coordination and Liaise with Central level, District level and Local level stake holders: National Child Rights Council, Provincial Child Rights Committee, District Administration Office, District Police Office, District Coordination Committee, Local Levels, Local Child Rights Committee, Schools, School Management Committee, Child Clubs, Mother groups, local police, community leaders, local NGOs and other stakeholders.

Participate in coordination meetings, consultations, workshops, and other relevant forums.

Coordinate with local authorities and service providers for timely referral and support to reunified children and families.

Extend SYSs network with local, provincial, and federal stakeholders.

Activities related to R2 & R4

Locate the children at risk, trafficked and displaced children, and compile all data necessary to meet requirements.

Conduct family tracing, child and family assessments, and community assessments to identify safe and appropriate reintegration options all over Nepal.

Assessment of village situation including but not limited to school, health posts, transportation, communication and political situation.

Assessment of families’ situation, including but not limited to incomes, expenditures, safety, health, security, resources, etc.

Develop and implement individual reintegration plans and provide recommendations based on the best interests of each child.

Facilitate reunification with families of origin or, where this is not possible, support family- and community-based alternative care, including kinship and foster care.

Coordinate and manage family support, conduct post-reintegration monitoring, and ensure the safety, well-being, and sustainability of reintegration.

Identify and respond to protection risks and ensure timely referral and support when required.

Link the reunified children and families to the locally available resources and social security schemes.

Provide legal assistance and facilitate access to necessary documentation for children and families, including birth certificates, citizenship certificates, and other relevant legal documents.

Provide psychosocial counselling to the reunified children and families.

Conduct wellbeing assessment of reunified children.

Conduct community sensitization and advocacy on child rights, child protection, child trafficking, child abuse prevention, family preservation, and the harms of unnecessary family separation and institutional care.

Engage community, faith-based, and other local leaders to promote family preservation and prevent unnecessary separation of children.

Maintain proper case documentation, participate in relevant meetings, and contribute to planning and budgeting of reintegration activities.

Activities related to R3

Prepare reports (Weekly, monthly, bi-monthly, quarterly, and event) summarizing all activities involved in reintegration and community sensitization in SYSs standard format.

Document with photographs all families, children, and the community. Obtain informed consent before taking, using, storing, or sharing photographs or videos of children, families, and community members, ensuring that their privacy, dignity, safety, and best interests are protected at all times.

Maintain and update on the computer as required, all information on children’s profiles, family visits and assessments completed.

Communicate project progress, challenges, outcomes, and financial updates to relevant supervisors and stakeholders.

Support the preparation of budgets, work plans, and other required project documents.

Working Days and Hours

The post holder is required to work for 8 hours per day (including lunchtime) from 9 am to 5 pm on office days, apart from field visits. There are times when SYS works beyond the hours of a normal workday and may require working overtime if necessary. Extended working hours may occasionally be necessary to complete comprehensive reporting requirements or manage urgent field-level operational emergencies.

Required qualifications and competences

Intermediate level (Grade 12) passed in a relevant field such as Humanities, Management, or Education, with at least 2 years of work experience in the development sector. (Bachelor preferred)

Preference will be given to candidates with experience in child rights, community mobilization, and family reintegration.

Good written and verbal communication skills in both English and Nepali.

Good knowledge and practical skills in computer applications.

Ability to learn, lead, work effectively in a team, and adapt to changing situations.

Shrijansil Yuwa Samaj (SYS), Ramechhap/Nepal is one of the leading NGOs based in the Ramechhap District. It is devoted towards holistic development of deprived groups of people (women, children, Dalits, janajati, people with disability, ethnic and indigenous) who are facing the problem of social exclusion in the normal service delivery mechanisms on grounds such as inaccessibility, flaws in the intervention processes and approaches, gender, caste and ethnicity.
