Job Description

With the vision of “Growing together for equitable Society” Social Network for Justice and Development (SN-JD), a community-based organization network (CBO Federation) was established in 2008, and is registered at the District Administration Office Jhapa and Social Welfare Council. SNJD working in the Jhapa district. It comprises a network of 10 Community Based Organizations, 7 Cooperatives, 22 Disaster Management Teams, 3 Disabled People’s Organizations which is covered by the SN-JD. There are total 3426 members (579 male and 2847 female), who are placed in 155 groups affiliated with 10 CBOs.

Since 2008, SN-JD is dedicated to empowering and uplifting the Disaster affected, poor, vulnerable, socially excluded and marginalized communities. SNJD works for women, people with disability, Dalits, youth, indigenous communities etc. to their equitable access to livelihoods, quality services, protection and social cohesion. SNJD working with the partnership of Lutheran World Federation Nepal as well as close coordination of the Government of Nepal.

Social Network for Justice & Development (SN-JD), with support from its development partners, is implementing activities aimed at strengthening community resilience, inclusive disaster risk management (DRM), climate change adaptation and community-based advocacy. To strengthen the capacity of local governments, Community Disaster Management Committees (CDMCs) and other stakeholders, SN-JD intends to engage a qualified Technical Consultant/Resource Person to develop practical guidelines and facilitate CDMC advocacy planning.

The assignment will cover the following three components

The overall objective is to develop practical, user-friendly guidance and strengthen CDMC capacity to promote resilient, inclusive and accessible disaster risk management and health services.

A. Community Resilience Assessment Guideline

B. GEDSI Integration Operational Guidelines

C. CDMC Advocacy Planning on Inclusive Health Services

The consultant/RP will facilitate three separate planning processes with CDMCs in Jhapa, Gaurigunj and Shivasatakshi Municipality. The consultant will:

5. Expected Participants/Stakeholders

The assignment will engage approximately 20 participants in guideline consultation/validation processes and approximately 45 CDMC members/stakeholders through the three advocacy planning processes. Relevant local government officials, health service representatives, project staff and other stakeholders may participate as appropriate.

The assignment is expected to be completed during August–September 2026. The consultant will work closely with the Program Coordinator (PC) and Program Officer (PO) of SN-JD and coordinate with CDMCs, local governments and relevant stakeholders. Consultations may be conducted physically or online as appropriate.

The maximum total budget for this assignment is

The budget is inclusive of all applicable taxes, travel, logistics, and professional fees.

7. Required Qualification and Experience

Interested consultants/RPs or eligible firms are requested to submit

SN-JD will assess proposals based on relevant experience, technical approach/methodology, understanding of the assignment, quality of proposed deliverables and value for money. SN-JD reserves the right to negotiate the scope, schedule and financial proposal with the selected consultant/RP.

9. Payment, Ownership and Confidentiality

Payment will be made against agreed deliverables and satisfactory completion of the assignment as specified in the consultancy agreement. All reports, guidelines, tools and advocacy plans produced under this assignment will remain the property of SN-JD. The consultant/RP shall maintain confidentiality and comply with SN-JD’s safeguarding, PSEA, protection and other applicable organizational requirements.
