For Development of Community Resilience & GEDSI Guidelines and CDMC Advocacy Planning on Inclusive Health Services

Organization: Social Network for Justice & Development (SN-JD)

1. Background

Social Network for Justice & Development (SN-JD), with support from its development partners, is implementing activities aimed at strengthening community resilience, inclusive disaster risk management (DRM), climate change adaptation and community-based advocacy. To strengthen the capacity of local governments, Community Disaster Management Committees (CDMCs) and other stakeholders, SN-JD intends to engage a qualified Technical Consultant/Resource Person to develop practical guidelines and facilitate CDMC advocacy planning.

The assignment will cover the following three components:

  1. Community Resilience Assessment Guideline for Community-Based Disaster Risk Management (CBDRM);
  2. GEDSI Integration Operational Guidelines for Inclusive Disaster Risk Management; and
  3. CDMC Advocacy Plans on Inclusive and Accessible Health Services in three selected locations.

2. Objective of the Assignment

The overall objective is to develop practical, user-friendly guidance and strengthen CDMC capacity to promote resilient, inclusive and accessible disaster risk management and health services.

Specific objectives are to:

  • Develop a standardized guideline for assessing community resilience and identifying resilience gaps and priorities;
  • Develop operational guidance for integrating Gender Equality, Disability and Social Inclusion (GEDSI) into DRM planning, implementation, monitoring and response;
  • Facilitate CDMCs to identify barriers and priorities related to inclusive and accessible health services;
  • Develop practical advocacy plans with clear objectives, actions, responsibilities and engagement mechanisms; and
  • Ensure consultation and validation with relevant project staff, CDMCs, local governments and stakeholders.

3. Scope of Work

A. Community Resilience Assessment Guideline

The consultant/RP will:

  • Review relevant existing resilience, CBDRM and DRR frameworks/guidelines;
  • Develop a practical community resilience assessment framework/tool;
  • Define key resilience dimensions, indicators and assessment methods;
  • Prepare a draft guideline suitable for use by CDMCs, local governments and project staff;
  • Facilitate consultation/validation sessions and incorporate feedback; and
  • Finalize the guideline in an accessible and user-friendly format.

B. GEDSI Integration Operational Guidelines

The consultant/RP will:

  • Review relevant GEDSI, inclusion and DRM policies/guidelines;
  • Identify practical entry points for GEDSI integration in DRM planning, implementation, preparedness, response and monitoring;
  • Develop operational guidance, tools/checklists and practical recommendations;
  • Consult with relevant staff and stakeholders;
  • Revise the draft based on feedback; and
  • Submit the finalized GEDSI Integration Operational Guidelines.

C. CDMC Advocacy Planning on Inclusive Health Services

The consultant/RP will facilitate three separate planning processes with CDMCs in Jhapa, Gaurigunj and Shivasatakshi Municipality. The consultant will:

  • Facilitate participatory workshops with CDMCs and relevant stakeholders;
  • Identify barriers, gaps and priorities related to inclusive and accessible health services;
  • Support each CDMC to define advocacy objectives, key messages, stakeholders, actions, responsibilities and timelines;
  • Ensure consideration of gender, disability, social inclusion and disaster resilience;
  • Support CDMCs to identify practical advocacy actions and coordination mechanisms; and
  • Finalize three location-specific advocacy plans incorporating participants’ feedback.

4. Key Deliverables

The consultant/RP will submit:

  • Brief inception/work plan;
  • Draft Community Resilience Assessment Guideline;
  • Final Community Resilience Assessment Guideline after consultation/validation;
  • Draft and final GEDSI Integration Operational Guidelines;
  • Facilitation of three CDMC advocacy planning workshops;
  • Three finalized CDMC Advocacy Plans on Inclusive Health Services; and
  • Brief completion report summarizing the process, consultations, key findings and recommendations.

5. Expected Participants/Stakeholders

The assignment will engage approximately 20 participants in guideline consultation/validation processes and approximately 45 CDMC members/stakeholders through the three advocacy planning processes. Relevant local government officials, health service representatives, project staff and other stakeholders may participate as appropriate.

6. Duration and Coordination

The assignment is expected to be completed during August–September 2026. The consultant will work closely with the Program Coordinator (PC) and Program Officer (PO) of SN-JD and coordinate with CDMCs, local governments and relevant stakeholders. Consultations may be conducted physically or online as appropriate.

7. Budget

The maximum total budget for this assignment is:

Note: The budget is inclusive of all applicable taxes, travel, logistics, and professional fees.

7. Required Qualification and Experience

The consultant/RP should have:

  • At least a Master’s degree in Disaster Risk Management, Development Studies, Social Sciences, Public Health, Gender Studies or a relevant field;
  • Demonstrated experience in DRR/DRM, community resilience, GEDSI/inclusion and/or advocacy planning;
  • Proven experience in developing guidelines, manuals, tools, frameworks or similar technical documents;
  • Experience facilitating participatory workshops and consultations with communities, CDMCs or local governments;
  • Good understanding of the Nepalese disaster risk management and local governance context;
  • Strong report writing, facilitation and communication skills; and
  • Previous experience with NGOs/development organizations will be an advantage.

8. Application and Selection

Interested consultants/RPs or eligible firms are requested to submit:

  • Updated CV/profile of the consultant(s);
  • Brief technical proposal/work approach and proposed methodology;
  • Relevant samples or list of similar assignments completed;
  • Relevant references (if available) ; and
  • Financial proposal with a clear breakdown for the three components.

SN-JD will assess proposals based on relevant experience, technical approach/methodology, understanding of the assignment, quality of proposed deliverables and value for money. SN-JD reserves the right to negotiate the scope, schedule and financial proposal with the selected consultant/RP.

9. Payment, Ownership and Confidentiality

Payment will be made against agreed deliverables and satisfactory completion of the assignment as specified in the consultancy agreement. All reports, guidelines, tools and advocacy plans produced under this assignment will remain the property of SN-JD. The consultant/RP shall maintain confidentiality and comply with SN-JD’s safeguarding, PSEA, protection and other applicable organizational requirements.
