Consultancy for On-Premises Integrated Communication Flow Dashboard for Risk Dissemination and Early Warning System

People in Need (PIN) is a non-governmental, non-profit international organization founded in the Czech Republic in 1992, currently operational in 22 countries. PIN Nepal has been active since the 2015 earthquake and leads programmes under three strategic pillars: Emergency Response and Recovery; Climate Resilience; and Civil Society and Inclusive Governance.

RAIN (Resilience, Adaptation and Inclusion in Nepal) is funded by the British Embassy Kathmandu and implemented by the RAIN Consortium led by PIN Nepal. Partners include Dan Church Aid (DCA), Community Self-Reliance Centre (CSRC), Prerana, LI-BIRD, Youth Innovation Lab (YIL), UK Met Office, Red Cross Red Crescent Climate Centre, and Czech Hydrometeorological Institute (CHMI). Government collaborators include the National Disaster Risk Reduction and Management Authority (NDRRMA), the Nepal Meteorological Department (NMD), and the Ministry of Home Affairs (MoHA). RAIN focuses on two intermediate outcomes: (1) enhancing community resilience and (2) strengthening governmental systems in Early Warning (EW), Early Action (EA), and climate adaptation. The programme operates across 12 core Local Governments in Madhesh and Lumbini provinces.

The Nepal Meteorological Department (NMD) is the lead agency in Nepal responsible for hydrometeorological monitoring, forecasting, and issuing early warnings for multi-hazard events. Currently, NMD disseminates early warning messages via mobile SMS through two major telecom providers: Nepal Telecom (NTC) and Ncell. However, this system has critical limitations:

To address these limitations, NMD – with support from PIN under the RAIN programme – is seeking to procure and deploy a fully on-premises, open-source Integrated Communication Flow Dashboard capable of simultaneously activating multiple dissemination channels including SMS and Interactive Voice Response (IVR) using SIP trunks from NTC and Ncell.2. Objectives of the Assignment

To design, develop, deploy, and operationalize a fully on-premises, open-source Integrated Communication Flow Dashboard and multi-channel dissemination system at NMD's data center in Kathmandu, enabling coordinated and simultaneous multi-hazard early warning dissemination via SMS and IVR using NTC and Ncell SIP trunks, fully aligned with the Common Alerting Protocol (CAP).

Interested solution providers must submit

a. Cover letter and company/team profile.

b. Technical proposal describing: proposed system architecture (on-premises, no cloud); technology stack justification; integration approach for NTC/Ncell SIP and SMS; CAP implementation methodology; dashboard design approach; risk mitigation plan.

c. CVs of all proposed key personnel.

d. Detailed implementation plan and Gantt chart aligned with the deliverables and timeline in Section 5.

e. Financial proposal with line-item budget covering all phases, personnel, infrastructure components, and post-deployment support in NPR

f. Signed statement confirming the solution will be 100% on-premises with no cloud dependencies.

g. Copy of PAN/VAT registration certificate

h. Copy of company registration certificate

i. Tax clearance certificate (2081/82)
