Supervises: Site engineers/supervisors, partner technical personnel, consultants, skilled workers or technical volunteers assigned; no permanent direct reports initially unless approved.

Travel / deployment: Extensive (normally 70% or more), including difficult-access construction sites.

About the Project

Habitat for Humanity Nepal works with communities, governments and partners to advance safe, adequate and resilient shelter and housing. Following the 2026 flash floods, the Humanitarian Response, Recovery and Resilience (HR3) Project supports a pathway from emergency shelter to early recovery and safer, climate- and disaster-resilient housing. Initial implementation will focus on Rasuwa and Nuwakot, with Dhading or other approved affected locations added as needs and funding evolve.

Position Overview

Provide technical leadership for safe, inclusive and context-appropriate shelter and housing across HR3. The role leads site screening, design, costing, construction quality and technical capacity for individual and communal transitional shelters and resilient recovery housing, using locally available materials and practices where they meet safety, performance and environmental requirements.

Essential Duties and Responsibilities

Technical assessment and design

Lead shelter damage, habitability, site and settlement assessments with government, community and MEAL colleagues; document hazards, access, tenure, drainage, WASH, protection and environmental constraints.

Develop and adapt design options for household and communal transitional shelters, including drawings, specifications, BOQs, construction sequences, operation/maintenance guidance and decommissioning or conversion considerations.

Evaluate bamboo, timber, plywood, stone, metal mud-based systems and other local materials for structural safety, treatment, durability, fire/weather performance, supply, cost, skills and environmental impact.

Ensure designs addresses adequate comfort, local vernacular architecture, privacy, lighting, ventilation, thermal comfort, safe access, accessibility for persons with disabilities, gender and child-protection considerations and links to WASH and site services.

Obtain required internal technical review and relevant government acceptance before construction or material commitment.

Construction delivery, quality and safety

Prepare site-specific construction plans, inspection and test plans, quality checklists, material acceptance criteria and contractor/partner scopes of work.

Verify quantities, rates, measurements and completion evidence; provide technical certification for payment without assuming financial approval authority.

Supervise works and technical partners; record non-conformities, require corrective action and exercise stop-work authority where immediate safety, safeguarding or serious quality risks exist.

Ensure occupational health and safety plans, PPE, safe tools, incident reporting, weather/access precautions and safe community/volunteer participation are in place.

Maintain controlled drawing revisions, site records, photographic evidence, material tests, measurement books and completion/handover documentation.

Recovery, resilience and technical capacity

Integrate multi-hazard risk reduction, climate adaptation, drainage, slope/site safety, repairability and lifecycle affordability into shelter and housing solutions.

Support risk-sensitive settlement planning and advise when relocation, additional specialist study or government decisions are required.

Train engineers, artisans, contractors, bamboo treatment centres, partner staff and households in approved construction methods, quality assurance, safe maintenance and resilient improvements.

Pilot innovations only through documented risk assessment, technical review, user consultation and monitoring; capture cost, performance and replicability evidence.

Develop standard technical packages that government and Shelter Cluster partners can understand, replicate and scale.

Coordination and stakeholder engagement

Coordinate technical work with municipal engineers, DUDBC and other relevant government technical authorities, NDRRMA and Nepal Shelter Cluster technical groups.

Engage Habitat Nepal’s Technical team and other approved technical partners through clear briefs, review points and documented decisions.

Work together with HR3 project staff so designs reflect household preferences and protection needs, and with MEAL to define and verify quality and outcome indicators.

Coordinate with Admin/Finance/Logistics on specifications, market analysis, vendor prequalification, delivery inspection, stock care and realistic procurement lead times.

Monitoring, reporting and learning responsibilities

Maintain a live technical tracker covering site status, design approval, quantities, progress, inspections, defects, safety events, completion and handover.

Submit concise weekly progress and risk updates and monthly technical reports with variance explanations and corrective actions.

Analyze unit costs, material performance, construction time, defects, user feedback and climate/DRR performance to improve designs.

Contribute verified technical evidence to donor reports, case studies, learning products and government/cluster technical guidance.

Education, Professional Experience, and Skill Sets

Education and Professional Qualification

Bachelor’s degree in civil or structural engineering from a recognized institution; architecture may be considered where the candidate demonstrates equivalent structural shelter competence and required technical oversight is available.

Current registration with the Nepal Engineering Council or other legally required professional registration for the duties performed.

Fluency in Nepali and working proficiency in written and spoken English.

Professional Experience

At least five years of relevant engineering/construction experience, including substantial field supervision and at least two years in post-disaster shelter, reconstruction, DRR, remote infrastructure or similarly demanding settings.

Demonstrated experience preparing drawings, specifications, BOQs, cost estimates, work methods, quality plans and completion documentation.

Hands-on experience with low-rise shelter/housing, local materials and contractor/artisan supervision.

Experience assessing site hazards and making defensible technical decisions under time, access and information constraints.

Technical and Functional Skills

Shelter and housing design; structural integrity and construction safety; quantity surveying; quality assurance/quality control; occupational health and safety; resilient construction and environmental safeguards.

Competence with AutoCAD or equivalent drafting tools, , spreadsheets and basic GIS/mobile field data applications. Practical knowledge of bamboo treatment and connections and/or timber, steel structure , brick masonry, stone masonry and lightweight panel construction; able to recognize limits and seek specialist review.

Strong technical writing, coaching, negotiation and site problem-solving; able to communicate risk to non-engineers.

Integrity and independence in inspection, certification, and stop-work decisions.

Preferred / desirable experience

Preference will be given to candidates with demonstrated experience working in National or International Non-Governmental Organizations (NGOs/INGOs) or donor-funded Humanitarian projects.

Experience in designing or constructing communal transitional shelters and accessible shelter solutions.

Knowledge of applicable Government of Nepal codes/guidelines, Habitat Housing Quality Standards and Cluster Coordination .

Experience with owner-driven construction, cash-for-shelter technical assistance, slope-risk screening or climate-smart housing.

Training or certification in construction safety, DRR, green building, bamboo construction or GIS.

Experience working with SketchUp for 3D modeling and visualization to support  construction detailing will be an advantage.
