Project Background

The “Advancing Adolescent Sexual and Reproductive Health Through Comprehensive Education and Services in Remote Nepal” project is a two-year initiative supported by the Australian Himalayan Foundation (AHF) and implemented in Thulung Dudhkoshi and Sotang Rural Municipalities of Solukhumbu District.

The project has been designed in response to

High rates of child marriage and adolescent pregnancy

Limited access to adolescent-friendly health services

Weak implementation of Comprehensive Sexuality Education (CSE)

Low awareness among adolescents regarding sexual and reproductive health rights and services

Limited teacher capacity to deliver age-appropriate and participatory sexuality education

The project aims to strengthen both school- and health facility-based systems by

Strengthening teachers through CSE training and enhancing the capacity of School Management Committees (SMCs) to promote adolescents’ access to quality education, ASRH information, and sustainable school-based support systems.

Strengthening adolescent-friendly health services

Establishing adolescent-friendly corners in schools and health facilities

Strengthening referral mechanisms and psychosocial support systems

Engaging parents, communities, schools, and local governments

Strengthening Adolescent Health Coordination Committees (AHCCs)

Promoting safeguarding and GEDSI-sensitive approaches across all interventions

The project aligns with Nepal’s National Adolescent Health and Development Strategy, National Health Policy, School Education Sector Plan, National Family Planning Program, and other national ASRH priorities.

Job Purpose

The Project Officer will lead the day-to-day implementation, coordination, monitoring, and reporting of the ASRH project at field level.

The position is responsible for ensuring effective implementation of project activities related to

Comprehensive Sexuality Education

Adolescent Sexual and Reproductive Health

Teacher training and mentoring

Health worker orientation and mentoring

Adolescent-friendly services

Referral mechanisms

Parent and community engagement

Safeguarding and GEDSI integration

Coordination with local governments and stakeholders

The Project Officer will work closely with

Rural Municipalities

Partner organizations including REED Nepal and others

The position requires regular field visits, technical coordination, monitoring, documentation, and stakeholder engagement to ensure achievement of project outputs and outcomes.

Duties and Responsibilities

Project Planning and Implementation

Implement project activities according to approved

workplans, budgets, log frames, and implementation schedules.

Coordinate and facilitate implementation of project

activities in schools, health facilities, HFOMCs, SMCs, PTAs and communities.

Prepare detailed activity plans, field schedules,

budgets, and fund requests for timely implementation.

Ensure project activities are implemented in line

with the project theory of change, donor requirements, and AFN policies.

Support

implementation of

• Comprehensive Sexuality Education activities
• ASRH promotion activities
• Adolescent-friendly health service strengthening
• School and health facility adolescent corners
• Referral pathways and safeguarding mechanisms
• Parent and community engagement activities

Ensure project activities are inclusive and

accessible for adolescents from marginalized and vulnerable groups including

girls, Dalits, ethnic minorities, and persons with disabilities.

Conduct regular field monitoring visits to schools

and health facilities.

Ensure timely completion of planned activities and

achievement of project targets.

Training, Mentoring and Technical Support

Coordinate and support CSE training for teachers and

orientation sessions for child club members, parents, and community

stakeholders.

Support orientation and mentoring of health workers

on ASRH job aids, adolescent-friendly services, psychosocial support, and

referral mechanisms.

Provide regular mentoring and follow-up support to

• Health and gender focal teachers
• Head teachers
• Child club focal teachers

• Peer educators
• AHCC members

Support teachers to conduct participatory,

inclusive, and age-appropriate CSE sessions in classrooms.

Support schools and health facilities to establish

and manage adolescent-friendly corners and maintain utilization records.

Support schools to strengthen safeguarding and

incident reporting mechanisms.

Facilitate peer education and extracurricular

activities led by child clubs including

• Quiz contests
• Street drama
• Peer discussions
• Awareness campaigns

Promote psychosocial support and referral pathways

for adolescents requiring additional support services.

C. Stakeholder Coordination and Partnership

Management

Maintain strong coordination and collaboration with

Rural Municipalities

Act as a focal point for communication and coordination at field

level.

Organize and facilitate coordination meetings, review meetings,

workshops, and consultations.

Coordinate with partner organizations including REED Nepal and other

relevant actors to avoid duplication and strengthen collaboration.

Support Adolescent Health Coordination Committees to conduct regular

meetings and implement action plans.

Advocate with local governments for allocation of resources and

integration of ASRH and CSE activities into local plans and budgets.

D. Monitoring, Evaluation, Documentation and

Reporting

Collect, compile, verify, and report project data according to the

project M&E framework.

Maintain accurate records, beneficiary data, training records,

monitoring tools, and activity documentation.

Ensure disaggregated data collection by

Gender, Disability, Caste/Ethnicity,

Grade, Location

Conduct regular monitoring visits and classroom observations to

assess quality of implementation.

Support baseline, endline, assessments, surveys, and evaluations.

E. Community Engagement and Awareness

Support implementation of parent orientations, community dialogues,

and awareness activities on ASRH and CSE.

Promote positive attitudes toward adolescent health education and

services among parents and communities.

Facilitate intergenerational dialogues between adolescents, parents,

teachers, and community members.

Support awareness activities to reduce stigma, harmful gender norms,

child marriage, and discrimination.

Promote awareness and utilization of adolescent-friendly health

services.

F. Sustainability and Institutional Strengthening

Support local governments, schools, and health facilities to

strengthen ownership of project interventions.

Promote sustainability of adolescent-friendly services, CSE

activities, and safeguarding mechanisms beyond project completion.

Support integration of ASRH priorities into local planning and

budgeting processes.

Strengthen coordination between schools, health facilities, and

local government structures.

Support development and implementation of sustainability and exit

strategies.

G. Safeguarding, Risk management and

Inclusion

Ensure all project activities comply with the

organization’s safeguarding and inclusion policies, including Child

Safeguarding, PSEAH, and Gender Equality, Disability, and Social Inclusion

(GEDSI) standards.

Promote the participation of marginalized groups

(e.g., girls, persons with disabilities, Dalits) in project activities.

Contribute to assessing, mitigating and reporting on risks, including risks of

child abuse and exploitation and sexual abuse and exploitation, in the project

area;

Support the development and implementation of

effective incident reporting mechanisms both within the health centres and in

the community.

Ensure immediate reporting to AFN of any incident of

abuse and exploitation.

Follow directives of AFN for follow up required

regarding incidents, including reporting to concerned authorities;

Ensure safety of survivor, confidentiality and

survivor centred approach.

Contribute to raise awareness and practice of GEDSI,

Child Safeguarding and PSEAH with all health stakeholders.

H. Advocacy and Sustainability

Advocate with local governments to integrate ASRH

into municipal plans and budgets.

Support AHCCs in developing and implementing local

ASRH action plans.

Develop, communicate, and implement strategies and

an exit plan to ensure the project’s sustainability beyond its implementation

period.

Additional

Responsibilities

Project Officer may be assigned additional responsibilities by the supervisor

relevant to the project and organizational priorities.

Required

Qualifications and Experience

Bachelor’s

degree in Public Health, Nursing, Social Work, Education, Community

Development, or related field.

Minimum

2-3 years of professional experience in project implementation after

completion of academic qualifications, preferably in

Adolescent

health

and reproductive health

Education

or youth-focused programs

Experience

working with local governments, schools, health facilities, and community

stakeholders.

Knowledge

of Nepal’s ASRH policies, adolescent-friendly health services, and CSE

approaches.

Experience

in conducting training, facilitation, mentoring, and community engagement

activities.

Experience

in project monitoring, documentation, and reporting.

Strong

interpersonal, coordination, and communication skills.

Ability to

travel regularly to remote field locations.

Good

computer skills including Microsoft Word, Excel, and PowerPoint.

English.
