Job Description

Helvetas Nepal is a Swiss non-governmental organization actively contributing to the improvement of the living conditions of poor and disadvantaged people in Nepal. Rasuwa Flood Response and Recovery Project: REGAIN

Report to

Head of Programme Development

1. Job Purpose

The Project Manager is overall responsible to lead the effective, timely, accountable, and policy-compliant implementation of the REGAIN project in coordination with government, non-government, and community stakeholders.

2. Roles and responsibilities

2.1 Policy, Compliance and Governance

Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for the project;

Ensure Conflict Sensitive Programme Management at all levels;

Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.

2.2 Project Leadership and Management

Provide strategic leadership and overall responsibility for project delivery, results, and performance.

Lead annual planning, budgeting, implementation, monitoring, evaluation, documentation, and reporting of project and the sub-projects

Develop and oversee operational systems and provide technical support to staff and partners.

Organize review, planning, learning, and stakeholder engagement events.

Conduct field monitoring, assess progress, adapt strategies, commission studies, and ensure quality outputs.

Ensure effective M&E systems, timely evaluations, knowledge management, and donor-quality reporting.

2.3 Finance and Administration

Oversee project finance and administration in line with HELVETAS and donor requirements.

Prepare, review, and revise project budgets; monitor expenditures and ensure financial control.

Facilitate internal and external audits.

2.4 Coordination, Representation and Partnerships

Maintain strong coordination with federal level stakeholders- NDRRMA, relevant line ministries/departments, Clusters and international NGO forum.

Ensure effective local coordination through field staff.

Maintain good relationship with project staff, partner’s team and related stakeholders to contribute in achieving the goals and objectives of the project.

Represent the project in relevant forums, workshops, meetings, and networks.

Contribute to HELVETAS country programme management processes.

2.5 People Management and Capacity Development

Lead and supervise project staff, fostering a fair, inclusive, equitable, and high-performing work environment.

Assess staff development needs, provide coaching and mentoring, and strengthen partner capacities.

Plan and implement capacity-building initiatives linked to project objectives.

2.6 Additional Responsibilities

Undertake assignments requested by the Line Manager/Country Director.

Promote innovation, continuous improvement, and new programme initiatives.

3. Job Requirements

3.1 Minimum Education and Professional Experience

Master’s degree in a relevant discipline. Minimum 7 years of experience in humanitarian response, disaster management, emergency relief, or early recovery, including at least 3 years in senior project management roles. Experience managing projects, human resources, finance, administration, and partners. Experience working with government agencies in post-disaster contexts.

3.2 Required competencies

Excellent reporting and writing skills

Excellent written and spoken English and proficiency in office applications
