Job Description

Swisscontact, registered as an International Non-Governmental Organisation in Nepal, has been operating in Nepal since 1991. Currently, Swisscontact in Nepal has six development programmes across all seven provinces.

The Municipal Revenue Enhancement Project (MunRev) is a bilateral initiative of the Governments of Nepal and Switzerland, implemented by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration (MoLMCFAGA) and selected 12 partner municipalities of Koshi and Bagmati Provinces, with technical assistance from Swisscontact in Nepal. MunRev supports local governments to strengthen own-source revenue and tax compliance, improve inclusive and transparent public service delivery, and foster cross-government learning for better-informed fiscal policy, with gender equality and social inclusion (GESI) mainstreamed throughout. Through these efforts, the project aims to enhance the fiscal capacity of local governments and improve services for all citizens, including women and disadvantaged groups.

IT and Digitalisation Officer

Location: Biratnagar, Project Support Unit (PSU), with frequent travel to the 12 partner municipalities in Koshi and Bagmati Provinces

Governance & Service Delivery (GSD) Advisor

100% (8 hours a day and 5 days a week)

One year initially, with the possibility of an extension

Purpose of the Job

The IT & Digitalization Officer will support the implementation, operation, and institutionalisation of digital systems for municipal revenue administration and service delivery. The position will strengthen municipal digital capacity, improve data quality and system integration, and provide technical support to partner municipalities to ensure effective and sustainable use of digital solutions.

Essential Functions and Responsibilities

1.Compliance with policies, rules/regulations, and guidelines

Adhere to relevant policies, procedures, rules, regulations, and guidelines of Swisscontact in Nepal (Country Manual for Business Administration, Code of Conduct Against Corruption, Conflict of Interest, Basic Operating Guideline (BoG), Local Security Management Plan, Gender Equality and Social Inclusion Guideline and other specific policies guidelines and manuals applicable for the MunRev).

2. Revenue Management Systems and Digitalization

Support the implementation, enhancement, integration, and maintenance of municipal revenue management systems, including interoperability with national platforms such as SUTRA and LMBIS.

Assist municipalities in digitizing revenue records, migrating and managing data, and improving the efficiency, quality, and utilization of digital revenue administration systems.

3. Municipal System Support and Technical Assistance

Serve as the primary technical focal point for municipalities and coordinate with system vendors and relevant stakeholders.

Provide regular technical support, troubleshooting, and field-based assistance to ensure effective operation and maintenance of digital systems.

Maintain issue tracking, support municipalities during critical revenue operations, and recommend system improvements through periodic reporting.

4. Digitalization of Municipal Service Delivery

Support municipalities in digitalizing service delivery processes, including citizen services, permits, digital payments, and document management.

Promote digital governance solutions that improve transparency, efficiency, accountability, citizen engagement, and access to public information.

5. Data Management, Integration and Analytics

Support data management, quality assurance, integration, and security to ensure reliable and disaggregated information for municipal decision-making and project reporting.

Develop and maintain dashboards, reports, and analytical tools, and support data migration, validation, and utilization for learning and policy improvement. 6. ICT Infrastructure, Cybersecurity and System Administration

Support the management and maintenance of ICT infrastructure, databases, networks, cloud applications, and backup systems in partner municipalities.

Promote cybersecurity, data protection, system reliability, and user access management to ensure secure and uninterrupted operation of digital systems.

7. Capacity Development and Change Management

Design and deliver training, coaching, and technical support to strengthen municipal staff capacity in operating and managing digital systems.

Develop user manuals, SOPs, and guidance materials, and support municipal ownership, sustainability, and handover of project-supported digital solutions.

8. Project Coordination and Reporting

Support project planning, monitoring, reporting, and procurement of ICT-related goods and services.

Coordinate with government agencies, development partners, and municipalities; document lessons learned and good practices; and perform other duties assigned by the GSD Advisor and the Team Leader

9. Key Deliverables

Digitalization assessments and roadmaps developed for partner municipalities.

Functional and interoperable OSR MIS with improved data quality and reporting.

Technical support, system monitoring, and issue-resolution mechanisms established and maintained.

Training delivered, and user manuals, SOPs, and guidance materials developed.

Dashboards, analytical reports, and sustainability plans produced to support effective use and longterm ownership of digital systems.

Qualifications and Competencies

Bachelor’s degree in information technology, Computer Science, Information Systems, Computer Engineering, Software Engineering, or a related field.

Master’s degree in a relevant field will be an advantage.

Minimum three years of relevant professional experience in IT systems management, MIS, digitalization, e-governance, or digital transformation initiatives.

Experience working with local governments, public financial management systems, or development projects in Nepal is highly desirable.

Practical knowledge of government systems such as SuTRA, LMBIS, LLRP, or other municipal information systems will be an advantage.

Strong knowledge of database management, ICT infrastructure, systems integration, data analytics, cybersecurity, and digital governance applications.

Demonstrated analytical, problem-solving, communication, training, and stakeholder coordination skills, with the ability to support both technical and non-technical users.

Excellent written and spoken Nepali and English, commitment to inclusive digital solutions, and willingness to travel extensively to partner municipalities.
