Shaanxi Construction Engineering Group Corporation Limited, is a leading state-owned enterprise in international civil infrastructure development, invites applications from highly qualified and experienced professionals for the senior leadership position of Head of Communications and Operations for its Nepal Branch office. The successful candidate will lead the planning, coordination, supervision and oversight of equipment repair and maintenance operations across the Group’s road, bridge, building, and municipal infrastructure projects, while serving as the principal communications interface between head office and offices globally, site operations, project departments, contractors, consultants, employers, and regulatory bodies on all matters relating to construction procurement and contract administration.

Qualification

Bachelor’s degree in Civil Engineering, Architectural Engineering, Construction Engineering, Mechanical/Construction Equipment Engineering, or a closely related field from a recognized university; a Master’s degree in Construction Management, Civil Engineering, or MBA is preferred.

Managerial & Sector Experience

Minimum 10 years of demonstrable managerial/supervisory experience within construction engineering, equipment maintenance, or infrastructure project operations, including progressive advancement through roles such as Technician, Building/Section Supervisor, Technical Manager, Project/Deputy Project Manager, and Regional or Production Manager.

Proven track record leading multi-project equipment maintenance and operations functions concurrently across several active construction sites (residential, municipal, industrial, and public-welfare/resettlement projects), including responsibility for tower cranes, hoists, concrete pumping equipment, mixing plants, and steel-structure processing machinery.

Minimum 15 years of overall experience in the construction sector, with a demonstrated career progression from field/technical roles into managerial and regional leadership positions. Direct experience developing and implementing preventive and corrective maintenance plans, equipment inspection regimes, and downtime-reduction strategies on award-winning or nationally recognized projects.

Demonstrated ability to mentor and supervise technical staff, maintain zero-incident safety records, and ensure full compliance with factory/manufacturer technical standards and operating procedures.

Operations Responsibilities (Repair & Maintenance Oversight)

Oversee day-to-day and emergency repair and maintenance operations for all construction machinery and equipment across active project sites, cross country operations ensuring minimal downtime and adherence to manufacturer and industry best-practice maintenance standards (e.g., ISO 55000 asset management principles, OEM maintenance protocols, RCM/preventive maintenance frameworks).

Establish and maintain a centralized maintenance log, equipment lifecycle register, and key-performance-indicator (KPI) reporting system covering equipment availability, mean time to repair (MTTR), and mean time between failures (MTBF).

Ensure occupational health and safety compliance in all maintenance and repair activities, consistent with international best practice (e.g., ISO 45001) and host-country labour and safety regulations.

Communication & Procurement Responsibilities

Serve as the primary communications and coordination focal point on matters relating to construction procurement, tendering, and contract administration under the FIDIC contract suite (Red Book, Yellow Book, Silver Book, and MDB Harmonised Edition), including correspondence on claims, variations, extensions of time, and dispute resolution (DAB/DAAB) processes.

Draft, review, and manage formal project correspondence, progress and incident reports, and stakeholder communications with employers, engineers, consultants, subcontractors, and regulatory authorities, in accordance with internationally recognized standards and world-renowned procurement frameworks (World Bank, ADB, AIIB, and comparable multilateral development bank guidelines).

Maintain consistent, transparent, and timely information flow between head office, site operations, project management, head office, and external stakeholders, ensuring alignment between maintenance/operational status and contractual/procurement obligations.

Support bid preparation, negotiation, and contract close-out documentation for equipment- and operations-related procurement, ensuring compliance with corporate governance and international best practice.

Represent the Group in communications with government bodies, industry associations, and community stakeholders, upholding the corporate reputation and brand of Shaanxi Construction Engineering Group.

Contractual & Technical Expertise

Working knowledge of the FIDIC contract suite and internationally recognized construction procurement and safeguard standards, sufficient to support project departments in matters of claims, variations, and contract compliance. Familiarity with international construction law, occupational safety regulations, and environmental/social compliance frameworks applicable to civil, municipal, and building infrastructure projects.

Language Requirements (Mandatory)

Fluent in Chinese and English — written and spoken — to full professional proficiency.

Strong Leadership & Managerial Competencies, Crisis Management, Stakeholder Coordination, Negotiation, and Report-Writing Skills etc.
