TERMS OF REFERENCE

Consultant - Program Officer

Heifer Project Nepal (HPN) is a non-profit, humanitarian organization, a legally separate entity from Heifer International Nepal, established in 1996, dedicated to ending hunger and poverty while caring for the earth. HPN has been advancing its locally led development approach, working closely with provincial and local governments, cooperatives, partner organizations, and community institutions to empower communities by promoting food security and improving the quality of life through sustainable livelihoods in agriculture and livestock farming. This initiative focuses on engaging women and youth as catalysts for change, with households acting as economic hubs. By prioritizing sustainable development, job creation, food security, income generation, and employment opportunities, Heifer Project Nepal aims to create lasting, positive change in the country.

HPN seeks a dedicated Consultant-Program Officer to support field program team coordination, technical support, monitoring, partnership facilitation, and capacity strengthening for advancing food system transformation process in dedicated project sites.

This consultancy supports the timely, high-quality, compliant, and adaptive implementation of assigned projects and sub-awards. Working with Program, MELS, and Finance teams, the Consultants shall provide strategic and operational guidance to project partners, farmers' collectives, and local governments on social capital development, cooperative strengthening, value-chain and market-systems development, regenerative agriculture, and local food-system transformation in a sustainable manner.

5. Deliverables and Acceptance Criteria

The detailed timing and frequency of deliverables will be confirmed in the inception workplan. All deliverables must be evidence-based, professionally presented, submitted in editable electronic format, and accepted by the designated supervisor.

Note: Some of the deliverables listed here can be reported collectively and to be specified in the inception work plan.

8. Professional Fee and Payment Schedule

The professional fee and payment schedule will be specified in the consultancy contract. Payments will be linked to satisfactory completion and acceptance of agreed deliverables and submission of required supporting documents. Applicable taxes will be deducted in accordance with the laws of Nepal. Pre-approved travel and reimbursable costs, if any, will be governed by the contract and applicable HPN procedures.
