Consultant for Endline Study

  1. Background 

Nepal Red Cross Society (NRCS), in partnership with American Red Cross (AmCross), Spanish Red Cross (SpRC) and Canadian Red Cross (CRC), implementing a three year post-earthquake integrated recovery program (Utthan) in 19 Wards (earlier VDCs) and one municipality of three of the 14 most affected districts of Nepal: Nuwakot, Rasuwa and Makwanpur. The Utthan program focuses on long-term recovery and community resilience building.

  1. Scope of project/program 

The purpose of this endline study is to assess existing situation of livelihood and food security of targeted beneficiaries. The endline study will provide reliable endline information of targeted beneficiaries that will be compared to baseline results in order to assess changes/progress of achievements that can be measured and evaluated, using verifiable indicators presented in the Logframe. The results of this survey as well as the comparative analysis with the baseline results obtained in 2016 will contribute to the final evaluation of Utthan Program, its achievements, learnt lessons and recommendations. The targeted beneficiaries for this endline comparative analysis are livelihoods Project beneficiaries who were selected according to poverty and vulnerability criteria.

  1. Objectives of endline
  • Provide endline data on key livelihoods indicators, which include % of HHs that meet livelihoods protections threshold and % of HHs that meet survival thresholds. The endline will enable a comparative analysis with baseline data and results, so changes can be measured;
  • Provide a final report using the comparative analysis between baseline and endline data which will evaluate changes in Livelihoods Project Beneficiaries.

  1. Methodologies 

The endline will be primarily based on quantitative method, household survey will be the key method for in-depth interview. However some qualitative approach such as focused group discussion and key informant interview will be conducted to support the study with qualitative information.

Following are the key deliverable for the evaluation; Final report should be submitted not latter that March 20, 2019. The templates for the deliverable will be provided by AmCross:

  1. Required Qualifications 

AmCross is seeking a competent professional(s) to undertake this study. It is anticipated that the following skills and experience will be represented:

  1. Demonstrated experience and expertise in the design and management of complex household surveys in Nepal
  2. Demonstrated experience in training participants in survey and mobile data collection
  3. Demonstrated experience in questionnaire development with mobile platforms
  4. Demonstrated experience in ODK technique for data collection through tablets
  5. Demonstrated experience in analyzing data from stratified, clustered with disproportionate selection probabilities (including calculating weights, adjusting analysis for complex design and estimating variance using linearization and/or replication techniques)
  6. Experience of survey work with similar purpose, mode and populations strongly preferred
  7. Professional work experience in Nepal is required
  8. Fluency in English and Nepali is required
